SHRI KIRTI AZAD: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether there are reports of more incidents of naxal violence in the State of Bihar in comparison to other Left Wing Extremism affected States; (b) if so, the details of such cases reported along with the number of security personnel and civilians injured/killed during each of the last three years and the current year, State/UT-wise; (c) the amount of financial assistance released and utilised under Security Related Expenditure, Special Infrastructure Scheme and Integrated Action Plan during the said period; and (d) the measures taken by the Government in co-ordination with the State Governments to deal with naxalism? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI KIREN RIJIJU) (a) & (b): In terms of levels of LWE violence in the current year, Bihar is the third worst LWE affected State after Chhattisgarh and Jharkhand. The State-wise details of incidents of LWE violence, civilians killed and security forces killed during last three year and in the current year (up to 11th July, 2014) are given at Annex 1. The details of civilians injured and SFs injured is not maintained. (c): The state-wise details of funds released and utilized under the Special Infrastructure Scheme and Integrated Action Plan during last three years and in the current year are given at Annex 2. The Security Related Expenditure (SRE) Scheme, being reimbursable in nature, the expenditure is first incurred by the State Governments, which is reimbursed by the Central Government. Cont…2/- -2- L.U.S.Q.NO. 1817 FOR 22.07.2014 (d): The Central Government has a four pronged strategy to tackle LWE insurgency - Security Related Measures; Development Related Measures; Ensuring Rights & Entitlements of Local Communities and Public Perception Management, wherein it supplements the efforts of the State Governments over a wide range of schemes and measures. In security related interventions, apart from directly deploying Central Armed Police Forces (CAPFs), the Government of India provides assistance for capacity building of the states through schemes like the Security Related Expenditure (SRE) Scheme, the Special Infrastructure Scheme(SIS), the Construction/ Strengthening of Fortified Police Stations Scheme etc. In addition, other security related interventions include providing helicopters to States, setting up of Counter Insurgency and Anti Terrorism (CIAT) schools, assistance to raise India Reserve Battalions (IRB), modernization and upgradation of the State Police and their Intelligence apparatus under the Scheme for Modernization of State Police Forces (MPF scheme) etc. On the development front, the Central Government is implementing special schemes for LWE affected areas like the Additional Central Assistance (ACA) Scheme (in place of old Integrated Action Plan), the Road Requirement Plan-I (RRP-I) etc. To ensure Rights & Entitlements of local communities, the Central Government has enacted the Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 to recognise and vest the forest rights and occupation in forest land in forest dwelling scheduled tribes and other traditional forest dwellers, who have been residing in such forests for generations, but whose rights could not be recorded. The Rules were notified on 01.01.2008 have been further amended on 06.09.2012 to ensure better implementation. The Ministry of Tribal Affairs have also issued comprehensive guidelines on 12.07.2012 on issues relating to implementation of the Act. Under Public Perception Management, the Central Government is implementing the Media Plan to convey the Government’s view to the people of LWE affected areas through the Media. It is the belief of the Government of India that a combination of calibrated police action, focused development efforts and improvement in governance are the effective instrumentalities to combat LWE insurgency in the long-term. ***** L.S. SHRI RAHUL SHEWALE: Will the Minister of CORPORATE AFFAIRS be pleased to state: (a) whether the cases of irregularities in the functioning of Delhi District Cricket Association (DDCA) have come to the notice of the Government since 2008 and if so, the details thereof; (b) whether the Government has conducted/proposes to conduct any enquiry in this regard, if so, the details and the outcome thereof; (c) the number of complaints received by the Government in this regard along with the action taken by the Government on such complaints, so far; and (d) the other steps taken by the Government in this regard? ANSWER THE MINISTER OF STATE FOR LAW AND JUSTICE (SHRI P. P. CHAUDHARY) AND CORPORATE AFFAIRS (a) to (d): The Government has received a number of complaints alleging various irregularities in the functioning of Delhi and District Cricket Association (DDCA) from Shri Kirti Azad, the Hon’ble Member of Parliament and Shri N. C. Bakshi and Shri Dinesh Saini and considering the same Government ordered inspection on 28.09.2012 under section 209A of the Companies Act, 1956 of books of account and other papers of DDCA and subsequently further inspection on 27.03.2015 under section 206(5) of the Companies Act, 2013. The inspection report indicated violations of section 36, 150, 166/210, 209(1), 209(3)(b), 211 read with Schedule VI, 217(3), 285, 299, 303, 309, 314 and 211(3A)/(3C) of the Companies Act, 1956 read with Accounting Standards- 5, 15, 18, 19, 22 and 29.

SHRI KIRTI AZAD: SHRI YOGI ADITYA NATH: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether the Government has taken cognizance of the incidents of infiltration by the anti-social elements in the country including bordering districts of Bihar namely Darbhanga and Madhubani etc. along Indo-Nepal border; (b) if so, the details thereof and the steps taken by the Government to check such infiltration; (c) whether incidents of training camps being run by the anti-social elements for carrying out terrorist activities in districts adjacent to Nepal have been noticed; and (d) if so, the details thereof and the reaction of the Government thereto? ANSWER Minister of State in the Ministry of Home Affairs (SHRI KIREN RIJIJU) (a) & (b): There are no documented evidences of infiltration by the anti- social elements from Nepal to India. However, Sashastra Seema Bal (SSB) has arrested 12 third country nationals on Indo-Nepal border in the state of Bihar during the last three years and current year, for want of valid documents. The Indo-Nepal border is open and porous and there exists a visa free regime to move freely across the border on a reciprocal basis. To check infiltration across the Indo-Nepal border SSB has been deployed at the border as a Border Guarding Force. SSB has established 471 Border Out Posts (BOPs) on Indo-Nepal border, which regularly carry out various operational activities like patrolling and naka-bandi along the border.

    A HISTORY OF CLUB CRICKET IN COUNTY DURHAM Chapter One..........The eighteenth century In the beginning The first recorded cricket match in Durham was at Raby Castle in 1751. It was five years after the Duke of Cumberland and bayoneted Redcoats slogged through the county’s mud on their way to the Battle of Culloden. Defoe’s account of his travels through Great Britain had not long been published. Defoe found nothing remarkable in Darlington or Chester-le-Street except “dirt” but was impressed by Lumley Castle and acknowledged Lumley coal the best in the country. He thought Durham a “compact neatly contriv’d city” where clergy lived “in all the splendour and magnificence imaginable”. Durham cathedral and Saint Cuthbert’s remains were a shrine for pilgrims but the city was a vulnerable haven riding on a cut-throat sea. The poor lived in slums; the populace was prey to vagabonds, footpads and highwaymen. The Bishop of Durham bewailed “the scorn of religion”. His flock scratched a living on the land or burrowed beneath it for lead and coal; their leisure centred upon drinking and blood sports like cock-fighting. In 1742 John Wesley came across a village “inhabited by colliers only, and as such had been always in the first rank for savage ignorance, and wickedness of every kind. Their grand assembly used to be on the Lord’s Day on which men, women and children met together to dance, fight, curse, and swear, and play chuck-ball, span farthing, or whatever came to hand.” Somehow, sometime the game of cricket took root in these parts.
