As a result of the drastic state-wide budget cut of $210 million, the university system must suffer cuts up to $10 million. UMaine departments must cut approximately $5 million out of the budget over the next two fiscal years, thus extinguishing numerous jobs throughout the campus. The extent of the budget cuts for each department cannot be determined as of yet, said Mary Skaggs, assistant director of stu- dent aid for student employment. Both work-study and non work- study jobs are among the many positions to be slashed from UMaine's budget. No one will know exactly how much money will be cut and what positions will be eliminated from departments until the middle of April, she said. The proposed modifications to the WMCM(FM) and WQSS(FM) operating facilities will continue to comply with the local radio ownership restrictions outlined in Section 73.3555 of the FCC Rules. WMCM and WQSS have and will continue to have overlap with four other commonly owned stations in the area:1 WABK-FM - Gardner, Maine WVQM(FM)- Augusta, Maine WBAK(FM) - Belfast, Maine WVOM(AM) - Rockland, Maine Neither WMCM nor WQSS is considered to be “home” to any Nielsen Audio metro market. Furthermore, neither Rockland nor Camden is located within the boundaries of any metro market. For this reason, as required by Paragraph 286 of the FCC’s July 2, 2003 Report and Order and Notice of Proposed Rulemaking in MB Dockets 02-277, 01- 235, 01-317, 00-244, and 03-130, it was necessary to conduct contour overlap studies2 for these commonly owned stations. Figure 5.0 is a map exhibit depicting the principal community contours for these six stations. The 5 mV/m daytime contour for WVOM was projected utilizing the notified daytime facilities from the FCC’s Consolidated Database System (“CDBS”) and soil con- ductivity data from FCC Figure M3. The 3.16 mV/m contours for WABK-FM, WVQM, 1Blueberry Broadcasting has other commonly owned stations in the area, but they do not have any principal community contour overlap with WMCM or WQSS and, therefore, were not analyzed as part of this analysis. Nor were they counted as stations in the market if their site was inside the composite con- tour.

For the third consecutive year, MaineDOT has sponsored events in observance of National Work Zone Safety Awareness Week, April 8 -12, 2002. This year’s efforts were coordinated by the Work Zone Safety Team and media consultant Garrand & Company to help get the message out to the public. The team, which included representatives from Associated Constructors of Maine, FHWA, the Maine Turnpike Authority and several others initiated a successful public information campaign which included: · 4th grade Design-A-Poster Contest: Over 25 schools statewide submitted more than 500 posters. Eight finalists were chosen and the winning entry was selected by the public via the internet. Brandon Bickford from the Teresa C. Hamlin School in Randolph won the $1,500 class trip, and the 7 finalists received plaques. · Web Site: www.mainebackseatdriver.com has been updated to go along with the school contest and includes teacher packages and downloadable games.
