i) How does your firm handle the change order process with the Construction Manager and/or General Contractor and DSA? What method do you utilize to determine the validity and cost responsibility of a CO? What is your firm’s change order history for similar projects on a percentage basis? Historically, HKIT’s projects have been constructed with few change orders. We believe that our success is the result of thorough assessments, good documents, and open communication throughout the project. In-house reviews are an integral part of our quality assurance procedures. Looking ahead during the construction process is invaluable to minimizing potential change orders and timing issues. Our policy is to respond quickly to questions by first reviewing the drawings and specifications with our sub-consultants. Potential change orders are therefore quickly responded to.

We are aware that change orders can often be the result of inadequate survey information and issues with existing conditions. As such we work hard to ensure that underground utilities are accurately documented. Owner requested changes can result in significant costs, we work closely with the stakeholders early in the process to gain consensus on the project scope. The following table shows examples of project change order history. As indicated in the following table, the average CO rate for the following five school projects, attributable to HKIT, has averaged 0.2%.

Here are a few campus feature’s HKIT has found to be vital for school growth and flexibility:

1. A robust technology infrastructure backbone throughout the campus. 2. Spare pathways for future growth. 3. Strategic wireless access points throughout the campus for flexibility. 4. Strategic classroom locations for non-wireless data outlets for devices (Printers, desk top computers, projector, clock/speakers, etc).

HKIT understands that access to technology will allow students to thrive in a globally connected world. To keep schools current and able to meet the demands of evolving pedagogy, the design emphasis is on a generous data and power infrastructure with expansive wireless bandwidth. We are designing classrooms that are multi-directional allowing for small group activities and multiple focal areas. Whenever possible, we integrate flexible furnishings, multiple white boards and pin-up space to promote interactive educational opportunities.

For example, by recognizing code requirements for building setbacks and ADA restrictions early, HKIT will provide designs integrating code required building setbacks with beautiful plazas and student spaces while incorporating non- dedicated ramp features that serve ADA but are also integral to the design and used by all students and staff. p) How can your firm assist the District and District’s funding consultants in preparation of state funding applications, including site development cost work sheets, and/or other cost estimates as required by OPSC? Our firm is working with a number of school districts at any given time, and generally acts in a supporting role in the process of obtaining approvals and/or funding from state agencies. We work closely with Districts to identify every source of funding available beyond local Bonds. This can include State matching funds when they are available, Prop 39 dollars, or other sources such as PG&E Savings by Design. For the Oakland USD we assisted the District in obtaining funding through the Williams Act, a State program related to equity on school campuses. We provide any and all supporting documentation and data needed such as site, square footage or cost data. Most of our school clients have consultants, such as School Facility Consultants out of Sacramento but we do stay informed via our membership in Kindergarten at JM Amador Elementary School CASH, attending conferences and reading on-line bulletins. DESIGN BID-BUILD Traditionally, our work has been Design-Bid-Build which means that our documents have to be well drawn, complete and coordinated. To achieve that, we assign highly experienced architects to lead our teams and work with well qualified consultants that understand the competitive bid environment. Once the General Contractor is selected, we staff projects with the same design team throughout the CA process to keep projects on track. We understand the need to be responsive as well as cooperative in order to keep projects on schedule and minimize change orders.

LEASE-LEASEBACK HKIT has recent experience assisting with preparation of requests for proposals for the selection of Design-Bid-Build and Lease-Leaseback construction entities. At JM Amador Elementary School (for the Dublin USD) we worked closely with the District to review proposals and were a participant in interview process for the Lease-Leaseback contractor. Also, for the Antioch Unified School District we participated in selection process for Lease-Leaseback contractor.

HKIT also completed the planning and design of a new elementary school for the Hayward Unified School District that was delivered via the Lease Lease-back method. We worked closely with Vanir (District Construction Manager) during the design, bidding process and construction phases to incorporate cost saving modifications to the project. For the Antioch High School, we worked with two different contractors using Lease Lease-Back delivery methodology. A Stadium Replacement Project was recently completed and our design team worked systematically with Bothman Construction to refine design elements and product specifications to meet the budget. VE choices ranged from sewer pipe vs. sewer lift installation to the location of base rock vendors and related shipping costs. Fairview Elementary School Hayward USD
