Treasury Department FOREIGN FUNDS CONTROL • Amended June 30, 1944 GENERAL LICENSE NO. 32, AS AMENDED, UNDER EXECUTIVE ORDER NO. 8389, AS AMENDED, EXECUTIVE ORDER NO. 9193, SECTION 5(b) OF THE TRADING WITH THE ENEMY ACT, AS AMENDED BY THE FIRST WAR POWERS ACT, 1941, RELATING TO FOREIGN FUNDS CONTROL.* (1) A general license is hereby granted authorizing remittances by any individual through any domestic bank to any individual who is a national of a blocked country and who is within any foreign coun- try, and any domestic bank is authorized to effect such remittances, provided the following terms and conditions are complied with: "(a) Such remittances are made only for the necessary liv- ing expenses of the payee and his household and do not exceed $500 in any one calendar month to any one household; provided, however. that if the payee is within Portugal, Spain, Sweden or Switzerland and such payee is a national of any blocked country other than Portugal, Spain, Sweden or Switzerland, the total of New material all remittances effected in any calendar month under this general February 9, 1943 license may not "exceed $100 to such payee and his household, ex- Deletion June 30, 1944 cept that additional sums not exceeding $25 in any one calendar month may be remitted for each member of such payee's household in addition to the payee, provided that in no case shall a sum in excess of $200 per calendar month be remitted to any such payee and his household; " (b) Such remittances are not made from a blocked account other than from an account in a banking institution within the United States in the name of, or in which the beneficial interest is held by, the payee or members of his household; (c) If the payee is within any blocked country, the remit- tance may be effected only: (i) By the payment of the dollar amount of the remit- tance to a domestic bank for credit to a blocked account in the name of a banking institution within such country; or • Ffcrt i3i; - Sec. (d) If the payee is within any foreign country other than a blocked country the remittance may be effected in the same manner that such remittance would be effected if the payee were not a national of a blocked country. (2) All individuals making such remittances and all domestic banks effecting such remittances shall satisfy themselves that the foregoing terms and conditions are complied with. (3) Domestic banks through which any such remittances originate shall execute promptly Section A of Form TFR-132 in triplicate with respect to each such remittance. When so executed, such copies of Form TFR-132 shall be forwarded promptly to the domestic bank ulti- mately transmitting abroad (by cable or otherwise) the payment in- structions for such remittance and the latter bank shall, upon the receipt thereof, execute Section B of such copies of Form TFR-132 and promptly file such executed report in triplicate with the appropriate Federal Reserve Bank. If the domestic bank through which any such remittance originates is also the bank ultimately transmitting abroad the payment initructions for such remittance, then such bank shall execute both Sections A and B of such report. No report on Form TFR- 132 shall be deemed to have been filed in compliance with this general license unless both Sections A and B thereof have been duly executed as herein prescribed. (4) As used in this general license the term "household" shall mean: (a) those individuals sharing a common dwelling as a fami- ly; or (b) any individual not sharing a common dwelling with others as a family. R. 3555), Cumulative Supple- ment 4 containing certain additions to, amendments to, and deletions from The Proclaimed List of Certain Blocked Nationals, Revision VII of March 23, 1944 (9 F. (2) Revision VII of the Proclaimed List, of which this is a supplement, super- sedes all previous lists published prior to March 23, 1944. The present series of supplements is cumulative, and each succeeding supplement supersedes all previous supplements to the List. Accordingly, the current Cumulative Supplement and Revision VII together constitute the effective List. (3) In part I titles are listed in their letter-address form, word for word as written in that form, with the following exceptions: If the title includes a full personal name, that is, a given name or initial and surname, the title is listed under the surname. The listing is made under the next word of the title when the initial word or phrase, or abbreviation thereof, is one of the following Spanish forms or similar equivalent forms in any other language: Companfa; Cfa.; Comp. Companfa An6nima; C.A.; Comp. An6n. Sociedad; Soc. Sociedad An6nima; S.A.; Soc. An6n. (4) Personal-name prefixes such as de, la, von, etc., are considered as part of the surname and are the basis for listing. (5) Spanish personal names containing a compound surname are listed, with rare exceptions, under the first part of the surname. For exam- ple, the name Jos6 Fulano Sutano or Jos6 Fulano y Sutano would be listed: Fulano Sutano, Jos6 or Fulano y Sutano, Jos6 Users of the list should, as a precaution, check all surnames that are part of a particular name. (6) Addresses appearing after names on the List are not intended to exclude other addresses of the same firms or individuals. A listed name refers to all branches of the business in the country. (7) For the convenience of users, symbols are placed after each name on the List to indicate, by reference to the table below, the dates of the supplements or revisions in which the name first appeared, or was amended or deleted. It has not been found practicable, however, to indicate here the dates of listings made between July 17, 1941, the date of the original list, and Revision I, dated February 7, 1942. Accordingly, names appearing prior to Revision I and retained in that revision are followed only by the symbol "I". For example, a name followed by the symbols II—1, III, VII-1 signifies that the listing first appeared in Revision II, Supplement 1; was amended in Revision III; and was amended or deleted in Revision VII, Supplement 1. Since in the Cumulative Supplements deletions as well as amendments are carried in each succeeding supplement, the last of two or more symbols may reflect either an amendment or a deletion, depending on the action heading under which the listing currently appears.
