County Road E, Hawthorne, Wisconsin Meeting called to order by Chair Baker. ROLL CALL: Present – Nick Baker, Marvin Finendale, Pat Ryan, Jim Borgeson. Absent – Scott Luostari. APPROVAL OF MINUTES: Motion by Ryan, second Finendale, to approve the minutes from the June 19, 2019, meeting. Motion carried. ACTION ITEMS/REFERRALS: Recycling Disposal Fee Schedule: Reviewed. ACTION (REFERRAL/RESOLUTION): Motion by Borgeson, second Ryan, to approve the recycling disposal fee schedule as proposed, and refer to Administration Committee and County Board. Motion carried unanimously. ATV Policy Change to Open All County Highways to ATV/UTV Use: Committee would like all county highways open to ATV/UTV use. Following WDNR rules closely suggested. ACTION: Motion by Finendale, second Ryan, to request Jackman draft an ordinance opening all county highways to ATV/UTV use, coordinating with Corporation Counsel, Recreational Officer Jake Engelman, WDNR, and provide to committee for review. Motion carried. SUSPEND THE RULES: Motion by Ryan, second Finendale, to take up item 4b. Motion carried. CN Railroad Projects: Jackman reported working with CN on three projects: hauling (road restrictions put on haul roads and agreement from CN coming today); overhead detection system (state is moving forward) and Sjoberg/Wasko Roads (verbal go ahead to put out RFPs). INFORMATIONAL ITEMS/CORRESPONDENCE/UPDATES/REPORTS: CTH H and CTH U – Design Consultant Presentations and Ranking: Engineering proposal evaluation ranking sheets (4) distributed to committee members. All firms are qualified; thirty minutes allowed for each, including time for questions and answers following each presentation. (Hard copies provided by all firms.) Ayres Associates, Inc.: Mark Petersen, Jeffrey Abramson, presentation: total design fees for both projects of $569,045. Cooper Engineering: Dan Gustafson, Jacob Friberg Amy Kelsey, presentation: total design fees for both projects of $524,303.10 (slope analysis not included, adding $20-60,000). ACTION: Motion by Finendale, second Borgeson, to extend the meeting beyond the two hour limit. Motion carried. (SEH): Tara Krista, Dan Penzkover, Derrick Bacha, presentation: total design fees for both projects of $468,465. Cedar Corporation: Troy Peterson, Dennis Mack, presentation: total design fees for both projects of $761,028.12. Committee members completed ranking sheets and submitted to Highway Commissioner for tallying and reporting at next meeting. Reports: Administrative: Jackman provided staffing update. Maintenance Projects: Haworth reported CTH W paved; shoulder work remaining; state flex patching ongoing; mowing in progress along state and county roads; prisoners picking up trash; and regular patching and maintenance ongoing. Equipment: Tyson reported received new boom mower. Budgets: Polson distributed and reviewed budget for the time period ending May 31, 2019.
