POST-GRADUATE (MEDICAL) SELECTION, ODISHA GUIDELINES FOR ADMISSION OF CANDIDATES FOR POST-GRADUATE (MEDICAL) COURSES IN THREE GOVT. MEDICAL COLLEGES OF THE STATE & HI-TECH MEDICAL COLLEGE, BHUBANESWAR APPROVED BY THE GOVERNMENT OF ODISHA DEPARTMENT OF HEALTH & FAMILY WELFARE Approved vide Govt. letter No 23601/H&F.W. Dt. 15.10.2020 1 GUIDELINES FOR COUNSELLING AND ADMISSION OF CANDIDATES FOR POST-GRADUATE (MEDICAL) COURSES IN THE MEDICAL COLLEGES OF ODISHA The terms and conditions of this guidelines will remain valid until further orders subject to condition that Govt. reserves the right to change any of the clause/s as per need as & when required. The DMET (O) is authorized to change the constitution of committee, schedule dates or any other changes as per requirement with intimation to Govt. The following guidelines are framed for counselling and admission of candidates against 50% state quota seats in different Govt Medical Colleges of the state& HITECH Medical College, Bhubaneswar. The seats will be filled up by way of online counselling. A. Counselling & Admission Committee & its function :- The Committee is constituted consisting of; 1) Dean & Principal, VIMSAR, Burla -Chairman 2) Dean & Principal, S.C.B. Medical College, Cuttack - Member 3) Dean Principal, MKCG MC Brahmapur - Member 4) Dean & Principal, Hi-Tech Medical College - Member 5) Prof. D M Satapathy, HoD SPM, MKCG Medical College, Berhampur,Ex Convener - Member 6) Prof. P. Ch. Panda, HoD Paediatrics, VIMSAR Burla - Convener 7) Addl. DMET, Odisha, Bhubaneswar - Coordinator (The constitution of the above committee shall be changed every year by the DMET, Odisha under intimation to Govt. The Convener shall be on rotation basis from Govt. Medical Colleges of state having PG course. The selection process shall be centrally regulated by Education Cell under DMET Odisha) Functions When required the representatives of the Dean & Principals can attend the meeting duly authorised by them. All the meetings shall be done in online virtual mode, in electronic media like zoom, google meet etc. as per convenience. 1. The Chairman will be the controlling & supervising authority and must see that the counselling and admission are done in strict conformity with the rules laid down and notify the tentative dates. a. He will ensure expendituresas per Govt approved rates for the purposeand will release funds in time for smooth counselling and admission. b. A dedicated Cell with provision of logistics like computer, printers, scanners, internet, mobile with sim, stationeries shall be ensured for smooth work. c. A separate Bank account in State Bank of India shall be opened with link to SBI Collect. It is to be operated jointly by Chairman and Convener. All the sale proceeds (application / counselling fees collected from candidates) for the selection process shall be deposited in the same account.All the expenditures shall be met from the sale proceeds. In no case the expenditures shall exceed the total amount collected by such sale proceeds.The balance amount of sale 2 proceeds shall be returned to DMET, Odisha, for deposit in “Entrance Examination Fee” account. 2. The Convenor on behalf of the Committee will carry out the following works& take the approval of the Committee from time to time. a. Collect the detail State Quota seats for the current academic year from the Dean &Principals of three Govt. Medical Colleges and Hi- Tech Medical College, Bhubaneswar and prepare the seat matrix for counselling. b. Collect the list of NEET PG qualified candidates of Odisha along with their marks secured from the Ministry of Health & FW, Nirman Bhawan, New Delhi. c. Prepare the inter-se merit list of candidatesby awardingadditional weightage of marks to the in-service candidates, as per the provisions contained in Clause-H. d. The Convener is authorized to file affidavits in legal matters on behalf of the Chairman, Counselling Committee, and Govt.,float advertisements, convene meetings, and conduct counselling/allotment/admission strictly as per the guidelines. She/ He is the custodian of all documents including vouchers of expenditure of counselling process and will produce as and when required with in the weeding out period. e. The Convenor shall select the agency for online counselling. f. For smooth management a PG Selection subcommittee shall be formed taking the faculties. Where required one Group C employee, one DEO and one Group D employee can be engaged on daily wage basis for day to day management of the selection work. Such wages shall be met from the sale proceeds. B. COMMENCEMENT OF SESSION: Theadmissionwillbemadeonceayear.Theacademicsessioncommences from 1stMayof each year, unless otherwise notified. C. DURATION OF THE COURSE: 1) ThePost Graduate(Medical)coursesusuallyareof3yearsdurationfromthe date of commencement of the course subject to joining of the candidateinthecourse. In case of any shortfall of three years of tenure, the candidate has to repeat the course for the shortfall period. 2) CandidateshavingrecognizedP.G.Diplomashallbeexemptedoneyearfrom the total duration of P.G. (Medical) Course providedtheyundergoP.G. (Medical)Course in the same subject. 3) Thecoursesof studyandthe registration of candidates for post- graduatestudyatthe respective colleges in the subjects concerned will be regulated by theUniversity to which the MedicalCollege is affiliated. D. DISTRIBUTION OF SEATS: 3 The seats will be distributed between In-service and Direct candidates of state on 50:50 basis. (As per the direction of Hon’ble Apex Court passed in WP(C) No. 196 of 2018 Dt. 31.08.2020. The unfilled All India Seats after surrender to the State will be available for counselling and the reservation percentage will be maintained as per the Clause E. E. RESERVATYION OF SEATS: The reservation percentage for both Direct and In-service category will be 67% for UR category, 12% for ST category, 8% for SC category, 5% for PH and 5 % for Green Card (GC) category and 3% for Ex-Servicemen (Ex-S) category. The subjects in which seats are increased under EWS quota shall be available to EWS candidates only. Such EWS seats if remain unfilled shall be filled by General category students. Percentage of reservation will be maintained as far as practicable taking the total seats, college wise seats, subject wise seatsi.e. pre-clinical, para-clinical and clinical seats in to consideration subject to condition that,any discrepancy due to odd number will be made good in subsequent years on rotation basis. Note1: Scheduled Caste/Scheduled Tribe persons who have migrated from their State ofOrigin tosomeotherStateforthepurposeofseekingeducation,employmentetc.Willbedeemedtobe scheduledCaste/TribeoftheStateoftheirOriginandwillgetprivilegefromtheStateoforigin and not from the State to which they have migrated. (Vide Govt. of IndiaLetter No.BC/16014/1/82-SC& BCD/Dated:22nd February 1985). Note2:SeatsreservedforS.T.andS.C.candidatesaretobefilledupbytheapplicants belonging to the respective community as per the Odisha Caste Certificate (for S.C. and S.T.)Rules–1980andasamendedfromtimetotimebyGovernmentofOdisha and are not interchangeable. Note 3: The seats reserved for P.H Category will be filled-up by the persons with bench mark disabilities in accordance with the provisions of the Rights of persons with Disabilities Act, 2016, based on the merit list of National Eligibility-cum-Entrance Test for admission to P.G Medical courses. Note 4: Candidates claiming under Green Card category must produce the Green Card inoriginal of their parents, and must not have taken the privilege of reservation using the same card before. The facts & figures mentioned in the Green Card must tally with other relevant certificates submitted. In case of any discrepancy the claim under Green card reservation will not be considered. However he/she will be treated under unreserved category. Note 5: To be eligible for reservation under Ex-servicemen category, the candidate must be: (a) A Permanent Resident of Odisha (b) Son/daughter/spouse of a person who was in defence service OR the candidate himself/herself has served in defence service. (c) (Ex-servicemen mean persons who worked in Army / Navy / Air Force and who come under the definition of Ex-servicemen in vogue at the time of their discharge / retirement). (d) Such candidates must produce certificate from Rajya Sainik Board, Bhubaneswar, Odisha, regarding their eligibility under Ex-servicemen category. Candidates who themselves or their parents are continuing in defence service at the time of application are not eligible for reservation under this category. 4 Note 6: To be eligible for reservation under EWS category, the candidate must full fil: (a) Candidate's annual family income must be less than Rs. 8 lakhs per annum. (b) His family must not own more than 5 acres of agricultural land. (c) The residential flat area should be below 1000 sq ft. (d) The residential plot's area should be below 100 square yards if in a notified municipality sector. (e) The residential plot's area should be below 200 square yards if in a non-notified municipality sector. F.ELIGIBILITY To be eligible a candidate must have passed MBBS from any MCI/NMC recognised institution / equivalent and must have the following criteria: 1. A candidate must be a permanent resident of Odisha. OR A candidate of outside state but passed MBBS from any Govt Medical College of Odisha, who was admitted under 15 % All India Quota seats. 2. Must have qualified in NEET PG of current year, securing the qualifying marks as prescribed
