CITY OF PASADENA DEPARTMENT OF PUBLIC WORKS MAY 11, 2021 SUBSTRUCTURE MEETING The virtual meeting was called to order at 3:00 p.m. by Yannie Wu-Bowman, Principal Engineer. Pasadena City Departments Invited: Public Works Water and Power Transportation Information Technology Utilities Companies Invited: AT&T Charter Spectrum Southern California Gas Southern California Edison Metropolitan Water American Water Crown Castle Verizon Level 3 Construction Notifications All utility permittees shall be responsible for distribution of the general information letter to all affected residents, and businesses establishments, and institutions fronting on or directly affected by the construction. Notification shall be per Section P-7-10.1.2 of the Pasadena Supplements and Modifications. Distribution shall be accomplished in a manner acceptable to the Engineer and shall be completed at least 48 hours prior to the beginning of construction operations in the immediate vicinity. The permittees shall also be fully responsible for such other notifications as may be required related to necessary closures of streets, alleys, driveways, etc., or to unavoidable access or parking restrictions. Such "additional notifications" shall be given in writing to all affected parties and premises at least five (5) working days prior to such closure or restriction. These notifications shall apply where the closures and access or parking restrictions required that - 1 - May 2021 preclude any resident, tenant, or property owner from utilizing the premises or conducting business thereon in a reasonable and customary manner. The "additional notification" format and method of distribution shall be approved by the Engineer a minimum of five (5) working days in advance of the notification distribution. Notification of Utilities/Use of Chalk Based Paint In order for the utilities to have continuous access to their facilities, the Contractor shall be required to notify the Underground Service Alert – South (U.S.A.) by calling 1-800-422-4133 two working days in advance of the construction work. Paint indications for underground utilities shall be limited to only those areas to be reconstructed. The Contractor shall remove any painted marks that remain after the construction is complete as follows: When placing markings on the pavement or other right-of-way areas to indicate the location of underground facilities, Contractors and/or utility companies are required to use a temporary water based marking chalk (“AERVOE” brand available from Surveyor’s Services at (714) 546-0606 or approved equal) with a visibility life not to exceed three (3) weeks. In the event that a contractor or utility company uses a non-approved marking material; it will be the responsibility of the contractor to ensure the complete removal of all pavement markings remaining upon completion of the permitted work. If the Contractor fails to properly and completely remove all pavement markings, the City will affect the removal and bill for both direct and indirect costs as determined by the City Engineer to the Contractor. 100. MAJOR IMPROVEMENTS 101. Holly Street Bridge Project Design phase is on hold until the City receives funding from Caltrans. 200. PRIVATE PROJECTS WITH MAJOR STREET IMPROVEMENTS 201. 100 W Walnut St – Parsons project Holly Street (private portion) and Fair Oaks and Walnut improvements by private development. On-going construction work per approved Dwg. 6382. Fair Oaks Avenue (sidewalk and #3 S/B travel lane) and Walnut Street (sidewalk only) frontages long-term closures is permitted until June 2021 (PW 61564). 202. 39 S Los Robles Ave – Paseo Colorado There are two separate developments at the west side block of Los Robles Avenue between Colorado Boulevard and Green Street. The south-half of the block, Hyatt Hotel site, has been completed. The associated required public improvements (Dwg. 6389) have been completed with the exception of street lighting and signs replacement. - 2 - May 2021 The north-half of the block, mixed-use building over an existing parking garage, is currently under construction. Long term sidewalk and southbound travel lane closures on Los Robles Avenue frontage. 203. 2940 E. Foothill Boulevard/ 2875 Sierra Grande Street – The Home Depot The project consist of converting existing Avon Distribution Center into the Home Depot at 139,150 square feet. Public Improvements on Foothill Blvd and on Walnut/Sunnyslope per approved Dwg. 6606 through March 2021 (PW 61683). 204. 535 E. Union Street/111 N. Madison Avenue – Olivewood Village The project consist of new construction of a two 6-story apartment buildings (81 apartment units) at 88,403 square feet above 2 levels of subterranean parking @ 80,112 square feet. Public Improvement Civil Plan Dwg. 6618 is currently being reviewed by City. Intermittent as needed lane closures under various PW permits. 205. 1539 E. Howard Street – EF Academy International Boarding School The project proposes to preserve and enhance the formerly William Carey International University campus, construct a new student residence, increase the amount of open space and recreational uses on-site and demolish three buildings. Public Improvement Civil Plan Dwg. 6643 is currently being reviewed by City. Construction is on hold due to COVID-19. 300. STREET LIGHTING AND TRAFFIC SIGNALS 301. Traffic Signal Improvements at Various Locations The project consists of furnishing and installing traffic signal standard, traffic signal heads, and countdown pedestrian heads, conduit, conductors, and pull boxes. The contractor for the project is Select Electric, Inc. Project pre-construction meeting is scheduled by the first week of November, and construction is anticipated to start by January 2021. The location of this project: 1. Colorado Boulevard and Bonnie Ave 2. San Gabriel Boulevard and California Boulevard 3. Fair Oaks Avenue and Bellefontaine Street 302. Incident Corridor Management (ICM) – I-210 Freeway ICM is the Incident Corridor Management system that encompasses a number of agencies along the I-210 freeway. The agencies are Pasadena, LA County, Monrovia, and Duarte, as well as Caltrans. The purpose is to provide high level data and communication streaming from highway sensors and cameras along the I-210 which will be coordinated through sophisticated software analyzing the travel data of all movements on the I-210. - 3 - May 2021 All Caltrans subcontractors, involved with the project are required to obtain a Public Works permit to perform works on public property/facility within the City of Pasadena. The Department of Public Works will issue a Processing-Fee-Only permit. Traffic Signal Pole Replacement The scope of this project is to replace the existing concrete traffic signal/ street light pole with a new Caltrans standard pole and foundation. Fair Oaks Avenue and Mountain Street – Replacing four high mast arm poles on all four corners. Arroyo Parkway and Green Street – Replacing the high mast pole on the southeast corner. The construction, by California Professional Engineering, Inc., will remobilize by the end of February 2021. 304. Pasadena Bicycle Program – Union Street Two-Way Cycle Track The project consists of installation of a 1.5 mile, two-way protected cycle track on Union Street from Hill Avenue to Arroyo Parkway, including new signals, and signal upgrades with road diet from 3 to 2 lanes; also installation of new signals and bike boulevard (0.3 miles) along Holliston Avenue between Union Street and Cordova Street. Project is currently in design phase and is scheduled to be constructed in Summer 2021. 400. SEWER & STORM DRAINS 401. Sewer Relining and Repair - 4 - May 2021 The construction for 2021 sewer lining and point repair started on March 9. Roadway excavation will be expected when there is a point repair or manhole installation work is expected. 500. MISCELLANEOUS STREET IMPROVEMENTS 501. Ped. Improvements at Fair Oaks Ave./Colorado Blvd. & Mountain St./Lake Ave. Installation of bulb outs at Fair Oaks Avenue and Colorado Boulevard.; and Mountain Street and Lake Avenue. Environmental clearance was received from Caltrans, project will be advertised in early 2021. 502. Cordova Street Complete Street Project – Marengo Avenue to Lake Avenue The design is 99% completed. Staff will be submitting a request for authorization to proceed for construction funding by June 2022. The construction is anticipated to start in Spring of 2022. 503.
