38 REVIVING THE ISRAELI-PALESTINIAN PEACE PROCESS: HISTORICAL LES- SONS FOR THE MARCH 2015 ISRAELI ELECTIONS Elijah Jatovsky Lessons derived from the successes that led to the signing of the 1993 Declaration of Principles between Israel and the Palestine Liberation Organization highlight modern criteria by which a debilitated Israeli-Palestinian peace process can be revitalized. Writ- ten in the run-up to the March 2015 Israeli elections, this article examines a scenario for the emergence of a security-credentialed leadership of the Israeli Center-Left. Such leadership did not in fact emerge in this election cycle. However, should this occur in the future, this paper proposes a Plan A, whereby Israel submits a generous two-state deal to the Palestinians based roughly on that of Israeli Prime Minister Ehud Olmert’s offer in 2008. Should Palestinians find this offer unacceptable whether due to reservations on borders, Jerusalem or refugees, this paper proposes a Plan B by which Israel would conduct a staged, unilateral withdrawal from large areas of the West Bank to preserve the viability of a two-state solution. INTRODUCTION Peace between Israel and the Palestinians appears to be as elusive as ever. Following the most recent collapse of American-brokered negotiations in April 2014, Palestinians announced they would revert to pursuing statehood through the United Nations (UN), a move Israel vehemently opposes. A UN Security Council (UNSC) vote on some form of a proposal calling for an end to “Israeli occupation in the West Bank” by 2016 is expected later this month.1 In July 2014, a two-month war between Hamas-controlled Gaza and Israel broke out, claiming the lives of over 2,100 Gazans (this number encompassing both combatants and civilians), 66 Israeli soldiers and seven Israeli civilians—the low number of Israeli civilians credited to Israel’s sophisti- cated anti-missile Iron Dome system. -

Adalah’s Newsletter, Volume 63, August 2009 The New Israeli Land Reform August 2009 Background On 3 August 2009, the Knesset (Israeli parliament) passed the Israel Land Administration (ILA) Law (hereinafter the “Land Reform Law”), with 61 Members of Knesset (MKs) voting in favor of the law and 45 MKs voting against it. The new land reform law is wide ranging in scope: it institutes broad land privatization; permits land exchanges between the State and the Jewish National Fund (Keren Kayemet Le-Israel) (hereinafter - the “JNF”), the land of which is exclusively reserved for the Jewish people; allows lands to be allocated in accordance with "admissions committee" mechanisms and only to candidates approved by Zionist institutions working solely on behalf of the Jewish people; and grants decisive weight to JNF representatives in a new Land Authority Council, which would replace the Israel Land Administration (ILA). The land privatization aspects of the new law also affect extremely prejudicially properties confiscated by the state from Palestinian Arab citizens of Israel; Palestinian refugee property classified as “absentee” property; and properties in the occupied Golan Heights and in East Jerusalem. Land Privatization Policy The law stipulates that 800,000 dunams of land currently under state-control will be privatized, enabling private individuals to acquire ownership rights in them. The reform will lead to the transfer of ownership in leased properties and land governed by outline plans enabling the issuance of building permits throughout the State of Israel in the urban, rural and agricultural sectors. Change in the organizational structure of the Israel Lands Administration The reform further stipulates a broad organizational re-structuring of the ILA. -

(USA) Online ISSN: 2249-460x & Print ISSN: 0975-587X Measuring Public Opinion Regarding Peaceful Solution of Palestine Issue: An Experimental Study of University Students in Pakistan, Iran and United Arab Emirates By Muhammad Asim Government Postgraduate College Asghar Mall, Pakistan Abstract- This study aimed to measure public opinion in the Pakistan, Iran and United Arab Emirates regarding peaceful solution of Palestine issue Data (N=276) was collected from two universities, one postgraduate college and one degree college in Pakistan, two universities in Iran and two universities in United Arab Emirates. Although, Pakistan and Iran have theocratic environment and we got anti-Israel replies but there were 77 Pakistani and 41 Emirati students who presented their rational views about peaceful solution of this conflict. There is a brief debate on One-State Solution, Two-States Solution, Three-States Solution and the status of Jerusalem. The plan of forming union among the territories of Israel and Palestine, single currency and Rail-Road plan for secular transportation from one region to another is also discussed in this study. During comparing such public opinion with other previous international proposals for resolving this issue, recommendations from the author are presented in the last. ISRAEL 2015 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Israel is a multiparty parliamentary democracy. Although it has no constitution, the parliament, the unicameral 120-member Knesset, has enacted a series of “Basic Laws” that enumerate fundamental rights. Certain fundamental laws, orders, and regulations legally depend on the existence of a “state of emergency,” which has been in effect since 1948. Under the Basic Laws, the Knesset has the power to dissolve the government and mandate elections. The nationwide Knesset elections in March, considered free and fair, resulted in a coalition government led by Prime Minister Benjamin Netanyahu. Civilian authorities maintained effective control over the security services. (An annex to this report covers human rights in the occupied territories. This report deals with human rights in Israel and the Israeli- occupied Golan Heights.) During the year according to Israeli Security Agency (ISA, also known as Shabak) statistics, Palestinians committed 47 terror attacks (including stabbings, assaults, shootings, projectile and rocket attacks, and attacks by improvised explosive devices (IED) within the Green Line that led to the deaths of five Israelis and one Eritrean, and two stabbing terror attacks committed by Jewish Israelis within the Green Line and not including Jerusalem. According to the ISA, Hamas, Hezbollah, and other militant groups fired 22 rockets into Israel and in 11 other incidents either planted IEDs or carried out shooting or projectile attacks into Israel and the Golan Heights. ISRAEL 2019 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary This section covers Israel, including Jerusalem. In December 2017, the United States recognized Jerusalem as the capital of Israel. It is the position of the United States that the specific boundaries of Israeli sovereignty in Jerusalem are subject to final status negotiations between the parties. The Palestinian Authority (PA) exercises no authority over Jerusalem. In March 2019, the United States recognized Israeli sovereignty over the Golan Heights. A report on the West Bank and Gaza, including areas subject to the jurisdiction of the PA, is appended at the end of this report. The country’s laws and Supreme Court rulings protect the freedoms of conscience, faith, religion, and worship, regardless of an individual’s religious affiliation, and the 1992 “Basic Law: Human Dignity and Liberty” protects additional individual rights. In 2018, the Knesset passed the “Basic Law: Israel – The Nation State of the Jewish People.” According to the government, that “law determines, among other things, that the Land of Israel is the historical homeland of the Jewish people; the State of Israel is the nation state of the Jewish People, in which it realizes its natural, cultural, religious and historical right to self-determination; and exercising the right to national self-determination in the State of Israel is unique to the Jewish People.” The government continued to allow controlled access to religious sites, including the Temple Mount/Haram al-Sharif (the site containing the foundation of the first and second Jewish temple and the Dome of the Rock and al-Aqsa Mosque).
