Proceedings of 218th Meeting of ERC-NCTE held on 11th -12th July, 2016 PROCEEDINGS OF 218th MEETING OF THE ERC-NCTE th th HELD ON 11 – 12 July, 2016 The 218th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 11th-12th July, 2016 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 218th ERC Meeting. Prof. Brajanath Kundu - Chairperson Dr. S. Gyaneswar Singh - State Representative of Manipur Dr. Deva Kumar Dutta - State Representative of Assam Dr. Tilottama Senapati - State Representative of Odisha Dr. Rokhuno Iralu - State Representative of Nagaland Dr. Vanlalhruaii - State Representative of Mizoram Shri Mukesh Kumar - Regional Director (I/C), ERC & Convener At the outset, the Regional Director welcomed all the members of Committee and apprised them about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the permission of Chairperson, Shri Mukesh Kumar (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision. The committee unanimously decided that the institution may reply in response to the decision of the committee uploaded on the ERC website without waiting formal letters from the office of ERC. The replies so received will also be considered by the committee. 2. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs per programme. (See ERC website: www.ercncte.org for detail). 3. The institution need to submit list of 10 schools for internship and school based activities duly approved by District Education Officer. 4. Institutions must give the affidavit for consent / willingness for number of units either one or two if it was not submitted earlier. 5. The institution shall comply with the additional facilities required (additional built-up area, additional staff, additional funds etc) for the SECOND UNIT as prescribed in NCTE (Recognition Norms and Procedure) Regulations 2014 before 31.10.2015. 6. As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any course or training in Teacher Education without obtaining recognition or permission under this Act, the qualification in teacher education obtained pursuant to such course or training or after undertaking a course or training in such institution, shall not be treated as a valid qualification for purposes of employment under the Central Government, any State Government or University, or in any school, college or other educational body aided by the Central Government or any State Government. 7. The Committee suggested to prepare Data Bank for the teachers. 8. The institution needs to install Fire Safety equipment and submit the Fire Safety Certificate if not submitted earlier. (B.Ed.-Additional Couse) (Private) (Vidyasagar University) (ERCAPP3785) After considering and examining the application along with the documents submitted by the institution, the agenda note, the NCTE Act., the NCTE Regulations 2014 including Norms and Standards, guidelines received from the NCTE Hqrs. from time to time, VTR and reply to LOI, the Committee discussed the matter in detail and observed as under: (i) The appointed principal Dr. S. K. Mohammad Ali has submitted the provisional certificate of Ph.D. which is not acceptable. In view the above, the committee decided as under: Show Cause Notice be issued to the institution as to why the recognition to the institution be not refused on the above points. The Committee therefore, provides last opportunity under section 15(3)(b) of the NCTE Act 1993 to the institution to submit its reply within 21 days from the issue of this letter before the Committee takes final decision. The institution submitted online application for B.Ed programmme whereas in response to LOI faculty list submitted for D.El.Ed programme which is approved by the Registrar of University of Burdwan. However, it is not clear that the faculty list is for B.Ed proposed Additional course or D.El.Ed existing programme. ii. Principal/HOD not appointed. iii. Science lecturer not appointed. In view the above, the committee decided as under: Show Cause Notice be issued to the institution as to why the recognition to the institution be not refused on the above points. The Committee therefore, provides last opportunity under section 15(3)(b) of the NCTE Act 1993 to the institution to submit its reply within 21 days from the issue of this letter before the Committee takes final decision. M.A (Economics) and M.Ed. mark-sheet of Mr. Kanathan Srivastava Rao, Principal not accepted as it is signed by “For Controller of Exam” and the said marksheet is incomplete (No indication of division/total marks/percentage is mentioned). M.Ed. mark-sheet is also invisible. No certificate of M.Ed.
