Payee Data Record (STD 204) December 2020 Page 1 of 15 State of California RFQ Bid No. C20E0025 Department of Parks and Recreation Environmental Specialist Professional Services Acquisition and Development Division for Projects within California State Parks SECTION 1 – GENERAL INFORMATION 1.1 INTRODUCTION 1.1.1 The State of California, Department of Parks and Recreation (DPR) is requesting Statements of Qualifications (SOQ) for Architectural and Engineering Services for projects located in California State Parks for the discipline of Environmental Specialist. Firms (Contractors) will be selected on the basis of written response to this Request for Qualifications (RFQs) and an interview. Contractors shall be designated to perform Professional Services for the Southern Service Center (SSC) located in San Diego for potential projects located within California State Parks for a term not to exceed Seven Hundred Thirty (730) calendar days unless a formal extension of the term of the Agreement is authorized by DPR and issued in the form of an Agreement Amendment. 1.1.2 Potential project phases for which services will be provided include, but are not limited to, some or all of the following: ♦ Study, ♦ Public meetings, ♦ Environmental compliance, ♦ Design team facilitation and management, ♦ Planning, ♦ Schematics, ♦ Preliminary design, ♦ Design development, ♦ Preparation of construction documents (plans and specifications), ♦ Estimating, ♦ Preparation of building analyses for existing historic and non-historic structures, ♦ Obtaining permits from state agencies (e.g. California Coastal Commission, State Fire Marshal, ADA Compliance Section of the Division of State Architect), ♦ Financial management and reporting associated with completion of public works projects. The responsibilities included in the Contractor’s Scope of Work are denoted in Section 2, specifically, Section 2.4.4. Potential projects will include, however not be limited to, resource remediation/mitigation and public assistance, building and systems renovation, rehabilitation of historic structures, new construction, and infrastructure projects. 1.2 TYPE OF PROFESSIONAL SERVICES 1.2.1 Contractors may submit qualifications for only the discipline(s) listed for the Southern Service Center. SOQs shall indicate the discipline type(s) and discuss for each type of professional services for which qualifications are being submitted, the firm’s ability to produce designs, complete construction documents, studies, December 2020 Page 2 of 15 State of California RFQ Bid No. C20E0025 Department of Parks and Recreation Environmental Specialist Professional Services Acquisition and Development Division for Projects within California State Parks reports or other required documents and products, including plans, specifications and cost estimates. (Refer to Section 3.1 Minimum Requirements). Selections will be made for the following professional services discipline: ENVIRONMENTAL SPECIALIST Environmental Specialist is responsible for the planning, coordination, analysis, documentation, compilation, circulation and completion of the appropriate environmental document necessary for Project compliance with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). Minimum Professional Qualifications: Bachelor of Arts or Bachelor of Science in any major, but preferably in Environmental or Urban Planning, Public Administration, Outdoor Recreation, Park Management, or a natural resource-related field, plus 1. At least three (3) years of full-time professional experience or equivalent specialized training in environmental compliance (CEQA/NEPA) administration or management; 2. Demonstrated ability to understand the objectives, guidelines, regulations, comprehensive policies, and requirements of both CEQA and NEPA; 3. Demonstrated ability to locate environmental information, to analyze potential project effects on the environment, and to write clear, concise summaries, reports, and environmental documents; 4. Demonstrated ability to complete at least two (2) complex environmental compliance documents; 5. Demonstrated ability to effectively work in a multi-disciplinary environment. Desirable Qualifications: Demonstrated ability to analyze complex environmental problems accurately and propose effective solutions; ability to present information clearly and effectively in a variety of written, visual, and presentation formats. 1.2.2 Because the scope and number of projects and tasks are unknown at the time of Agreement execution, under this RFQ the Agreement is known as a “Master Agreement”. Services will be contracted on a Work Order basis, as project(s) requirement(s) dictate. (See 2.5 Work Order Procedure). DPR and Contractor agree that no specific quantity of work is guaranteed to be provided to Contractor under the terms and conditions of this Agreement. DPR does not guarantee that Contractor will be assigned a project specific Work Order during the term of the Agreement. December 2020 Page 3 of 15 State of California RFQ Bid No. C20E0025 Department of Parks and Recreation Environmental Specialist Professional Services Acquisition and Development Division for Projects within California State Parks 1.2.3 Contractor shall provide all services required by, and in accordance with, each project specific Work Order and such other necessary and incidental services that are required to provide Environmental Specialist Professional Services for the projects. 1.2.4 If Contractor is unable to furnish adequate services, fails to perform tasks such as deliverables, does not achieve project milestones or deadlines, DPR reserves the right to discontinue using Contractor’s services on that project and for any future projects. If Contractor fails to perform or does not have the resources to handle all the projects requiring services, DPR
