    Introduction Brij V. Lal Soldiers rioting on the steps of parliament house in Papua New Guinea; tumultuous politics besetting the presidency in Vanuatu; political assassi­ nations in New Caledonia; confrontation between soldiers and civilians on the troubled island of Bougainville. In other, calmer times, such inci­ dents of terror and violence would have stunned observers of Pacific Island affairs. But in the aftermath of the dramatic events in Fiji, news of upheaval in the islands is increasingly being greeted with a weary sense of deja vu. Such has been their impact that the Fiji coups and the forces they have unleashed are already being seen as marking, for better or worse, a turning point not only in the history ofthat troubled island nation but also in the contemporary politics ofthe Pacific Islands region. The issues and emotions that the Fiji coups have engendered touch on some of the most fundamental issues of our time: the tension between the rights ofindigenous peoples ofthe Pacific Islands and the rights ofthose of more recent immigrant or mixed origins; the role and place of traditional customs and institutions in the fiercely competitive modern political arena; the structure and function of Western-style democratic political processes in ethnically divided or nonegalitarian societies; the use of mili­ tary force to overthrow ideologically unacceptable but constitutionally elected governments. These and similar issues, rekindled by the events in Fiji, will be with us for a long time to come.     Ecotourism Outlook 2019 Prepared for the 2019 Outlook Marketing Forum Prepared by: Qwynne Lackey, Leah Joyner & Dr. Kelly Bricker, Professor University of Utah Ecotourism and Green Economy What is Ecotourism? Ecotourism is a subsector of the sustainable tourism industry that emphasizes social, environmental, and economic sustainability. When implemented properly, ecotourism exemplifies the benefits of responsible tourism development and management. TIES announced that it had updated its definition of ecotourism in 2015. This revised definition is more inclusive, highlights interpretation as a pillar of ecotourism, and is less ambiguous than the version adopted 25 years prior. In 2018, no new alterations were made to this highly cited definition which describes ecotourism as: “Responsible travel to natural areas that conserves the environment, sustains the well-being of the local people and involves interpretation and education.”1 This definition clearly outlines the key components of ecotourism: conservation, communities, and sustainable travel. Ecotourism represents a set of principles that have been successfully implemented in various communities and supported by extensive industry practice and academic research. Twenty-eight years since TIES was started, it is important to re-visit three principles found in TIES literature – that ecotourism: • is NON-CONSUMPTIVE / NON-EXTRACTIVE • creates an ecological CONSCIENCE • holds ECO-CENTRIC values and ethics in relation to nature TIES considers non-consumptive and non-extractive use of resources for and by tourists and minimized impacts to the environment and people as major characteristics of authentic ecotourism. What are the Principles of Ecotourism? Since 1990, when TIES framework for ecotourism principles was established, we have learned more about the tourism industry through scientific and design-related research and are also better informed about environmental degradation and impacts on local cultures and non-human species.

    The Fiji Museum’s efforts towards the Preservation of Underwater Cultural Heritage Sites in Fiji Elia Nakoro History Archaeology Department, The Fiji Museum, Thurston Gardens, Suva Fiji Email: [email protected] Abstract Fiji’s 300 isles are enclosed within a total sea area of about 1,260,000km2 of its Exclusive Economic Zone and to date very little work has been carried out on underwater and maritime archaeology. Resource materials documented by the Archaeology Department of the Fiji Museum have identified more than 500 shipwrecks, a great number of which were wrecked less than 50 years ago. The establishment of an Underwater Unit at the Fiji Museum is needed to safeguard the nation’s underwater historic sites and raise awareness towards understanding the untold sunken mysteries that connect Fiji to the world; however there are several issues that need to be addressed in order for this Unit to be established and run effectively. This paper discusses the need for further capacity building and training in Underwater Cultural Heritage (UCH) studies to successfully document, survey and protect Fiji’s underwater cultural sites. Furthermore, the area of developing policy papers, funding proposals and the documentation of findings will also require special attention to sustain UCH projects. Alike the other developing countries, the paper highlights the daunting challenges that face the Fiji Museum including the lack of human resources, equipment and above all insufficient funding to carry out this much needed work.     NIUE TREATY ON COOPERATION IN FISHERIES SURVEILLANCE AND LAW ENFORCEMENT IN THE SOUTH PACIFIC REGION THE PARTIES TO THIS TREATY: GIVEN that in accordance with international law as expressed in the United Nations Convention on the Law of the Sea, coastal States have sovereign rights for the purposes of exploring and exploiting, conserving and managing the fisheries resources of their exclusive economic zones and fisheries zones; TAKING INTO ACCOUNT Article 73 of the United Nations Convention on the Law of the Sea; NOTING that the Parties to the South Pacific Forum Fisheries Agency Convention, 1979 have agreed under Article 5 of that Convention that the Forum Fisheries Committee shall promote intra- regional coordination and cooperation in fisheries surveillance and law enforcement; CONSIDERING the vast areas of ocean covered by the exclusive economic zones and fisheries zones of coastal States in the South Pacific region and the vital economic significance of such zones to the economic development of South Pacific coastal States; WISHING THEREFORE to enhance their ability to enforce effectively their fisheries laws, and deter breaches of such laws; HAVE AGREED AS FOLLOWS: ARTICLE I - DEFINITIONS In this Treaty: (a) 'fishing' means: (i) searching for, catching, taking or harvesting fish; (ii) attempting to search for, catch, take or harvest fish; (iii) engaging in any other activity which can reasonably be expected to result in the locating, catching, taking or harvesting of fish; (iv) placing, searching for or recovering fish aggregating devices or associated electronic equipment such as radio beacons; (v) any operations at sea directly in support of, or in preparation for any activity described in this paragraph; (vi) use of any craft, air or sea borne, for any activity described in this paragraph except for emergencies involving the health and safety of the crew or the safety of a vessel; (vii) the processing, carrying or transhipping of fish that have been taken.
