Its governing document is the Contra Costa County Flood Control and Water Conservation District Act, last amended in 1992, which grants the District various powers such as the ability to acquire and hold property; sue and be sued; conserve, store and import water; control flood waters; issue bonds; levy taxes and assessments and use eminent domain. The governing board of the District is the County’s five-member Board of Supervisors, which are elected to four year terms. Each Supervisor represents a specific area of the County. The District plans, constructs and maintains major flood protection infrastructure to reduce flooding risk. The District’s jurisdiction encompasses all of Contra Costa County, including all nineteen incorporated cities. The District’s funding comes from a combination of ad-valorem taxes and fees paid by developers upon creation of impervious surfaces. The District has approximately 20 staff, and relies on other specialists from the Contra Costa County Public Works Department, with whom they share office space. The District currently serves a population of approximately 1,123,429 residents as of January 1, 2016 (California Department of Finance estimate) covering a land area of approximately 720 square miles. The District’s service area is broken up into three distinct regions of the County: west, central and east. The west and central portions of the county are nearing their full development potential. Service demands are expected to increase in these areas not because of added population, but primarily because of increased customer demands for more ecologically sensitive flood protection, including potential removal of concrete lining of channels and restoration of the resulting streams. Other factors expected to increase demands for District services include the effect of global climate change on low-lying areas, increased regulatory requirements on operation and maintenance of existing facilities, and new clean water requirements on trash and other pollutants. 20-1 Contra Costa County Hazard Mitigation Plan; Volume 2—Planning Partner Annexes The eastern portion of the District’s service area includes the fast-growing cities of Pittsburg, Antioch, Oakley and Brentwood. Here, population growth means significantly increased runoff and customer demands for improved levels of protection as agricultural lands are converted to residential and commercial uses. Additionally, this eastern portion of the County has the same issues noted for central and west portions noted above. The Deputy Chief Engineer of the Flood Control District assumes responsibility for the adoption of this plan by the County Board of Supervisors; the Deputy Chief Engineer of the Flood Control District will oversee its implementation. 20.2.2 Assets Table 20-1 summarizes the critical assets of the district and their value. When effectively prepared and administered, these plans, programs and regulations can support the implementation of mitigation actions. An assessment of fiscal capabilities is presented in Table 20-2. Administrative and technical capabilities represent a jurisdiction’s staffing resources for carrying out the mitigation strategy. No – warnings would be issued by County OES • If yes, please briefly describe N/A 20.3.4 Adaptive Capacity for Climate Change Given the uncertainties associated with how hazard risk may change with a changing climate, a jurisdiction’s ability to track such changes and adapt as needed is an important component of the mitigation strategy. Table 20-5 summarizes the District’s adaptive capacity for climate change. 20.4 INTEGRATION WITH OTHER PLANNING INITIATIVES The information on hazards, risk, vulnerability and mitigation contained in this hazard mitigation plan is based on the best available data. Plan integration is the incorporation of this information into other relevant planning mechanisms, such as general planning and capital facilities planning. It includes the integration of natural hazard information and mitigation policies, principles and actions into local planning mechanisms and vice versa. Additionally, plan integration is achieved though the involvement of key staff and community officials in collaboratively planning for hazard mitigation. 20-4 20. Center for Ecosystem Management and Restoration CONTRA COSTA COUNTY Marsh Creek Watershed Marsh Creek flows approximately 30 miles from the eastern slopes of Mt. Diablo to Suisun Bay in the northern San Francisco Estuary. Its watershed consists of about 100 square miles. The headwaters of Marsh Creek consist of numerous small, intermittent and perennial tributaries within the Black Hills. The creek drains to the northwest before abruptly turning east near Marsh Creek Springs. From Marsh Creek Springs, Marsh Creek flows in an easterly direction entering Marsh Creek Reservoir, constructed in the 1960s. The creek is largely channelized in the lower watershed, and includes a drop structure near the city of Brentwood that appears to be a complete passage barrier. Marsh Creek enters the Big Break area of the Sacramento-San Joaquin River Delta northeast of the city of Oakley. Marsh Creek No salmonids were observed by DFG during an April 1942 visual survey of Marsh Creek at two locations: 0.25 miles upstream from the mouth in a tidal reach, and in close proximity to a bridge four miles east of Byron (Curtis 1942).

    Chapter 3 3.0 Affected Environment 3.1 Traffic and Transportation Systems This section presents an overview of the traffic and transportation systems in the vicinity of the Hercules ITC in Hercules, California, as well as along the broader I-80 corridor between the Carquinez and San Francisco-Oakland Bay Bridges. The existing transportation modes include roadways, railways, and pedestrian/bicycle trails. The transportation portion of the proposed project includes development of a bus-to-train connection for an anticipated usage of up to 837 riders per day (Fehr & Peers 2009), extending John Muir Parkway, and providing a 220-space surface parking lot (on Block N) in the near- term. In the long-term, a transit area garage with approximately 450 spaces would be constructed. The proposed project would improve access to public mass transit and would be a benefit to the residents and workers in the vicinity of the Hercules ITC and the region. In fact, the majority of transit riders using the Hercules ITC are projected to come from the new residential units located within one-half mile of the transit center and the immediate surrounding cities and communities of Hercules, Pinole, and Rodeo-Crockett. Residents and commuters from the unincorporated communities of Contra Costa and Solano counties along I- 80 east of Hercules are also likely to utilize the Hercules ITC. The traffic related to the proposed project would result in minor net benefit to the area-wide transportation systems that serve the seven-million people who live in the Bay Area. Detailed traffic discussion, therefore, focuses on the cities of Hercules, Pinole, and Rodeo-Crockett (the area of western Contra Costa County).

G. MATHIAS KONDOLF ABSTRACT When considering a watershed system in the context of restoration, it is important to understand the fundamental processes controlling the form and function of the stream environment. Among these fundamental processes are the lithologic and structural geologic controls on hydrology, especially when restoration includes complex systems like wetlands. Rodeo Creek in the Marin Headlands portion of the Golden Gate National Recreation Area has u ndergone numerous anthropogenic changes in the past century, including agricultural forcing as well as military development. In order to investigate the way the underlying bedrock is affecting the creeks’ wetlands, the area was mapped for structural orien tation and lithology. The bedrock was found to be generally oriented in a northwest to westerly fashion and dipping toward the southwest at angles ranging from 15 to 75 degrees from the horizontal. A bedrock geologic map was constructed using these data as well as existing survey work. Areas of known wetlands were then superimposed upon the underlying bedrock structure.
