Applications may be inspected free of charge at the Office of the Traffic Commissioner in Leeds by any person who carries written authorisation to act in that capacity. Objections against published applications may be made in writing by a Chief Officer of Police, a local authority, a planning authority or a prescribed trade union or association within 21 days of the date on which notice of an application is published in Applications and Decisions. Objections must be made either on the grounds that any of the requirements listed in Section 13 of the Goods Vehicles (Licensing of Operators) Act 1995 are not met and/or that a nominated operating centre will be unsuitable for use as such. A copy of the objection must be sent by the objector to the applicant at the same time that it is sent to the Traffic Commissioner. The onus of proof in terms of the grounds on which an objection is lodged lies with the objector. You may fax a copy of your objection to 0113 2488521 but please note that you must send the original signed document through the post. Classification of Operator Licences – There are three classes of licence: A Restricted (R) licence authorises the use of a goods vehicle on public roads in Great Britain for the carriage of the licence holder’s own goods in the course of his trade or business. The licence holder cannot carry goods for other people for hire or reward; A Standard National (SN) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward, on public roads in Great Britain. He can also carry his own goods on journeys abroad; A Standard International (SI) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward. These activities can be undertaken both in Great Britain and on international journeys. The review and assessment of air quality takes the form of an Updating and Screening Assessment (USA) every three years, which is intended to identify significant changes that may have occurred since the previous rounds of Review and Assessment. This includes new monitoring data; new or changed emission sources and any local changes that may affect air quality. Progress Reports are produced in the interim years between USAs to keep stakeholders informed of changes and allow the local authority to take early steps to protect air quality if there are doubts about achieving any objective. If either the USA or Progress Report raises doubts as to whether an air quality objective will be achieved, then a Detailed Assessment is conducted to evaluate the risk that the objective will not be achieved. If the Detailed Assessment concludes that a risk exists, then consideration must be given to declaring an Air Quality Management Area and an Air Quality Action Plan should be introduced. The Air Quality Action Plan will include appropriate measures required to meet the objective.

    Aerohub Business Park Newquay Cornwall Airport 10 NOISE & VIBRATION 10.1 Introduction 10.1.1 This Chapter explains the noise and vibration impacts associated with the construction and operation of the proposed Aerohub Business Park, adjacent to the operational NQY. 10.1.2 The existing noise environment and predicted levels for the proposed operation of the development will be considered to assess the likely impact upon sensitive receptors, and the suitability of the proposed site for use as business units. 10.1.3 A noise assessment report, detailing the methodology, monitoring conducted, assessment of data and the relevant results and calibration records is within Appendix 10.1. This chapter reviews the data to assess the impacts where deemed significant and possible remediation measures where appropriate, in conjunction with noise modelling for the proposed development. 10.2 Methodology 10.2.1 The assessment will be undertaken through a combination of desktop studies, a field assessment of the existing ambient noise climate and a prediction of the likely noise from construction and operation of the proposed Business Park. This will include: A desk study will identify likely sources of existing noise in the environment. A field assessment will quantify the existing acoustic environment on and around the proposed development site through a combination of short term sampling and 24-hour continuous measurements. This will take into account likely sources identified from the desk study. Predictions of the change in noise across the site will be made using the traffic flows for the opening year and a future year from the data in the Transport Assessment.
