    Appendix A - Responsibilities for Flood Risk Management The Department for the Environment, Food and Rural Affairs (Defra) has overall responsibility for flood risk management in England. Their aim is to reduce flood risk by: • discouraging inappropriate development in areas at risk of flooding. • encouraging adequate and cost effective flood warning systems. • encouraging adequate technically, environmentally and economically sound and sustainable flood defence measures. The Government’s Foresight Programme has recently produced a report called Future Flooding, which warns that the risk of flooding will increase between 2 and 20 times over the next 75 years. The report produced by the Office of Science and Technology has a long-term vision for the future (2030 – 2100), helping to make sure that effective strategies are developed now. Sir David King, the Chief Scientific Advisor to the Government concluded: “continuing with existing policies is not an option – in virtually every scenario considered (for climate change), the risks grow to unacceptable levels. Secondly, the risk needs to be tackled across a broad front. However, this is unlikely to be sufficient in itself. Hard choices need to be taken – we must either invest in more sustainable approaches to flood and coastal management or learn to live with increasing flooding”. In response to this, Defra is leading the development of a new strategy for flood and coastal erosion for the next 20 years. This programme, called “Making Space for Water” will help define and set the agenda for the Government’s future strategic approach to flood risk. Within this strategy there will be an overall approach to the assessing options through a strong and continuing commitment to CFMPs and SMPs within a broader planning framework which will include River Basin Management Plans prepared under the Water Framework Directive and Integrated Coastal Zone Management.

Mr Tom Porter, Verto Homes, spoke regarding a planning application for land North of Rock Road, Rock (rear of Deer Park). He was asked about the access to the site and said that it was just possible for two vehicles to pass, but he wouldn’t encourage this. The plan is to create a priority waiting space at the top of the lane. Cllr. Mould pointed out that Members had been aware of this ‘solution’ previously but still felt the access was poor and if the owner of the neighbouring property were to rebuild his hedge it would be impossible to see the length of the lane. Cllrs. Davis and Morgan said it was misleading to cite the previous use of the land as a boatyard. The site was rarely used and vehicular movements were minimal. Mr Porter said the plan was for eight units. He estimated 30 vehicular move- ments a day, plus service lorries. Cllr. Mould showed Mr Porter the problem with holiday traffic and the impact it has on the access lane. A planning application will be submitted before Christmas. Mrs Rescorla was present in support of her application (Minute 162j/2017).

Miss Williams Mrs Thompson (Clerk) Minute AGENDA ITEMS Action Chairman’s Welcome and Public Forum – Cllr. Gilbert took the Chair and welcomed those present. Members met with Mr Joe Tamblyn regarding cars parked at the junction of Pityme Farm Road and Rock Road (see Minute 105b[iii]/2020 below). He had provided photographs as examples of parked vehicles that are creating problems; together with a plan which illustrated where he thought yellow lines would improve the situation. County Cllr. Mould said she will speak to the Cllr. Mould Parking Enforcement Officer and request that penalty tickets are issued to drivers parked inappropriately. Mr Ian Day addressed Members regarding Minutes 102[c]/2020, 102[g]/2020 and 105[a]/2020. With regards to the latter item, Mr Day explained that all the debris from cutting the footpath on both sides of the stream had ended up on or near his property. Speaking about the Trefresa Farm planning applications, he had concerns that if planning permission was granted for “lodges” this would “open up a real can of worms” and create opportunities for further development. Mr Day believed the proposals contravened a number of provisions in the St Minver Neighbourhood Plan. Mr Jeremy Varcoe also spoke regarding Minutes 102[c]/2020, 102[g]/2020 commented.

Full Council Meeting – 3rd December 2012, AGREED as a true record. b. Planning Meeting – no meeting was held in December 2012. 04/2013 Outside Bodies/Reports – a. Police – PC Taylor sent his apologies and reported that crime figures for December 2012 were good with just one recorded for the month, a burglary in Rock to an occupied holiday home. This is the same as December 2011 when we also had just one crime, which was also a burglary. b. County Council – Cllr. Gisbourne advised that Mr Kevin Lavery, CC’s Chief Executive is moving to a new job in New Zealand. He said the problem with some telephone lines in the parish, should be dealt with shortly. He stated the problem rests solely with British Telecom. It was noted that some residents had been without a telephone since before Christmas.
