Barry R. Schneider Jerrold M. Post v CHAPTER 1 Deterring International Rivals From War and Escalation Barry R. Schneider Why do we seek to understand our enemies? If we are already at war with them the answer is we want to anticipate their actions so we are prepared to counter them effectively and minimize our losses. Forewarned is forearmed. The better we understand them, the more likely we are to win against them, the less likely we are to be surprised and defeated by them. The ancient Chinese military strategist, Sun Tzu, put it this way: “One who knows the enemy and knows himself will not be endangered in a hundred engagements. One who does not know the enemy but knows himself, will sometimes be victorious. One who knows neither the enemy, nor himself, will invariably be defeated in every engagement.”1 When engaging a modern day adversary armed with nuclear, biological, or chemical weapons capable of inflicting mass casualties, one should understand the enemy’s red lines or likely trigger points when he would be most likely to escalate to the use of both conventional force and weapons of mass destruction (WMD). To understand this, one ought to know things like the following: • past cases when the adversary leader and his regime have used military force; • past cases when the adversary has used weapons of mass destruction; 1 Deterring International Rivals From War and Escalation • propensity of the leaders(s) to escalate crises or conflicts when blocked or stressed; • the likely doctrine of the regime in question; • the reliability of the command and control of the rival’s military forces; • things the rival leadership values most and what kinds of retaliatory threats they most fear and believe likely; • personal, bureaucratic, political or cultural factors that might influence a rival to escalate or de-escalate a crisis; • information possessed by a rival and their perception of U.S. retaliatory capability, and willingness to escalate a conflict if provoked. Classic Deterrence Theory Classic “Cold War” theory states that for deterrence to be successful, four elements need to be present. First, the United States must possess the capability to inflict a level of damage on the adversary that they consider to be unacceptable. In other words, the enemy would know the United States forces could mete out so extensive an amount of destructiveness that the adversary leadership would find the price too high to pay were they to attack. Second, the rival leader(s) must believe that the U.S. president is willing to pull the trigger on that devastating response. The enemy must respect the U.S. Commander-in-Chief enough to be afraid of what he might order. In the year prior to the 1962 Cuban Missile Crisis, it appears that Soviet General Secretary Nikita Khrushchev had underestimated the fortitude of President John F. Kennedy, leading him to place Soviet missiles in Cuba as a means of closing the missile gap then facing the USSR. Once Kennedy showed his willingness to go to war and escalate to nuclear use, Khrushchev backed down. The Soviet leader knew all along the U.S. had superior force at its command. What he did not know until October 1962 was that JFK also had the will to pull the trigger if necessary. This combination of capability and will is termed credibility and this is the coin of real deterrence. 2 Schneider Third, it helps deter the rival if you possess such overwhelming retaliatory capability even if he were to attack first. A robust deterrent cannot be disarmed by a surprise attack. Rather, in the parlance of Cold War nuclear strategy, the United States ensures crisis stability and escalation dominance by possessing a “second strike” force where the retaliation is both devastating and inevitable. Knowing this, an adversary should draw back from war and escalation of war. Fourth, none of this works unless the adversary is both rational and well enough informed to understand the outcome of starting a war or escalating one to high levels with an aroused United States. It helps to spell out the threat precisely to dictators like Iraq’s President Saddam Hussein who are both impetuous by nature and are surrounded by sycophants because of Saddam’s propensity “to shoot the messenger” for delivering bad news or contrary advice. This is why, on January 12, 1991, four days before the coalition air attack began, President George Bush wrote the Iraqi dictator a warning letter spelling out the consequences of escalating the war. His letter emphasized this point: Let me state, too, that the United States will not tolerate the use of chemical or biological weapons . The American people would demand the strongest possible response. You and your country

Pakistan has backed Islamist insurgents in Indian-controlled Kashmir in an effort to force India’s hand. India and Pakistan both have nuclear weapons, which make war and peace between them a global concern. In Afghanistan, U.S. backed Mujahideen fought the Soviet forces in Afghanistan during the 1980s, fell into civil war once the Soviets left and were replaced by the Taliban, who claimed they were uniting the country under the banner of Islam’s prophet. The Taliban were ousted from power through U.S. military force after 9/11 and the U.S. is playing a critical role with the intention of rebuilding Afghanistan.

    Pakistan’s ‘Mainstreaming’ Jihadis Vinay Kaura, Aparna Pande The emergence of the religious right-wing as a formidable political force in Pakistan seems to be an outcome of direct and indirect patron- age of the dominant military over the years. Ever since the creation of the Islamic Republic of Pakistan in 1947, the military establishment has formed a quasi alliance with the conservative religious elements who define a strongly Islamic identity for the country. The alliance has provided Islamism with regional perspectives and encouraged it to exploit the concept of jihad. This trend found its most obvious man- ifestation through the Afghan War. Due to the centrality of Islam in Pakistan’s national identity, secular leaders and groups find it extreme- ly difficult to create a national consensus against groups that describe themselves as soldiers of Islam. Using two case studies, the article ar- gues that political survival of both the military and the radical Islamist parties is based on their tacit understanding. It contends that without de-radicalisation of jihadis, the efforts to ‘mainstream’ them through the electoral process have huge implications for Pakistan’s political sys- tem as well as for prospects of regional peace.     Classical Persian Literature Bahman Solati (Ph.D), 2015 University of California, Berkeley [email protected] Introduction Studying the roots of a particular literary history enables us to better understand the allusions the literature transmits and why we appreciate them. It also allows us to foresee how the literature may progress.1 I will try to keep this attitude in the reader’s mind in offering this brief summary of medieval Persian literature, a formidable task considering the variety and wealth of the texts and documentation on the subject.2 In this study we will pay special attention to the development of the Persian literature over the last millennia, focusing in particular on the initial development and background of various literary genres in Persian. Although the concept of literary genres is rather subjective and unstable,3 reviewing them is nonetheless a useful approach for a synopsis, facilitating greater understanding, deeper argumentation, and further speculation than would a simple listing of dates, titles, and basic biographical facts of the giants of Persian literature. Also key to literary examination is diachronicity, or the outlining of literary development through successive generations and periods. Thriving Persian literature, undoubtedly shaped by historic events, lends itself to this approach: one can observe vast differences between the Persian literature of the tenth century and that of the eleventh or the twelfth, and so on.4 The fourteenth century stands as a bridge between the previous and the later periods, the Mongol and Timurid, followed by the Ṣafavids in Persia and the Mughals in India. Given the importance of local courts and their support of poets and writers, it is quite understandable that literature would be significantly influenced by schools of thought in different provinces of the Persian world.5 In this essay, I use the word literature to refer to the written word adeptly and artistically created.

OPPOSITION ALLIANCES IN EGYPT AND PAKISTAN Neha Sahgal, Doctor of Philosophy, 2008 Directed By: Dr. Mark Lichbach, Professor and Chair, Department of Government and Politics Why are opposition groups able to form alliances in their activism against the regime in some cases but not in others? Specifically, why did opposition groups in Pakistan engage in high levels of alliance building, regardless of ideological and other divides, while similar alliance patterns did not emerge in Egypt? I explain alliances among various opposition groups in Egypt and Pakistan as a result of two factors – the nature of group constituencies and the nature of the alliance. I argue that constituencies can be characterized as two kinds: Divided and Fluid . Under divided constituencies, different opposition groups receive consistent support from specific sections of the population. Under fluid constituencies, opposition groups have no consistent basis for support. Alliances can be of two kinds, Mobilization or Elite . Mobilization alliances are formed among two or more groups to bring constituents together to engage in collective action, for example, protest, sit-in or civil disobedience. Elite alliances are formed among group leaders to express grievances and/ or find solutions to issues without engaging their constituents in street politics. Groups may work together on an issue-based or value-based concern. Issue- based concerns focus on a specific aspect of the grievance being raised. For example, a law that imposes censorship on the press. Value-based concerns have a broader focus, for example media freedom. Mobilization alliances emerge among political groups that have divided constituencies and are unlikely among political groups that have fluid constituencies.

Kent Brown, who has been a major help to me at pivotal points in my career. I first went to the Middle East in a Jerusalem semester abroad group that he led during the first half of 1978. And then, when I returned to Egypt in the autumn of 1978 with my new bride, it was Kent Brown who met us at the Cairo airport and allowed us to stay with his family until we found housing of our own. He was also instrumental in setting the stage for my receiving a job offer at Brigham Young University and has remained a valued colleague, a friend, and a model of Christian liv- ing ever since. These notes were first compiled in a 1981 graduate seminar at the American University in Cairo for Professor George Scanlan. Despite my intention of getting back to the subject, however, I had not. So, when I was invited to contribute to this volume in honor of a friend whom my wife and I will always associate with our time in Egypt, it seemed a good opportunity to resurrect something that I commenced there. My hope is either to pursue this topic further myself or, at least, to encourage some other researcher to look at it. Beyond minor mechanical changes (the paper was written on a 288 Ƶ Daniel C. Peterson typewriter), I have also made explicit some of the similarities that I perceive between the movements described here and the Gadian- ton robbers of the Book of Mormon—similarities that, for obvious reasons, I left unnoted in that first draft in Egypt.

L’ourdou, langue nationale du Pakistan et symbole identitaire des Indiens musulmans est associée à l’islam en Asie du sud. Cette association a été forgée pendant la période coloniale britannique. Les Britanniques ont remplacé le persan - langue du pouvoir moghol - par l’our- dou (aux échelons inférieurs) et l’anglais (aux échelons supérieurs) dans plusieurs régions du nord de l’Inde et de l’actuel Pakistan. L’ourdou s’est diffusé par le biais des réseaux scolaires et de communication dans l’Inde coloniale. Il devint le principal médium d’instruction dans les séminaires musulmans (madrasa-s) et la principale langue des écrits religieux. L’ourdou est également devenu un symbole important de l’identité musulmane et a contribué, juste après l’islam, à mobiliser la communauté musulmane pour demander la création du Pakistan en 1947. Au Pakistan, l’ourdou et l’islam sont des composantes symboliques importantes de l’identité nationale et s’opposent à l’expression des langues autochtones. Cette identité est principalement défendue par les partis politiques de droite et se positionne comme opposée non seulement aux identifications ethniques mais également à une identité occidentale plus globalisée et libérale qui serait symbolisée par l’anglais. En Inde cependant, l’ourdou soutient la minorité musulmane contre la domination hindoue nationaliste. The reasons for this action have been attributed to religious grievances. However, little attention has been given to the role played by Pakistan’s Inter Services Intelligence in supporting the bombings. Taking into account what has emerged in the public domain over the last 28 years regarding ISI links with D-Company and with international jihadist groups more generally, a re-assessment of the 1993 bombings is required. Hitherto regarded as an example of ‘crime-terror convergence’, it appears that D-Company might be more aptly considered an instrument of covert action. Thesis Adviser: Felicitas Opwis, Ph.D. ABSTRACT A Thousand and One Wives: Investigating the Intellectual History of the Exegesis of Verse 4:24 traces the intellectual legacy of the exegesis of Qur’an 4:24, which is used as the proof text for the permissibility of mut’a (temporary marriage). I ask if the use of verse 4.24 for the permissibility of mut’a marriage is justified within the rules and regulations of Qur’anic hermeneutics. I examine twenty Qur’an commentaries, the chronological span of which extends from the first extant commentary to the present day in three major Islamicate languages. I conclude that doctrinal self-identity, rather than strictly philological analyses, shaped the interpretation of this verse. As Western academia’s first comprehensive work concerning the intellectual history of mut’a marriage and sexual ethics, my work illustrates the power of sectarian influences in how scholars have interpreted verse 4:24. My dissertation is the only work in English that includes a plurality of voices from minor schools (Ibadi, Ashari, Zaidi, and Ismaili) largely neglected by Western scholars, alongside major schools, and draws from all available sub-genres of exegesis.
