Introduction The USAID’s Strengthening Urban Resilience for Growth with Equity (SURGE) Project aims to promote more balanced and resilient urban growth, reduce economic disparities, and improve socio‐economic conditions for highly urbanized secondary cities and their surrounding areas. Developing secondary cities as agents of growth can contribute to the improved welfare of both urban and rural populations. SURGE assists cities and adjacent areas plan effectively, guarantee basic public services, reduce business transaction costs, promote competitiveness, support sustainable development, and reduce disaster risks while ensuring inclusive and sustainable growth. The Stakeholders’ Forum launched the SURGE Project in the Cities Development Initiative (CDI) cities. The activity served as a mechanism to elicit support for the Project activities and to determine the city priorities and potential for technical assistance. The participants were an inclusive and multi-sectoral mix of business, local government, and civil society leaders. The workshop was also attended by representatives from peri-urban and rural local government units (LGUs), producer associations/cooperatives, and national and regional government agencies. For each city’s initial forum, beyond formally launching the dialogue mechanism, the main agenda was to discuss initial findings of the needs assessment exercise undertaken by the Project. The outputs of the activity were crucial in the identifying, prioritizing, and leading the implementation of USAID SURGE activities in the CDI cities. The organization of Stakeholders’ Forum in each of the Cities Development Initiative (CDI) cities is one of the cross-cutting activities under the Year 1 Work Plan of USAID’s Strengthening Urban Resilience for Growth with Equity (SURGE) Project. This report addresses Activity D 1.3: Organize SURGE Stakeholders’ Forums (SF) in the CDI Cities. II. Design of the Activity The activity aimed to identify the initial development vision, goals and priority strategies or projects by the stakeholders for each city based on the initial findings and needs assessment conducted by USAID/SURGE. The objectives of the Stakeholders’ Forum were To formally launch the SURGE project; To formally convene the Stakeholders’ Forum; To present the results of the initial assessment conducted by the Project Team; To validate the assessment and solicit additional inputs from stakeholders; and To prioritize the constraints to be addressed to promote the City’s development. The Project coordinated with the each of the City Planning & Development Coordinators (CPDC) and the Office of the City Mayor in preparing for the activity. The SURGE City Program Coordinators (CPC) spearheaded the city based preparations of the Stakeholders’ Forum. While the program and flow were similar across the CDI cities, the CPCs recommended slight modifications regarding the topics covered, which was based on the specific context and needs of each city. The Project selected participants together with the CPDC and the City Development Council as the basis. Representatives from the Project then presented the initial assessment, scenarios and strategic options for the cities. This was followed by the signing of a plaque of commitment between the City Government, representatives from the different sectors and USAID. The plaque represents the cities’ commitment to collaborate with the Project to meet the cities’ visions, which were to be defined during the Forum. The participants were then divided into three groups that focused on each of the Project's Components for a workshop. The Component Leads facilitated each group in identifying the vision, actions to reach the vision and priority areas related to each Component. After the activity, the Project used the workshop results as input to the planning and designing of SURGE activities and interventions. III. Participants The Project invited a wide range of stakeholders to the Stakeholders Forum. More than a hundred representatives from the City and Provincial Government, business sector, academe and non-government organizations attended each of the
