SHRI KIRTI AZAD: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether there are reports of more incidents of naxal violence in the State of Bihar in comparison to other Left Wing Extremism affected States; (b) if so, the details of such cases reported along with the number of security personnel and civilians injured/killed during each of the last three years and the current year, State/UT-wise; (c) the amount of financial assistance released and utilised under Security Related Expenditure, Special Infrastructure Scheme and Integrated Action Plan during the said period; and (d) the measures taken by the Government in co-ordination with the State Governments to deal with naxalism? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI KIREN RIJIJU) (a) & (b): In terms of levels of LWE violence in the current year, Bihar is the third worst LWE affected State after Chhattisgarh and Jharkhand. The State-wise details of incidents of LWE violence, civilians killed and security forces killed during last three year and in the current year (up to 11th July, 2014) are given at Annex 1. The details of civilians injured and SFs injured is not maintained. (c): The state-wise details of funds released and utilized under the Special Infrastructure Scheme and Integrated Action Plan during last three years and in the current year are given at Annex 2. -

SHRI ARVIND SAWANT: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether the Government has granted permission for Foreign Direct Investment in private security industry and if so, the specific reasons therefor; (b) whether the process for private security companies for procurement of arms and ammunition will be changed; (c) whether the Government has considered the impact of the permission for Foreign Direct Investment in private security industry; (d) if so, the details thereof; (e) the security measures taken by the Government to ensure that the fire arms procured by such companies are not sold illegally to common people; and (f) whether the Government proposes to maintain the Central database with regard to complete details of registered and non-registered private security agencies and the people employed by these agencies? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI HANSRAJ GANGARAM AHIR) (a): Yes Madam, the extant policy of the Government allows Foreign Direct Investment in the private security industry upto 49% with Government approval, subject to applicable laws/regulations, security and other conditionalities. …2/ -2- L.S.US.Q.NO.658 FOR 19.12.2017 (b): There is no change in the process for procurement of arms and ammunition by a private security company as per Arms Act, 1959 and Arms Rules 2016. (c) & (d): As there is no fresh proposal under consideration at present to amend the Private Security Agencies (Regulation) Act, 2005 [PSAR Act, 2005], to modify FDI limit in the private security agencies, the question does not arise. -
