PROJECT DESCRIPTION

This is the preliminarylfinal review of a request to repurpose the State Park's existing park office and visitor center to serve entirely as a park visitor center and then adjacent to the repurposed visitor center, construct a new building to support operational staff needs and provide additional educational space (Operations/Education building- OPED). The changes to the park visitor center/operations building(s) arc part of a larger series of public access and educational improvements proposed throughout Carpinteria State Beach funded by a Nature Education Facilities (NEF) grant and the Department of Parks and Recreation's (DRP) Interpretation Enhancement Program (IEP). In the area of the visitor center, the improvements would be competed to expand park services and visitor education, provide visual enhancement and increase accessibility for visitors.

Improvements to the existing park office/visitor center are proposed as follows: The existing building would be repurposed to serve exclusively as the park's visitor center. An interior remodel would be completed to accommodate new exhibits and a living tide pool display. Exterior improvements include reconstructing the building's entry to better integrate architecturally with the existing building and to tie into the new, adjacent OPED building. A new 115 square foot equipment room would be added to the southeast corner of the building to house equipment related to the new tide pool display. A new concrete walkway, stairs and site walls would be constructed to provide access to the building's HVAC system and tide pool equipment. The resulting total square footage of the visitor center building would increase from 1,190 square feet to 1,305 square feet.

The new OPED building is proposed to be sited immediately northwest of the existing visitor center building. The new modular building would measure approximately 60 feet long by 24 feet wide for a total square footage of I,440 square feet. The new building would measure 15 feet high. office/workstation areas, restrooms, a public reception area arrd support spaces. The proposed exterior treatment is meant to be complementary to the existing visitor center building and the surrounding park context. New walkways/ramps would provide access to the building's entrance(s).

A new 1,400 square foot outdoor learning area would be constructed immediately north of the visitor center building. The outdoor learning area would serve as a space for the Park's Junior Ranger Program and other interactive learning programs at the visitor center. The area would be finished in concrete or decomposed granite and may consist of amenities such as fixed tables, benches, and built-in storage cabinets and sink.

Two additional parking spaces would be provided in the existing parking lot just northeast of the existing visitor center building. New accessible walkways would be constructed from the parking area to both buildings and the outdoor learning area.

Landscaping around the project area would also be updated. Approximately nine existing non- native trees (comprised of a mix of pine, myoporum, olive and eucalyptus) would be removed to provide space for the new OPED building. Approximately 100 yards of frll would be placed along the existing slope west of the parking area to raise the finished grade to meet the finished floor elevation of the new building. Following construction, open areas would be hydroseeded with a native plant seed mix and a selection of native trees would be planted throughout the project area.

Plans and a more detailed project description from the applicant are attached as Exhibit A.

PROJECT SETTING

The project site is located within Carpinteria State Beach, northwest of the main park entrance from Palm Avenue and adjacent to the eastern terminus of the Palm to Linden Trail. The existing 1,190 square foot building serves as both the park visitor center and operations building. It is set amidst a number of mature trees (pines). Immediately north of the existing building is an outdoor gathering area enclosed by a post and rail fence. The area for the proposed OPED building is presently landscaped with mature trees (pine, myoporum, olive and eucalyptus) and assorted groundcovers.

The project area is bordered to the north by an existing service road, the Palm to Linden Trail and the UPRR railroad tracks. To the east is a landscape area and the main park entrance road from Palm Avenue. To the south and west, the project area is bordered by existing campground loops. An existing building housing a sanitary lift station is also located just to the northwest of the proposed OPED building site.

The visitor center remodel and new OPED building are part of larger project meant to improve accessibility throughout the park and provide additional interpretive opportunities. Some of these additional improvements include a dune restoration project, building new boardwalks through the beach dunes to provide formalized beach access points as well as a lateral trail Carpinteria State Beach NEF Preliminary/Final ARB Review, September 12, 2013 Page 3

through the state park to Linden Avenue, expanding upon the native plant restoration project around the mouth of Carpinteria Creek, formalizing a trail from the parking area to Tarpits Beach, creating a scale display model of a Chumash tomol near the visitor center, and creating new gathering areas for interpretive presentations and/or viewing of the ocean. DPR previously undertook and completed a remodel of the park's day use area which included replacing the bathroom buildings and shade structures with updated versions to meet current accessibility requirements. State Parks also completed a reconfiguration of their main entry to the park including new signage and landscaping.

The site is zoned Recreation (REC) and has an Open Space/Recreation (OSR) land use designation. The project site is subject to the City's Coastal Appeals (CA) and Flood Hazard, (FH) overlays.

PROJECT ANALYSß

The proposed visitor center remodel and new OPED building are partof a larger series of improvements proposed for Carpinteria State Beach. The Coastal Commission has retained permit jurisdiction over the entire project; thus the project is not subject to the City's zoningregulations or planning review process. Pursuant to an agreement between DPR staff, Coastal Commission staff and the City's Community Development Department however, the City is being given the opportunity to review the proposed improvements to the Visitor Center/Operations complex through the City's Architectural Review process.

Desisn Review

As described previously, the existing visitor center/park office would be repurposed to exclusively serve as the park's visitor center. Exterior changes to the existing building are limited to replacing the existing main entry with a new entry to better match the architecture of the existing building and that of the proposed OPED building, replacing existing windows/doors and constructing the new equipment room/equipment enclosure for the tide pool exhibit equipment and HVAC equipment. The exterior treatmentlarchitecture for the new equipment room would be complimentary to the (existing) visitor center building and the new OPED building.

The new OPED building would be of modular construction and be set in place onsite. The building would feature a shed roof that is set askew. The high point of the building would be located at the southeastern corner of the building and the roof would slope downward toward the northwest corner of the building. Building plate heights would range from 13 feet at the highest point to nine feet three inches at the lowest corner. A decorative trellis is proposed for the Óppl building's main entry facing the parking area and railroad tracks. High windows and transom windows are proposed along most building elevations to take advantage of the tall building plates and natural light. A color/material board and legend is attached to this staff report and will also be made available atthe hearing for the Board's review. The locations of proposed exterior light fixtures are shown on the respective building floor plans and elevation drawings. A cut sheet for the proposed fixtures is included with this report for the Board's review.

Proposed landscape materials in the project area include native trees (western sycamore and holly leaf cherry), native shrubs/groundcover (purple sage, deer grass, lemonade berry) and a native plant hydroseed mix. New walkways would be finished in natural concrete or colored concrete (in front of the new OPED building). The new outdoor learning area would be finished in concrete or decomposed granite.

The Board's comments on the proposed architectural style and detailing of the remodeled visitor center and new OPED building would be appreciated.

General Plan/Coastal Plan Neiehborhood Policies

The project site has a General PlarVlocal Coastal Plan designation of Open Space/Recreation (OSR), and is zoned Recreation (REC). The City's Community Design Element of the General Plan contains both general over-arching policies and specific sub-area policies. The project site is in Design Sub-area 1 (Downtown Beach Neighborhood).

CITY\ilIDE COMMUNITY DESIGN OBJECTIVES

Objective CD-l: The size, scale andþrm of buildings and their placement on a parcel should be compatible with adjacent and nearby properties, and with the dominant neighborhood or di s tr i ct dev el opment p att ern.

The proposed OPED building would be designed to be complementary to the existing (to be remodeled) visitor center building. The new building would be slightly larger and taller than the existing building but still generally compatible in terms of overall sizelscale. The new OPED building's setback from the service road/parking areaand setting amidst the landscaping appears to also be generally compatible with the existing building's setting.

Objective CD-3: The design of the community should be consistent with the desire to protect views of the mountains and the sea (Califurnia Coastal Act of 1976 530251).

The existing visitor center building and new OPED building are set amidst an existing landscape area on the south side of an existing service road. Mountain views are available from the entrance area of the visitor center and OPED buildings and would not be impacted by the proposed improvements. Ocean views are not generally available in this location due to heavy vegetation between the project area and beach. Therefore, it is not anticipated that the proposed remodel of the visitor center or the new OPED building would affect public mountain or ocean views. Objective CD-10: Areas with attractive frontage designs should be maintained. New development should be carefully planned with frontage areas, which maintain and enhance the qual ity of Carpinteria's str e et s c ape.

Policy CD-10c: Frontages with existing uses such as the parking, loading or storage ofvehicles should be screened with walls and plantings that are consistent with the neighborhood character. These elements should be Ìn scale with pedestrians.

As part of the remodel to the existing visitor center building, the entry facing the parking area would be updated and replaced with new "storefront windows and door." The new OPED building would feature a pair of glass French doors and one additional single door facing the parking arca. A decorative wood pergola would be built over the entry. A mix of building colors/materials are proposed for the exterior finish of the building, some of which would be picked up on the existing visitor center building remodel as well. New landscaping and walkways would be completed as part of the project as well, some of which would be located along or adjacent to the building frontage.

Objective CD-11: Existing public spaces should be maintained and new public spaces should be incorporated into neighborhoods and districts as an important aspect of their design.

Policy CD-llb: Public spaces should be located and designed to encourage their use during the day and in the evening. The time and type of use for each space should be planned to be compatible with adjacent land uses and with any existingflora andfauna that are to be preserved.

Policy cD-llc: All public spaces øndfacilities should reflect quality design.

The proposed project would expand the State Park's interpretive facilities and improve public access to said facilities. The project includes a comprehensive remodel of the existing visitor center building and the addition of a new OPED building. As part of the project, a new outdoor learning area would be constructed along with new site landscaping and walkways/parking amenities. The visitor center would be open during normal park business hours, the outdoor learning area would be available for educational programs lead by park staff during daylight hours and during the evening (at the park's discretion). Architectural plans for the buildings, along with a planting plan and a color/material board are attached to this report for the Board's review.

Objective CD-12: Development shouldfit quietly into the area's natural and introduced landscape, defercing to open spaces, existing natural features and native and sensitive habitats.

Policy CD'12a2 Landscape planning shall be respectful of the natural character of the City and enhance existing native plant communities and environmentally sensitive habitat areqs.

Approximately nine existing non-native trees would be removed from the project ffea to accommodate the new development. The entire project area would be re-landscaped with a native plant palette that includes specimen trees, shrubs and groundcover. While the project area is not located within a known ESHA area, there are sensitive habitats, such as Carpinteria Creek nearby. Additionally, using native plants in, and around, the project area is appropriate given the interpretive uses of the building(s).

Objective CD-13: Ensure that lighting of new development is sensitive to the character and natural resources of the City and minimizes photopollution to the maximum extentfeasible.

Policy CD-13a: Lightingþr development adjacent to an ESHA shall be designed to further minimize potential impacts to habitaL

Policy CD-13b: Lighting shqll be low intensity and located and designed so as to minimize direct view of the light sources and dffisers and to minimize halo and spillover effects.

Proposed locations for exterior lighting are shown on the respective floor plan and elevation drawings for the new visitor center and OPED buildings. A cut sheet for the proposed exterior building fixtures is attached to this report; it is the same fixture that was used on the new restroom buildings in the park's day use area. Nonetheless, the Board should review the proposed fixture for compliance with the City's lighting policies as well as architectural compatibility with the buildings.

Objective CD-14: Protect and preserve natural resources by reducing energ) consumption.

Implementation Policy 7: Building orientation shall be designed to maximize natural tighting and passive solar heating and cooling.

Implementation Policy 8: Landscaping shall be designed to maximize the use of native drought+olerqnt species and deciduous trees to shade buildings in summer and allow for passive solar heating in winter.

The existing visitor center building features transom windows along the east and west elevations as well as several larger, "stotefront" windows on all building elevations. There features allow for natural lighting to supplement interior lighting. Similarly, the proposed OPED building, which would be oriented on an east-west axis, features transom windows along the building's south elevation which would have regular solar exposure. New landscaping in the project area includes native trees, shrubs and groundcover. The larger/taller of the proposed native tree, western sycamore, is a deciduous tree that loses its leaves during the winter thus allowing for passive solar heating/exposure. SUB AREA 1 OBJECTIVES & POLICIES

Objective CDSl-l: Preserve and strengthen the visual and physical connections between the neighborhood, beach, the salt marsh, State Beach Park and the Downtown District.

The project area is located adjacent to the eastern terminus of the Palm to Linden trail. Existing walkways also lead from other parts of the State Park to the existing visitor centerþark offrce building. The proposed improvements include new walkways in around the remodeled/new buildings which would integrate with existing nearby walkways. Native landscaping in the project area would complement native plantings installed along the nearby Palm to Linden trail.

The proposed building improvements would also update the existing visitor center's exterior appearance and the new OPED building would be designed to be complimentary to it in terms of style/materials. The expanded visitor center would provide additional opportunities for park visitors to leam about the area's natural and cultural history.

The California Department of Parks and Recreation (CDPR) is proposing a series of upgrades at

Carpinteria State Beach (SB) to enhance visitor experience and increase public access. As part of the project, the existing Visitor Center would be remodeled and a new Operations/Education

(OPED) Support Facility, along with an Outdoor Learning Center, would be constructed. Other features, such as walkways and parking spaces would also be modified or constructed to allow for compliant access.

PRo¡¡cr Locano¡¡ ¡rr¡o G¡rurR¡l S¡rr¡¡¡e

Carpinteria SB is situated approximately 12 miles east (down coast) from the City of Santa

Barbara in Santa Barbara County, California (Carpinteria USGS 7.5-Minute Quadrangle) (Figure 1). Established in 1932, the park consists of a Day Use Area and four campgrounds (i.e.,

Anacapa, Santa Cruz, Santa Rosa, and San Miguel) that cover an estimated62 acres. The unit also includes approximately 4,000 feet of ocean frontage and one main drainage (i.e.,

Carplnteria Creek). Owing to the park's long history as a recreation area, the existing vegetation is primarily composed of introduced/exotic species that are well-established on the property.

PRo.¡ecr D¡scRrpr¡o¡¡

The California Department of Parks and Recreation (CDPR) has received funding from a Nature Education Facilities (NEF) grant to create interpretative exhibits and related support amenities at Carpinteria State Beach that would explore the area's natural resources and promote environmental stewardship. As proposed, work would involve the expansion of educational facilities and construction of interpretive exhibits for the newly remodeled Visitor Center; with funding coming from the CDPR's lnterpretation Enhancement Program (lEP). Along with the

NEF-sponsored projects, the CDPR would be implementing accessibility upgrades, in accordance with the Americans with Disabil¡ties Act (ADA) and CDPR Accessibility Consent Decree. The suite of activities that would be constructed during the project can be more completely described as:

Carpinteria Nature Education Facilities (NEF) Project Visitor Center ln the area of the Visitor Center, improvements would be conducted to expand park services and visitor education, provide visual enhancement, and increase accessibility as follows: o Existing Park Office/Visitor Center Remodel: The existing building would be adapted or repurposed to serve entirely as a Visitor Center. Remodeling would be primarily focused on the interior of the structure, with improvements to selected portions of the exterior envelope. As planned, interior walls would be modified, and plumbing,

mechanical, and electrical systems would be upgraded to accommodate new exhibits

and a living tide pool display. Alterations to the exterior envelope would involve reconstructing the entry way to blend with the existing building, and also complement proposed the OPED Support Facility. other features that would be incorporated on the outside of the Visitor Center include a new equipment room (southeast corner of the building) that would serve to support the tide pool, and a concrete walkway, stairs, and site walls to access the HVAC system and tide pool equipment. Upon completion, the

building footprint would increase by roughly 1L5 square feet to a total of approximately 1,305 square feet. o Proposed OPED Support Facility: As a means of maximizing the exhibit space in the existing Visitor Center, a new modular building, supporting visitor education and operational staff needs, would be sited immediately northwest of the current facility. The commercial modular building (approximately 60 feet long, 24 feetwide, and 15 feet high) would be manufactured using a sustainable construction delivery method, in which a majority of the structure would be completed off-site in a controlled environment, and then transported and assembled on park grounds. The building

interior would be configured to accommodate a classroom/meeting space, office/workstation areas, restroom(s), public reception area, and support spaces. The exterior treatment (including a wooden trellis) would be compatible with the park

context and also coordinate with the Visitor Center remodel. Access would be provided

through a combination of exterior walkways and/or ramps, and strategically located

3 planting areas that would be determined by final placement of the building entrances(s).

o Outdoor Learning Center: The Outdoor Learning Center would serve as a space for the

Junior Ranger Program and other interactive learning programs at the Visitor Center.

The area, approximately 1,400 square feet in size, would be constructed of decomposed

granite or concrete; with the finished surface at existing grade. Amenities may consist

of three to five fixed tables, built-in storage cabinets and a sink, and lighting for evening activities.

o Parking: The parking area, to the northwest of the Visitor Center, would be expanded

to include two new standard spaces. ln addition, new ADA-compliant pathways would

be constructed to connect the future OPED Support Facility with the existing Visitor Center.

o Landscaping and Site Work: A maximum of nine (9) nonnative trees would be removed

to accommodate the proposed OPED Support Facility. Species include one (L) pine

(approximately 36 feet tall), one (L) myoporum (approximately 15 feet tall), one (L) olive

(approximately 12 feet tall) and six (6) eucalyptus (four approximately 40 feet tall and

two approximately 15 feet tall). Roughly 100 cubic yards of fill would be placed along the existing slope, below the parking area, and extend to the modular building to bring the finish grade on the east end of the structure to the finish floor elevation (approximately 36 inches above existing grade). Following construction, the area of fill would be hydroseeded with a native plant mixture and native trees would be planted

around the OPED building and Visitor Center to both visually enhance the site and

provide shade.

Based on the project schedule, the proposed upgrades would begin in mid-January 2014 and conclude by early August 2OL4. Construction would be completed using equipment such as a small bulldozer, back-hoe, front-end loader, roller system, and fork-lift/crane for the work occurring at the Visitor Center (i.e., building remodel, OPED facility, Outdoor Learning Center, and associated landscaping). A bobcat, small scraper, dump truck, flat-bed truck, and roller would likely be employed to create the pathways, modify the parking areas, and deliver the

Carpinteria Nature Education Facilities (NEF) Project furnishings. overall, the removal of vegetation would be minimal in extent and impact, as the project site is largely developed. However, a few exotic trees/shrubs would need to be removed to accommodate the new OPED Support Facility.
