The various state privacy acts govern the use of materials that document private individuals, groups, and corporations. NEPE 33871 1 HISTORY The idea for Nez Perce National Historical Park originated in two separate causes, or movements. The first movement featured the longstanding efforts of white residents of the Clearwater Valley to commemorate the mid-nineteenth-century activities of Protestant missionaries Henry and Eliza Spalding. The second movement sprang from the efforts of the Nez Perce Tribe to foster job growth on their reservation through tourism development. Beginning about 1961, activists in the two movements began working together toward a common goal of establishing a national historical park. The resulting campaign garnered support from both the Bureau of Indian Affairs (BIA) and the National Park Service (NPS). Nez Perce National Historical Park was established as a unit of the national park system on May 15, 1965, by Public Law 89-19. The law specifies the park was created to "facilitate protection and provide interpretation of sites in the Nez Perce Country of Idaho that have exceptional value in commemorating the history of the Nation." Specifically mentioned are sites relating to early Nez Perce culture, the Lewis and Clark expedition through the area, the fur trade, missionaries, gold mining, logging, the Nez Perce War of 1877, and "such other sites as will depict the role of the Nez Perce country in the westward expansion of the Nation." Sites include historic buildings, battlefields, missions, landscapes, cemeteries, trails, archeological sites, and geologic formations important to the Nez Perce people. A total of 24 sites were established in 1965. Public Law 102-576 of October 30, 1992, allowed sites to be designated in Oregon, Washington, Montana, and Wyoming. It specified that 14 additional sites in Idaho, Oregon, Washington, and Montana should be included in the park. NEPE 33871 2 SCOPE AND CONTENT NEZ PERCE NATIONAL HISTORICAL PARK RESOURCE MANAGEMENT RECORDS 1936-2011 ACCESSION NUMBERS NEPE – 00448 NEPE – 00442 NEPE – 00466 NEPE – 00638 NEPE – 00668 CATALOG NUMBER NEPE 33871 VOLUME 42.75 LF DESCRIPTION These records document Nez Perce National Historical Park’s cultural and natural resource projects, including interpretive activities, museum and land management, correspondence, and park publications. Most notably, this collection contains documents collected by Rachael Maines and Associates in 1995 to assist the park in writing the Nez Perce NHP administrative history. Ms. Maines was contracted to review, organize and catalog records deemed to have lasting historical value in describing the administration and management of Nez Perce NHP. Although the collection was not used to write Nez Perce National Historical Park: Administrative History by Ted Catton, it became the basis of this archival collection. Additional records selected for permanent retention in the future will be accessioned into this collection as they become available. ORGANIZATION The records are organized into twelve series: I: History, II: Agreements, III: Archeology, IV: Correspondence, V: Interpretive Files, VI: Land, VII: Maintenance, VIII: Museum Activity, IX: Natural Resource Files, X: Site Files, XI: Ephemera, XII: Publications, XIII: NEPE Central Files PROVENANCE The documents collected by Rachael Maines and NEPE 33871 3 Associates, as well as other park records deemed permanent by park staff, were turned over to the park in 1994 as NEPE accession numbers 442, 448 and 466. In 2006, an accretion to the collection was recorded as NEPE accession number 638. In 2011, an accretion to the collection was recorded as NEPE accession number 668. RESTRICTIONS NO ASSOCIATED MATERIALS NEPE 33871 4 PROCESSING NOTES The collection was arranged and processed during FY 2002 by Jeffrey A. Johnson, Ph.D. student at Washington State University, under the direction of Robert Applegate, Nez Perce NHP Archivist. The order imposed by Rachael Maines was revised to better reflect Nez Perce NHP administrative history and to facilitate location of materials by staff and researchers. Some material copied from other institutions by Ms. Maines was deemed inappropriate for the NEPE Museum Archives. This material was deposited in the NEPE Library. The material in this collection produced by or under the direction of the DOI/NPS/NEPE is arranged in a manner consistent with subject headings found in NPS-19, the NPS Records Management Disposition Schedule. Additional material not produced by the government is found under these headings to further document Nez Perce NHP administrative history. Remaining material is arranged under logical series headings. Duplicate materials, staples, and fasteners were removed. Acidic and damaged paper was photocopied and removed. In 2006, an accretion of 25.75 resource management records was added to the collection. These records were added to: Series IV: Correspondence; Series VIII: Museum Activity; Series X: Site Files; and Series XII: Publications. The finding aid was revised to reflect these changes in FY 2009 by Sara Casper, Archives Technician. In FY 2011, an accretion of central files records was added to the NEPE Resource Management Records Collection NEPE catalog # 33871 as Series XIII, NEPE Central Files. This accretion consisted of 17 linear feet of NEPE permanent records including 16 linear feet from NEPE central files and 1 linear foot of Canoe Camp expansion project files.
