Spatial Erasure: Reconstruction Projects in Beirut Abstract Often associated with processes of healing, postwar re-construction projects may be less related to the pre- destruction phase than to the actual act of destruction. This, at least, is what the Lebanese case suggests. In this essay, we argue that the spatial erasure initiated by war destruction is consolidated during postwar reconstruction. We developed this argument by analyzing two of the main postwar reconstruction projects that have marked Beirut’s urbanization since the end of its civil war in 1990. The first project, the reconstruction of Beirut’s downtown, was undertaken starting 1994 by a private real-estate company, Solidere [1], extends over an area of 191 hectares that mainly includes Beirut’s historical core. -

The New Lebanese Government Assessment Report by the Lebanese Information Center July 2011 www.licus.org cleared for public release /D1 Nearly five months after his appointment as Prime Minister, Najib Mikati finally formed the Lebanese Cabinet on June 13, 2011. The 30-member cabinet, in which Hezbollah and its allies hold a majority, was formed following arduous negotiations between the new majority, constituted of the March 8 parties, and their allies. The March 14 alliance had announced that it will not take part in the Mikati cabinet following the forced collapse of Hariri’s unity government. Furthermore, appointed Druze Minister of State, Talal Arslan, announced his immediate resignation from the government to protest not being given a portfolio. An interim report JUNE 2019 AMBASSADOR MICHEL DUCLOS Russia and Iran are allies in Syria not out of mutual sympathy, but for pragmatic reasons. According to many reports, Iranian leaders—nota- bly including Qasem Soleimani, the head of the Al-Quds force of the Islamic Revolution Guard Corps (IRGC)—were instrumental in convinc- ing Vladimir Putin to send his air force to Syria and save Bashar al-As- sad’s skin in September 2015.1 However, various episodes highlight the limits of what looks like a circumstantial alliance. On February 26, 2019, Assad was received in Tehran by Ali Khamenei, the supreme leader of the Islamic Revolution, in a setting evidently designed to showcase the Syrian dictator’s per- sonal allegiance to the supreme leader and his debt of gratitude to the IRGC.2 On the very same day, Israeli Prime Minister Benjamin Netanyahu was once again in Moscow, where he met with President Putin.3 The asymmetric priorities in Tehran and Moscow could not seem clearer. Lebanon: Background and U.S. Policy name redacted Specialist in Middle Eastern Affairs April 4, 2014 Congressional Research Service 7-.... www.crs.gov R42816 Lebanon: Background and U.S. Policy Summary Lebanon’s small geographic size and population belie the important role it has long played in the security, stability, and economy of the Levant and the broader Middle East. Congress and the executive branch have recognized Lebanon’s status as a venue for regional strategic competition and have engaged diplomatically, financially, and at times, militarily to influence events there. For most of its independent existence, Lebanon has been torn by periodic civil conflict and political battles between rival religious sects and ideological groups. External military intervention, occupation, and interference have exacerbated Lebanon’s political struggles in recent decades. Lebanon is an important factor in U.S. calculations regarding regional security, particularly regarding Israel and Iran. Congressional concerns have focused on the prominent role that Hezbollah, an Iran-backed Shia Muslim militia, political party, and U.S.-designated terrorist organization, continues to play in Lebanon and beyond, including its recent armed intervention in Syria. Congress has appropriated more than $1 billion since the end of the brief Israel-Hezbollah war of 2006 to support U.S. policies designed to extend Lebanese security forces’ control over the country and promote economic growth. The civil war in neighboring Syria is progressively destabilizing Lebanon. According to the United Nations High Commissioner for Refugees, more than 1 million predominantly Sunni Syrian refugees have fled to Lebanon, equivalent to close to one-quarter of Lebanon’s population. -

Brief Analysis ith the ongoing clashes between Israel and Hizballah raging without respite and Lebanon sustaining W significant human and material losses, the sociopolitical scene in Beirut is bursting with both centrifugal and centripetal forces. While these forces threaten the country with implosion, they are sparking a national debate on Lebanese national identity that may prevent Lebanon from disintegrating as a sovereign state. While many Western observers see the civilian deaths in Qana as galvanizing Lebanese support for Hizballah, national solidarity against Israeli attacks should not be mistaken for a widespread embrace of Hizballah. Crisis Deepens Lebanese Divisions From the moment Hizballah sparked hostilities with Israel on July 12 with a crossborder raid, Lebanon’s multicommunal society has been torn by divergent views on Hizballah. The conflict has deepened the divides between Lebanon’s political factions and communities. Central to this has been the question of how a nonstate entity, Hizballah, could monopolize the decision of war and peace for the whole country. Significantly, the majority of the March 14 coalition, which sparked the Cedar Revolution, has regretted its inability to implement UN Security Council Resolution 1559, which calls for Hizballah’s disarmament. Many Lebanese believe that their country has become an arena for settling regional scores between Israel and the United States on one side and Iran on the other, with Hizballah fighting Iran’s war. -

Lina Haddad Kreidie, PhD University of Ca, Irvine faculty, is currently teaching at the American University of Beirut classes on Psychology of International conflict, Islamic political thought, and Iranian politics. Extensive work on identity politics and has presented at many academic conferences such International Society of Political Psychology, WAPSA, among others on “ fighting Identities: Sectarian Narrative in the Construction of Collective Identity in a Religiously Diverse Countries.” Some of her publications include a chapter on “Deciphering the Construals of Islamic Fundamentalists” in The Future of Identity, Edited by Ken Hoover; and on “The psychological dimensions of Ethnic conflict in the International Journal of Politics, Culture and Society. Abstract Since the 1979 Islamic revolution, Iran is actively engaged in challenging the existing establishments to include the United States, Israel, and pro-American Sunni powers. The Iranian political maneuvering produced a ripple of waves over the years, specifically as Iraq became the first Arab-Shiite dominated state, the alliance and support of Hezbollah in its 2006 war with Israel, and its cunning management of its nuclear energy program. Amidst the current Middle East geopolitical restructuring; Iran continues to pose as a major regional player. This paper argues that Iran’s strategies has been based on three main identity narratives: (1) the global fight of the Oppressed against the Oppressor; (2) the regional discourse of Islamism; and (3) the particularistic dialogue that empowers the Shiites of the region following Khomeini’s contemporary Velayat-e faqih concept. -
