The Birth of Chinese Nationalism By Salvatore Babones May 3, 2019 In China, May 4 is Youth Day, a holiday established by the Communist Party in 1949 and celebrated on and off ever since. On this day in 1989, more than 100,000 students demonstrated in Beijing’s Tiananmen Square, a key milestone on road to the tragic events of June 4, when Chinese troops opened fire on the civilians amassed there. This year, China’s president and Communist Party leader, Xi Jinping, has called on students to commemorate a very special Youth Day. But it’s not the 30th anniversary of 1989’s pro- democracy protests that he has in mind. Rather, it is the 100th anniversary of May 4, 1919, that he wants to commemorate. On that day a century ago, another group of students rallied in Tiananmen Square. In May 1919, the leaders of World War I’s victorious allies were meeting in Paris to determine the shape of the postwar world. Most Westerners know that the resulting Treaty of Versailles profoundly influenced subsequent European history through the foundation of the League of Nations, the rise of Adolf Hitler, and eventually World War II. Some may even know how the peace treaty, the Balfour Declaration, and the Sykes-Picot Agreement created the modern Middle East. But Westerners are less aware that the Treaty of Versailles also helped set in motion the series of events that led to the Japanese attack on Pearl Harbor, the Chinese Civil War, and today’s tensions between the United States and China over freedom of navigation in the South China Sea. -

His militarist government was not based on the Provisional Constitution of , which the anti-Beiyang forces vowed to defend in the Constitutional Protection War. In addition, he was elected president by a parliament that did not meet the rules for a quorum following its move from Beijing. Thus, many politicians and warlords alike challenged the legitimacy of his militarist government. Sun Yat-sen's use of heavy taxes to fund the Northern Expedition to militarily unify China was at odds with the ideas of reformers such as Chen Jiongming, who advocated establishing Guangdong as a "model province" before launching a costly military campaign. In sum, the military government was opposed by the internationally recognized Beiyang government in the north, Chen's Guangdong provincial government in the south, and other provincial powers that shifted alliances according to their own benefit. In , in order to hasten the conquest of China, he began a policy of active cooperation with the Chinese Communists. By this time, he was convinced that the only hope for a unified China lay in a military conquest from his base in the south, followed by a period of political tutelage that would culminate in the transition to democracy. He then prepared for the later Northern Expedition, with help from foreign powers, until his death. -

Foreword The Xing Zhonghui 興中会 (Revive China Society) started by Sun Yat-sen( 1866-1925) and Wang Zhaoming 汪兆銘( Wang Jingwei, 1883-1944) merged with the Hua Xinghui 華興会 established by Song Jiaoren 宋教仁 (1882-1913) and Huang Xing 黄興( 1874-1916) on August 20, 1905 in Tokyo to become the Zhongguo Tongmenghui 同盟会 (Chinese Revolutionary Alliance). Sun Yat-sen was selected to head the organization, and Huang Xing to run general affairs. Various documents were adopted, including the “mili- tary government proclamation,” “general articles of the Tongmenghui,” and “revolutionary strategy.” The Tongmenghui issued as their organizational publication the Minbao 民報, which adopted the general principles advocated by Sun of “expel the Manchus and restore China, establish a republic, and equalize land rights.” Subsequently, they fomented uprisings all over China, but all ended in failure. The Wuchang New Army successfully revolted against the Qing govern- ment on October 10, 1911. Other provinces followed suit by declaring inde- pendence from the central government. On January 1, 1912 the Provisional Government of the Republic of China was established in Nanjing, with Sun Yat-sen as provisional president. On February 12, however, Yuan Shikai (1859-1916) compelled the child emperor Puyi( 1906-1967) to abdicate. The next day Sun Yat-sen turned in his resignation as president and recommended to the provisional National Assembly that Yuan take the position. On February 15 the provisional National Assembly agreed on Yuan’s appointment and to designate Nanjing as the capital. -

HSIEH ABSTRACT This Article examines the evolution of international law as a professional and intellectual discipline in the Republic of China (ROC), which has governed Mainland China (1912–1949) and post-1949 Taiwan. The ROC’s centennial development fundamentally shaped modern China’s course of foreign relations and postwar global governance. The Article argues that statism, pragmatism, and idealism define the major features of the ROC’s approach to international law. These characteristics transformed the law of nations into universally valid normative claims and prompted modern China’s intellectual focus on the civilized nation concept. First, the Article analyzes the professionalization of the discipline of international law. -

SECTION 2: THE CHINA MODEL: RETURN OF THE MIDDLE KINGDOM Key Findings • The Chinese Communist Party (CCP) seeks to revise the inter- national order to be more amenable to its own interests and authoritarian governance system. It desires for other countries not only to acquiesce to its prerogatives but also to acknowledge what it perceives as China’s rightful place at the top of a new hierarchical world order. • The CCP’s ambitions for global preeminence have been con- sistent throughout its existence: every CCP leader since Mao Zedong has proclaimed the Party would ultimately prove the superiority of its Marxist-Leninist system over the rest of the world. Under General Secretary of the CCP Xi Jinping, the Chi- nese government has become more aggressive in pursuing its interests and promoting its model internationally. • The CCP aims to establish an international system in which Beijing can freely influence the behavior and access the mar- kets of other countries while constraining the ability of others to influence its behavior or access markets it controls. The “com- munity of common human destiny,” the CCP’s proposed alter- native global governance system, is explicitly based on histor- ical Chinese traditions and presumes Beijing and the illiberal norms and institutions it favors should be the primary forces guiding globalization. • The CCP has attempted to use the novel coronavirus (COVID-19) pandemic to promote itself as a responsible and benevolent global leader and to prove that its model of governance is su- perior to liberal democracy. Thus far, it appears Beijing has not changed many minds, if any. -

Setting the Stage for Constitutional Development: May Fourth and Its Aftermath Yu-Shan Wu Paper presented at The 61st Annual Conference of the American Association for Chinese Studies, University of Washington, Seattle, October 4-6, 2019 Setting the Stage for Constitutional Development: May Fourth and Its Aftermath China has one of the world’s most ancient civilizations, dating back more than five thousand years. It is easy to emphasize its uniqueness, as Chinese culture, language, political thought, and history appear quite different from those of any of other major countries in the world. Modern Chinese history was punctuated with decisive Western impacts, as that of other countries in the East, but the way China responded to those impacts is often considered to be uniquely Chinese. Furthermore, Chinese political leaders themselves frequently stress that they represent movements that carry uniquely Chinese characteristics. China, it seems, can only be understood in its own light. When put in a global and comparative context, however, China loses many of its unique features. Imperial China, or the Qing dynasty, was an agricultural empire when it met the first serious wave of challenges from the West during the middle of the nineteenth century. The emperor and the mandarins were forced to give up their treasured institutions grudgingly after a series of humiliating defeats at the hands of the Westerners. This pattern resembled what occurred in many traditional political systems when confronted with aggression from the West. From that time on, the momentum for political development in China was driven by global competition and the need for national survival. -

As requested, I will be focusing my remarks on three subjects. First, I will discuss Beijing’s challenge to U.S. global technology leadership and its ambitions to dominate what it often refers to as the “Fourth Industrial Revolution.” Second, I will discuss some of the challenges the United States faces in reshoring or diversifying supply chains presently based in China as well as in sustaining its technology leadership. Finally, I will offer recommendations for U.S. policy focusing on a few broad categories of effort: (1) information gathering; (2) government coordination; (3) immigration and basic science; (4) reforms of corporate and financial incentives; and (5) coordination with likeminded stakeholders. It is hoped that these policies might build long-term U.S. resilience and competitiveness as we enter what some call a “superpower marathon” with China.2 I. -

The terrain is mostly mountains, high plateaus and, in the west, deserts that slowly change to plains, deltas and hills in the east. The climate varies from tropical in the south to subarctic in the north, with typhoons and damaging floods occurring every year. The population numbers about 1.2 billion, with a growth rate estimated at 1.4 percent or, as has been said, "a new citizen born every two seconds." The First Opium War in particular is useful for introducing students to two main themes in Chinese history and present politics. The first is the clash of ideas at the time between Imperial China and Imperial Britain (and the west more generally) on international trade. The second more subtle but no less important is the significance the Opium War (again, the First Opium War in particular) has taken on in recent years. These materials were designed for use in upper-level high school courses on world history or Asian Studies. In the pages that follow, we provide a quick guide to the resources found on the Asia Pacific Curriculum website at https://asiapacificcurriculum.ca/learning- module/opium-wars-china, in addition to other resources that you may find helpful.
