Analiza porównawcza jednostek subnarodowych SUMMARY Federalisation, regionalisation and local governance has been an important issue of legal and administrative sciences. Although the differences of decentralised and federal systems have re- mained, several transformations could be observed and in several countries the model of the public administration has changed in the last decades. A convergence or hybridisation of the models can be observed: the competences of the municipal bodies have been strengthened. Although the boundaries between municipalities and member states of the federation have blurred in the governance of these entities, the legal distinction between them remained solid: the regional municipalities with broad competences do not have UMCStheir statehood. Keywords: local governance; federalisation; regionalisation; comparative municipal law; regional development INTRODUCTION Studies on the legal regulation of the organisational issues has a long tradition in public law. This organisational approach is based on the continental jurispru- dence. The analysis of the legal regulation on the spatial structure and the legal status of the subnational unit can be interpreted as a public law topic. Often, regionalism referss to tensions within a state between a territorially concentrated group andd the state, or sometimes more than one state. Smith puts forward a rather generall definition of regionalism as 'a political or cultural movement which seekss to politicise the territorial predicaments of its region with the aim of protectingg or furthering regional interests' (2000, p.686).

  • Hist Lab Esitelmä Ljubljana 10
Sari Saresto, Helsinki City Museum A presentation in Ljubljana, AN hist lab, 10th March 2006 Pohjola Insurance Building (1899-1901) International concepts are conveyed as a synthesis of national motifs and genuine materials In search of national identity: Finland was annexed by the Russian Empire in 1809. Russia wished to sever Finland’s close ties with former mother country Sweden and thus designated Helsinki as the capital of the Grand Duchy. Under Swedish rule, Turku had been the seat of government and higher education. Helsinki was geographically closer to Russia than the west coast city of Turku, (which almost seemed to gravitate towards Sweden), and thus also more easily supervised from St Petersburg. The Grand Duchy was allowed to retain its laws dating back to the time of Swedish rule. The language of government was Swedish, which was only spoken by 5% of the nation’s population. In Helsinki, however, nearly the entire population was Swedish-speaking. Nor was Swedish the language only of the upper echelons of society; it was spoken even by menial labourers. It wasn’t until the 1860s and the 1870s that the proportion of Finnish-speakers began to rapidly climb in Helsinki. The exhortation of “Swedes we are no longer, Russians we can never become, so let us be Finns” was first heard back in the 1820s. Finnish was the language of the people and its status was only highlighted by the Kalevala, the national epic compiled by Elias Lönnrot and published for the first time in 1835. This epic poem told, in Finnish, the tale of the world from its creation, speaking of an ancient, mystical past replete with legendary heroes, tribal wars, witches and magical devices.

The pro-German opinions of this small class of Swedish militarists and meddlers are not those of the vast majority of the inhabitants of eastern Scandinavia. Too little has been said in any of the Allied countries of the existence of a consistent and powerful literature in which some of the foremost intellects of Sweden protest against the crimes of Germany. If we desire to know the real views of the best minds in Sweden, we ought to make acquaintance, not with the violent propaganda of a noisy court clique, but with the volumes of Professor Ernst Wigforss and of Herr C. N. Carleson, the remarkable Black Week of Herr Anton Karlgren, the essays of Professor N.

Introduction to Portugal and its political and administrative system Portugal is the westernmost country of mainland Europe, located in the Iberian peninsula. To the north and east, Portugal borders Spain. The western and southern coastline totals 1240 km in length and is bathed by the Atlantic Ocean. Portugal’s territory also comprises the Atlantic archipelagos of the Azores and Madeira. Northern Portugal is mountainous, while southern Portugal is an area of gently rolling hills and plains. The highest peak of Portugal is Mount Pico in the Azores, while the highest point in mainland Portugal is part of the Serra da Estrela. Portugal has a warm and moderate climate. • Societal Regionalisation in Eastern and Western Europe
Societal Regionalisation in Eastern and Western Europe (Workshop Proposal) by Jürgen Dieringer (Central European University, Budapest, Hungary) and Roland Sturm (University of Erlangen-Nuremberg, Germany) Outline of the topic: This workshop is a proposal from the Standing Group on Regionalism. It is in an area in which that group has identified a priority for research, and it is not a topic which has been covered in recent ECPR meetings. The workshop has three major aims (1) it brings together current research on regions in Eastern and Western Europe ;(2) it concentrates on the social and political consequences of regionalisation and therefore debates the dimension of regionalisation behind institutional change and (3) it discusses regionalisation in the context of the Europeanisation of regions. Relation to existing research: Existing research has highlighted processes and dynamics of regionalisation mostly in Western industrial societies. There is a rich comparative literature which traditionally excluded Eastern Europe. Only recently have some collected volumes been published which concentrate on Eastern Europe. What is still lacking, however, is both the analysis of cases in Eastern Europe in the same depth which exists for Western Europe and a theoretical framework of analysis which allows us to look at European cases not along geographical lines, but oriented towards more explicit research questions. For Eastern Europe - but also to some extent for the West European cases - there are many examples of research which does not go beyond the debate of regionalisation, i.e. institutional reform, in the narrow sense. Successful regionalisation is, however, more than political reform. It changes societies. Party competition, interest group activities, patterns of political careers, cultural change, the relationship between region and central state - all depend on the social embeddedness of regionalism.
