SEP 0 6 2005 f TO CITY CLEffi~ FOR PLACEMENT ON NEXT M01 1tfNULAR COUr~CIL AGEf'WA TO BE POSTED #,, The El Pueblo Historic Monument is sponsoring the "Los Angeles 224th Birthday Celebration" on September 4, 2005, from 6:00A.M. to 6:00P.M. This Annual procession, from the City of San Gabriel to El Pueblo Monument, will re-enact the walk of Los Pobladores, as they walked from San Gabriel to Los Angeles to establish the City of Los Angeles. Council District Fourteen has received a request that the City provide certain services and declare this function a Special Event. Approval of this request will mean that an estimated $21,736 in fees and salary costs will be absorbed by the City. (Event Coordinator: Cynthia Keplar- 213/485-6855 and Fax No. 213/485-8238). I THEREFORE MOVE that the "Los Angeles 224th Birthday Celebration" be declared a Special Event, and City departments be requested to waive all fees and costs, except insurance and application requirements. I FURTHER MOVE that the Event Sponsor be directed to fulfill the insurance requirements of the City by contacting the Bureau of Street Services- Street Use Inspection Division at 213/485-3711 to obtain, and complete, the necessary insurance forms, upon adoption of this Motion by the City Council. I FURTHER MOVE that pursuant to Ordinance No. 150,567 relating to temporary street closures, the following streets be closed on September 4, 2005, as listed below, subject to the supervision of the Director of the Bureau of Street Services: September 4, 2005, from 6:00A.M. to 6:00P.M. Los Angeles between Arcadia and Alameda Street September 4, 2005, from 6:00A.M. to 11:00 A.M. One westbound lane on the northern side of Alhambra A venue at the Los Angeles City Line, between Westmont Drive and Valley Boulevard; street closures on the northside of Alhambra Avenue at Concord Avenue, Stockbridge Avenue, Dorchester Avenue, Covina Street, Warwick Avenue, Bullard Avenue, lthica Avenue, Haven, Endicott Street, Lombardy Place, Belleglade A venue, and Gratiot Street. One westbound lane on the northern side of Valley Boulevard between Alhambra A venue and Mission Road; street closures on the northside of Valley Boulevard at Druid Street, Brawley Street, Eastern A venue, Cyril A venue, Del Paso A venue, Ronda Drive, Boca Avenue, North Rowan, Vinebum Avenue, Soto Street, Pablo Street and Eastlake Avenue. • One westbound lane on the northern side of Mission Road between Valley Boulevard and Cesar Chavez Avenue; street closures on the northside of Mission Road at Eastlake A venue, Griffin A venue/Zonal A venue, Sichel Street, Narva Street, Daly Street/Marengo Street, Richmond, and Gallardo Street. • One westbound lane on the southern side of Cesar Chavez Avenue between Mission and Alameda Street, street closures on the southside of Cesar Chave Avenue at Lyon Street, r and North Vignes. One southbound lane on the western side of Alameda Street between Cesar Chavez and Los Angeles Street. I FURTHER MOVE that the Bureau of Street Services be directed to deliver and pick up the necessary traffic control devices, at the times and locations indicated in this Motion. I FURTHER MOVE that the Bureau of Sanitation be directed to sweep the streets along the event's route, prior to the start of the event. I FURTHER MOVE that the Department of Transportation be directed to provide personnel, as required, for this event, including the Parade route, by 6:00A.M. on Sunday, September 4, 2005. I FURTHER MOVE that the Fire Department be directed to maintain a 20-foot fire lane in the traveled roadway on Los Angeles Street during this activity, and the event sponsor be directed to adhere to this directive of the Motion. I FURTHER MOVE that the event sponsor be directed to take the appropriate steps to seek approval from CALTRANS for the closure of an on-ramp(s) that may be needed for use during this event. I FURTHER MOVE that the Department of General Services be directed to provide staff for the operation of the public address system, and the Controller be instructed to transfer funds, as follows, to reimburse General Services for this activity: FROM: Fund 737- Account 9119 (El Pueblo Historic Monument Fund- Historic and Cultural Events) $330 TO: Fund 100, Department 32- Account 1090 (General Fund- Overtime) ITA $330 I FURTHER MOVE that the Department of Transportation be directed to post "Temporary No Stopping" signs and provide traffic control personnel, if necessary. I FURTHER MOVE that should unforeseen circumstances change the actual date of the Special Event, the aforementioned departmental instructions shall continue to apply. Page 1 of2 .
