Watts (MA philosophy, University of Pittsburgh; BA mathematics, US Air Force Academy) has been teaching and writing about military theory since he joined the Air Force Academy faculty in 1974 . During the Vietnam War he saw combat with the 8th Tactical Fighter Wing at Ubon, Thailand, completing 100 missions over North Vietnam in June 1968. Subsequently, Lieutenant Colonel Watts flew F-4s from Yokota AB, Japan, and Kadena AB, Okinawa. Military applications emerged fairly early in the infancy of aviation, in the form of first trials to establish the superiority of the third dimension over the battlefield. Well- known examples include the balloon reconnaissance efforts made in France even before the birth of the aircraft, and it was not long before the first generation of flimsy, underpowered aircraft were being tested in a military environment. The Italians used aircraft for reconnaissance missions at Tripoli in 1910-1912, and the Americans made their first attempts at taking air power to sea as early as 1910-1911. -

Vivek Kapur is Research Fellow at the Institute for Defence Studies & Analyses (IDSA), New Delhi May 08, 2012 Summary Precision weapon delivery has come into the general public's mind space especially in the past two decades. While technology did not permit the achievement of great precision in earlier years, today technology has delivered the ability to place weapons at desired locations with great accuracy, currently measured in a few metres. Precision in aerial warfare, which initially lay in the individual skills of combatants, has shifted to machines through the incorporation of advanced technology. Today precision is more widespread on the battlefield that at any time in history. Indications are that in the coming years, the development of Directed Energy Weapons (DEW) will give greater magnitudes of precision than are available today. Precision Weapons in Aerial Warfare 2 Precision in warfare has been a much sought after capability that was realised when modern technology matured adequately. Precision has changed the very nature of aerial warfare in particular. Today modern air forces have the ability to put a bomb through a chosen window with confidence. However, trends indicate that in future precision weaponry could migrate towards directed energy weapons that have the potential to deliver a degree ofe precision that lies in the realm of science fiction today. -

DoD is concerned about improving safety because aviation accidents erode DoD’s war fighting capabilities in many tangible and intangible ways. DoD aviation accidents are classified by the severity of injury or property damage. Class A accidents are the most severe events and the rate at which these accidents occur is the most frequently used yardstick for measuring aviation safety. The Office of the Secretary of Defense, and the military Services (including the Coast Guard) have different roles and responsibilities in military aviation safety promotion and mishap investigations. Generally speaking, the Services have the most active and involved role in promoting aviation safety. The Services conduct two types of mishap investigations, generally referred to as safety investigations and legal investigations. In the commercial and civil sector, the National Transportation Safety Board (NTSB) conducts a single investigation. The status of military aviation safety depends heavily on one’s viewpoint. There is no consensus on how well the Services are doing in promoting and improving aviation safety. Some believe that the current mishap rate is acceptable. Others believe that it is unacceptable and can be improved. Others believe that DoD should strive for, and achieve, a “zero mishap rate.” Over the past 50 years, data show that the total annual number of accidents and the rate at which they occur have significantly decreased. -

Despite difficulties acquiring 5th-generation stealth technology, the VKS has replaced aging Soviet jets with 4++-generation fighters and fighter-bombers such as the Su-34 and Su-35 that will continue to provide it a powerful edge over its immediate neighbours while it develops its space policy and completes the moderni- zation of its other services. America’s Military Reserve in the All-Volunteer Era: From Strategic to Operational Adapted from remarks by Maj. Gen. Jeffrey E. Phillips, U.S. Army (Ret.), at the March 28 All- Volunteer Force Forum Conference 2019, Angelo State University, San Angelo, Texas Good afternoon and thank you for the invitation to once again be in my adopted Lone Star State, whose beloved name, as all who have lived here know, is spelled without an “A” – Tex-Iss. My friend Maj. Gen. Denny Laich [who had spoken earlier in the conference] has occupied a leading role in the All-Volunteer Force reality show; his work on the topic defines the argument that the AVF is inadequate for the nation’s future – and that now is the time to seriously explore what we should do about the situation. We owe him our thanks for his dedication to the continued security of our nation and the well- being of those who serve in our military. The Pentagon, in its November 2018 end-of-year report on recruiting and retention, disclosed some deficiencies that reinforce any perception that the all-volunteer force is in trouble. The U.S. Army’s accessions were nearly 7,000 under its already reduced annual goal. Neither the Army National Guard nor the Army Reserve made their recruiting goal – the Army Reserve missing by nearly 30 percent. None of the three made their number. The Air National Guard and the Navy Reserve also failed to make their recruiting goals. DoD officials on a budget conference call earlier this month explained that increased enlistment bonuses, more and better advertising, better coordination of marketing, and more and better recruiting would make the difference. -
