    A History of A History of The Office of the Adjutant, Quartermaster, The Lieutenantand Inspector Governor’s Generals Office S209 S105 The Lieutenant Governor The modern office of the Lieutenant Governor is rare in that it is still used by the office holder for which it was originally designed. Architect Elijah E. Myers located the suite on the second floor to the immediate south of the Senate Chamber, as the Lieutenant Gover- nor has always served as a presiding officer of the Michigan Senate. The Capitol’s original floor plans indicate that the office originally consisted of only two rooms: an office (now S209) and a small adjoining washroom and water closet (now S209B). The Secretary of the Senate worked next door. Interestingly, Myers’s floor plans also assigned the Lieutenant Governor a small apartment located on the basement (or ground) floor in the west wing where he could stay during legislative sessions. This unique suite, the only one of its kind proposed for the Capitol, was to contain a dining room, a kitchen, and two bedrooms. Ultimately this scheme was scrapped, and the space used as storerooms and offices. The first Lieutenant Governor to work in the present Capitol was Mr. Alonzo Sessions, a native New Yorker who came to Michigan in 1833 to acquire land. Two years later he began farming in Ionia County, where he eventually held several local offices and positions including Justice of the Peace, Chairman of the Board of Supervisors, Ionia County Sheriff, and President of the First National Bank of Ionia. In 1856 Michigan’s present Capitol, the state’s third, opened on January 1, 1879, to great acclaim.

The Court has granted Plaintiff leave to proceed in forma pauperis. Under the Prison Litigation Reform Act, PUB. L. NO. 104-134, 110 STAT. 1321 (1996), the Court is required to dismiss any prisoner action brought under federal law if the complaint is frivolous, malicious, fails to state a claim upon which relief can be granted, or seeks monetary relief from a defendant immune from such relief. 28 U.S.C. §§ 1915(e)(2), 1915A; 42 U.S.C. § 1997e(c). The Court must read Plaintiff’s pro se complaint indulgently, see Haines v.     HEALTH POLICY ISSUES GROUP DIRECTORY OF CONTACTS MAY 2020 About MSU’s Legislative Leadership Program and the Michigan Health Policy Issues Group MSU’s Legislative Leadership Program invites new members of Michigan’s House of Representatives and Michigan Senate to engage in interactive sessions with content experts, including university faculty and practitioners, in the brief time between election and their first legislative sessions. At its 1994 inception, LLP was designed to create a forum and the resources to help newly elected legislators meet the challenges of serving in a state with term limits. The program was meant to help legislators forge links to university policy resources. Since that time, LLP has evolved into a broadened opportunity to gain insights into concepts that affect statewide constituencies, into evidence-based information on emerging issues and into the art and science of governing in divided times, such as under state House co-speakerships. At the same time, IPPSR has evolved as a hub for policy expertise, information and outreach, a center for survey research training and excellence and an opportunity for training for those who seek leadership through elected office or public service. The program is built upon a series of specially designed events, including presenters, researchers and facilitated discussions. Sessions are focused on topics of compelling interest, from the state’s revenue stream, to its expenditures, K-12 education, demographics and innovations. Mr. Schuette tapped former state representative and Kent County Clerk Lisa Posthumus Lyons who was below the radar of those being mentioned as possible running mates for Schuette – Macomb County Public Works Commissioner Candice Miller, Representative Laura Cox (R- Livonia) and Senator Tonya Schuitmaker (R-Lawton). Mr. Schuette noted Ms. Lyons’ legislative experience (three terms in the House), her experience as Kent County Clerk and having been friends for a long time. She is the daughter of former Lt. Governor Dick Posthumus. It has been reported that Ms. Lyons withdrew her support of presidential candidate Donald Trump in 2016 over his comments about celebrity and his conduct with women as did Lt. Governor Brian Calley for which the Schuette campaign regularly criticized him for during the primary race. Ms. Whitmer named Garlin Gilchrist II of Detroit as her running mate. 35-year old Gilchrist is the former director of Innovation and Emerging Technology for the City of Detroit and serves as Executive Director for the Center for Social Media Responsibility at the University of Michigan. He has never held elective office and narrowly lost a bid to unseat Detroit City Clerk Janice Winfrey in 2017. His name emerged recently as a leading candidate in recent among the other mentionables – Wayne County Sheriff Benny Napoleon and State Representative Sheldon Neeley (D-Flint). Both Democrats and Republicans are expected to formerly nominate candidates for statewide office at their party conventions next weekend.
