Child Protection The Kent Hockey Association recognises that issues around child protection are paramount in sport and follows the EHB recommendations to be found on their website.

Therefore, it is our intention to invest in the development and active dissemination of policy and procedures which ensure that the child’s interests and protection are to the fore in all our policies, procedures, activities and events within hockey. In addition, we will ensure that the policy and procedures will provide volunteers with protection whether they are coaching, umpiring or involved in any other capacity.

Child Protection has a high priority in the Association and and we ensure that coaches and managers involved in working with children at County level hold a current Criminal Records Bureau check.

KENT CUP FINALS: SUNDAY 14th MAY 2017 at FOLKESTONE HC CODE OF BEHAVIOUR FOR PLAYERS Terms of reference The content of this Code of Behaviour applies to all Players involved in hockey in England. Clauses in bold are from the Generic Code of Behaviour. In order to protect the reputation of hockey in England, the code also applies to all those associated with England Hockey who are involved in hockey whilst outside England.

Expected Minimum Standards of Behaviour and Conduct All such individuals involved in hockey will, at all times: Respect the spirit of fair play in hockey. This is more than playing within the rules. It also incorporates the concepts of friendship, respect for others and always participating with the right spirit.

Respect the rights, dignity and worth of others. Respect umpires, officials, coaches, players and spectators.

Conduct themselves in a manner that takes all reasonable measures to protect their own safety and the safety of others. Never participate when under the influence of alcohol or drugs.

Promote the reputation of the sport and take all possible steps to prevent it from being brought into disrepute. Accept success and failure, victory and defeat, with dignity. Set a positive example for others, particularly young participants and spectators.

Protect others involved in the game from verbal or physical abuse and threatening or intimidating behaviour.

Never use inappropriate language or gestures.

Abide by the England Hockey Safeguarding and Protecting Young People in Hockey Policy and Procedures and Good Practice Guidelines.

Abide by the England Hockey Equity Policy.

Abide by the England Hockey Anti-doping Rules.

Take personal responsibility to ensure that they are suitably insured for their activities. GUIDANCE TO CODE OF ETHICS & BEHAVIOUR FOR CLUBS, PLAYERS & UMPIRES 1.Matchday Misconduct Offences

2.Red Cards

3.Disrepute Offences

In basic terms Red Cards are issued by the umpires during a match whilst Matchday Misconduct relates to incidents before and after matches that would have resulted in a Red Card being issued if the incident had occurred during the match. Similar to Red Cards it is the umpires who report Matchday Misconduct Offences. Disrepute Offences arise when a Club or individual wish to report an incident that they consider has brought the Sport into disrepute. A Club can report incidents but if an individual wishes to report an incident it has to be supported by an affiliated body ie a Club.

In all of these situations there are official England Hockey Forms that will need to be completed and emailed to the County Discipline Administrator of the County for which the player was playing. In the case of Kent players that would be Alan Sargent, whose details are shown on page 1 of this handbook. The appropriate Forms can be downloaded directly from the England Hockey website under the Code of Ethics and Behaviour section along with a copy of the full Code at www.englandhockey.co.uk (http://www.englandhockey.co.uk).

As soon as possible after the match has finished or the incident occurred Alan Sargent should be contacted and he will be able to provide guidance on what to do.

It is strongly recommended that both umpires, in the event of a Red Card or Matchday Misconduct Offence, and the person wishing to put in a complaint under the Disrepute Offence category write down details of what happened as soon as possible. That should include when the incident happened, what happened at the time, were any players or officials injured as a result of the incident in which case details of the severity of the injuries, if anything happened before or after the incident, the weather conditions, whether any other cards had been issued to the player or other players before the incident plus the score at the time of the incident and the final score. In addition the name of the player involved should be obtained and if it is thought that anyone involved is under the age of 18 their names and ages.

The umpires must not discuss the incident with any of the players at the end of the match but, in the case of a Red Card, they should advise the captain of the team whose player received the card under which of three categories the offence was being reported. These categories are:-

a) where physical violence is not used, attempted or threatened

b) where physical violence is used/attempted or threatened to a player or any other person

c) where physical violence is used/attempted or threatened on an umpire or properly appointed tournament or match official. The Code provides details of minimum penalties under each of these categories but these must be treated as a starting point and significantly higher penalties are likely to be imposed in cases of actual violence.

If a Red Card is shown the player involved is immediately suspended for an initial period of 16 days for which there is no right of appeal, except in the case of mistaken identity. There is, however, an England Hockey Appeals Procedure in place, which applies once the Club has been advised of the full penalty imposed. There is an official Appeals Notice Form, which can also be downloaded via the England Hockey website.

In conclusion it is strongly recommended that if any Clubs, player, umpires or officials have any questions relating to the Code they should contact Alan Sargent. ENGLAND HOCKEY Guidance Notes for Pitch Side Conduct It is the responsibility of clubs to ensure that good manners and courtesy prevail towards the opposition, umpires and other officials before, during and after the game. Once the pitch is available the Match Delegate (if appointed) or home Captain shall assume authority for the pitch and its surrounding area. Clubs are advised to ensure that they have adequate insurance cover and that they are aware of local health and safety regulations regarding the pitch and their facilities. Captains, Umpires and Match Delegates (if appointed) should: a) Agree the location of managers, coaches, substitutes and suspended players during the suspension and from where substitutions will take place.

b) Satisfy themselves as to the quality and safety of the pitch and its facilities and ensure that other pitch side furniture is removed to the safest location.

c) Check the availability and location of an emergency telephone and first aid.

d) Agree with home team officials the location and allowed proximity of spectators.

e) Substitutes should warm up in clothing of a colour other than the participating teams in the agreed area of the pitch side.

f) Coaches and managers must remain in their designated areas.

g) Vocal communication by team officials and players on the bench must not, in any way, be directed at the umpires or players of the opposing team.

h) Players not taking part in the game, or those in subsequent of previous matches, must not knock up or cool down on or near the pitch whilst the match is in progress.

i) Post match inquests should be held away from the pitch.

j) Spectators should be advised, if necessary, of matters relating to their conduct and particularly in so far as this affects the game in hand.

k) Small children should not be allowed to wander freely around the perimeter of the pitch whilst games are in progress. Children should remain under the control of the parents/guardians at all times.

l) Babies in push chairs should not be left parked on the side of the pitch.

m) Captains, coaches and managers should be responsible for their own conduct and the conduct of their players at all times.

Contravention of the Guidance Notes for Pitch Side Conduct should be included in any Report. Umpires should advise County League / Tournament officials of any abuse of these Guidance Notes. Ashford HC www.ashford-hockey.co.uk

2. No player shall play in more than one League match on the same day, unless it be for the same side playing twice.

3. Considerable notice must be given to visiting clubs of starting times when artificial surfaces are to be used. Artificial surfaces are compulsory for Premier and Regional 1st Xls.

4. 1st Xls debarred from the possibility of K.H.U.A. appointments through non-payment of fees or other misdemeanours shall be deemed to lose any match thereafter 5-0 unless remedial action takes place.

5. Numbered shirts are required for all League games. Captain’s armbands must be worn.

6. The secretary for the Kent Open Leagues, is Adrian Kearney, details as above.

For all details regarding fixture timetable for 2016/2017 see FIXTURES LIVE RULES OF THE SOUTH HOCKEY MENS LEAGUE 1. STRUCTURE OF LEAGUE AND DIVISIONS The League shall be divided into: a) A premier league of two sequential divisions.

b) Three regional leagues of two sequential divisions each from:

i. Hampshire / Surrey

ii. Kent / Sussex

iii. Middlesex, Berkshire, Buckinghamshire & Oxfordshire

c) Five separate County areas being Hampshire (four divisions), Kent (two divisions), Sussex (one division), Surrey (three divisions), and Middlesex, Berkshire, Buckinghamshire, and Oxfordshire (MBBO) (five divisions). 2. CONTROL OF LEAGUE AND RULES a) The control of the League shall be vested in the central League Committee (‘the Committee’) which may delegate powers to league area secretaries (‘relevant secretaries’).

b) The Committee shall consist of one member appointed by each of the eight southern counties and by the Southern Counties Hockey Umpires Association and such committee shall at its first meeting after the end of every season appoint its officers, being a Chairman, Secretary, Treasurer and Press Officer, together with a representative to Southern Counties Hockey Association and secretaries for each division. Five members present shall form a quorum

c) Such members including the appointed members shall have equal votes of those being present with the Chairman if necessary having a casting vote.

d) The Committee shall meet at least five times a year, normally the second Monday in every other month from January.

e) Changes to the rules may be made by the Committee and normally only between League seasons and with notice to participating teams.

f) The League follows the provisions of the England Hockey Child Welfare Policy and England Hockey Equity Policy. 3. ELIGIBILITY OF TEAMS AND PLAYERS a) Participating teams must be affiliated to the Southern Counties Hockey Association and to one of its constituent counties but not necessarily be within its geographical area.

b) No team shall play a League match whilst its club for no acceptable reason the same day cancels or does not play a scheduled League match of a higher team iin any League.

c) Teams shall comprise up to sixteen of the best available male bona fide full members of their club having had their thirteenth birthday available on the day and assuming that any higher club team shall have already been selected from available players, whether or not such higher team/s have fixtures. A player not available for his normal team shall not be entitled to play that day for a lower team without permission from the relevant secretary.

d) No person shall play in the same day in more than one outdoor league match in any league at any level anywhere unless it be for the same team playing twice or as a goalkeeper under rule 3e and save that in exceptional circumstances approval may be granted by the officers. In such event and for the purposes of rule 12b, a person playing first for a higher placed team shall have breached the rules in only the second match but a person playing first for a lower placed team shall have breached the rule in both matches. No person may play on a Sunday in a lower team than the one for which he played the previous day.

e) In the event of the selected goalkeeper without prior knowledge or warning becoming unavailable or incapacitated on the day of the match, another goalkeeper may play two league matches on the same day provided the relevant league secretary is notified promptly.

f) No person may play in a league match after the first Saturday in February who has not on or before then become a bona fide member of and played for the relevant club unless he be playing hockey for the first time in that season and with prior permission of the relevant secretary. No person may play South League hockey if he has played during the season league hockey for any club anywhere worldwide unless he has made a genuine change of clubs. Any person joining and playing league hockey for a second club during a league season may have only played league hockey for one other club during that season and must have made a bona fide change of clubs before 1st February. No change is permitted after 1st February save in exceptional circumstances with prior approval by the relevant receiving secretary after consultation with the officers.

g) A regular 1st team member who is not selected when such team is playing indoor hockey in place of a normal league fixture may not that day play in a lower team league.

h) Teams playing in Premier Division 1 must comply with the current England Hockey League rules relating to ‘overseas’ players.

i) A club which has a 1st XI in the EHL must nominate to the relevant secretary before the first Saturday of the South League season thirteen including a goalkeeper of their EHL players who will not be available to play in subsequent South League matches. Clubs may change the list of nominated players twice a season in November and January and a revised list must be sent to the relevant league secretary before the end of those months. Nominated players must be regular 1st XI players. An EHL nominated player will be allowed to return after injury to play South League matches provided the injury prevented participation in the three immediately preceding matches. j) No more than two teams from the same club may play in the same division. If potentially caused by relegation from the division above, a club team in the receiving division shall be relegated. If potentially caused by promotion from below, that otherwise promoted team shall not be promoted.

k) Participating teams must be numbered to reflect their position in their club in numerical standard. 4. LEAGUE MEMBERSHIP a) Membership is by application and acceptance. It may be refused, suspended or terminated by the Committee acting in the interests of the League.

b) Each team by its entry is deemed to have consented to and be bound by the rules of the League and by any decisions of the Committee.

c) Each team and its club shall observe the Data Copyright and terms of use of the website and intellectual property of the League. Failure to do so shall render teams and clubs liable to penalties under rule 12c. 5. FIXTURES a) The relevant secretary shall arrange and administer League fixtures for his division which, unless agreed by the Committee, shall consist of twelve teams playing each other twice.

b) The relevant secretary shall send to each team details of its fixtures for the next season as soon as practicable and in any event by 1st July.

c) League fixtures will normally be played in two equal blocks on weeks 5 to 15 and 20 to 30 inclusive and within that period for those divisions having a lesser number of teams.

d) Notwithstanding rule 5c, week 5 will not be used for university matches but universities must rearrange such matches for a date on or before the weekend after the first fixture block. Further, universities may apply to the relevant league secretary for postponement of any other match outside its university term which application will normally be granted if made in good time.

e) Weeks 16, 19 and 31 will be used as slip dates for postponed matches which will have priority. 6. MATCHES AND CONDITIONS OF PLAY a) All matches shall be played in accordance with the rules of hockey.

b) The home team shall be responsible for the provision of an adequate supply of suitable hockey balls for each game.

c) Each team player shall wear a shirt bearing in the centre of the back in Arabic/English numbers of at least nine inches (23 centimetres) in height and contrasting in colour to the shirt with no two players wearing the same number. Returning substitutes shall wear the same number previously used by them. Breaches of this rule shall normally incur a fine of £10 per shirt up to a maximum of £50 for a whole team.

d) In the event of a potential clash of colours of shirts and/or socks, unless otherwise agreed, the away team shall change.

e) All matches shall be played on acceptable artificial pitches. Floodlights may be used if acceptable to the appointing umpiring association. f) A match may be started at any time between 10.30.a.m. and 4.00.p.m. provided that no team is required to leave its home area before 9.00 a.m. or arrive back after 7.30.p.m after adding thirty minutes to the estimated normal travelling time.

g) Games shall have a duration of thirty five minutes in each half but if for good reason time is restricted, teams may agree a shortened playing time period for a game.

h) The minimum number of players to start or continue a game shall be eight. Players injured or suspended during a game shall be counted as part of that number.

i) If a member of a team bench is removed or suspended by an umpire, a playing member of the relevant team must be similarly removed or suspended. 7. NOTIFICATIONS a) Each home team shall notify the opposing team contact person as soon as possible the match time and venue and in any event more than ten days before the match.

b) Once such notice has been given, no change may be made without the consent of both teams (or, in exceptional circumstances, at the direction of the relevant secretary) and, if relevant, the consent of the appointing Umpires Association.

c) The result of each match, and if required the names of the goalscorers, shall be speedily notified in accordance with any directions of the relevant secretary. Failure to do so will normally result in a financial penalty.

d) Notification of results shall be by publication on the League website.

e) Inter-club communication by acknowledged e-mail shall be acceptable for all League purposes.

f) Teams wishing to join or withdraw from the League shall give notice to the relevant secretary by 1st May for the following season.

g) Each team shall advise the relevant secretary of a designated contact person for that team.

h) If so required by the relevant secretary or by the League Committee:

i. teams or their club must provide the names of their players in any particular league match and/or the name and contact number of any umpire appointed by their club to a league match

ii. clubs must supply the names of all players representing that club and when necessary supply details of any additional members as and when they join

iii. teams in Premier Division 1 must complete and sign match team sheets with match result and return as directed 8. UMPIRES a) Teams down to County Divisions 2 must make application for an appointed umpire as directed by any relevant umpires association that normally appoints.

b) If an appointed umpire is not present at the starting time of a game then that game may, if practicable, be delayed for up to thirty minutes or longer, if both captains agree, if it is known that the umpire will be arriving.

c) In Premier and Regional Divisions, if an appointed umpire fails to arrive or is unable to continue, the match shall be postponed unless both captains agree replacement umpire/s. d) In county divisions, if an appointed or arranged umpire fails to arrive or is unable to continue, a replacement must be agreed failing which the home team must nominate a player to umpire in which event the away team must also withdraw a player if necessary to equalize playing numbers on the pitch.

e) If no umpire/s can be appointed or withdraw before the game teams in all divisions down to and including County Divisions 2 must appoint their own who shall be at least on the active England Hockey Level One Register and insured. In the remaining divisions umpires must be of the highest standard available and preferably also on such register.

f) Neither umpire may be changed during a game except in the case of illness or injury to the umpire. 9. POSTPONEMENT OR ABANDONMENT a) In the event of a team having more than two of its League squad over 18 on the 1st of September in the relevant season playing in national/international EH events, that team may request of the relevant secretary a postponement of its match.

b) Save for the purposes of rules 5d and 9a or if in extreme circumstances approved by the officers of the League after application through the relevant secretary, a League fixture may only be postponed due to adverse weather or ground conditions, the captain or in his absence an official of the home team having the sole right to determine whether weather or ground conditions make play impossible. Additionally, relevant secretaries shall have the power, after consultation with a League Officer, to allow postponement if severe travelling problems would be caused by a national English Hockey fixture the following day. In such event notice shall be given immediately to the opposing team, the umpires and the relevant secretary.

c) A match may only be abandoned once it has started by the unanimous decision of both umpires and the captains of both teams shall be deemed to have transferred their powers in this respect to the umpires jointly. The umpires are requested to advise the captains and if required the relevant league secretary of the reason for their decision.

d) Any match postponed or abandoned shall be played on a subsequent date agreed between both teams or in default of agreement as directed by the relevant secretary. A match postponed or abandoned in the first block must, save in exceptional circumstances, be played or replayed before commencement of the second block. A match postponed or abandoned in the second block, unless played before and save in exceptional circumstances, must be played or replayed on the Saturday following the last normal league date. Any day of the week may be used if both teams consent and, if required by these rules, appointed umpires are available.

e) Notwithstanding Rules 9c and 9d, the relevant secretary may make such decision as he considers fit as to the outcome of an abandoned match.

f) Teams failing to fulfil three or more fixtures in the same season shall, save in exceptional circumstances, have their results deleted and be treated as relegated teams unless such team shall have completed all its first half fixtures in which event such results shall be retained for the purposes of other teams’ results. They shall be readmitted in next or subsequent seasons only if satisfactory assurances are given as to their ability to fulfil future fixtures. 10. POSITION IN LEAGUE Three points shall be awarded for a win and one for a draw. League position shall be determined by points awarded followed by goal difference, followed by goals scored. If teams still be equal, there shall be a play-off. 11. PROMOTION AND RELEGATION a) Subject to 11 b, c and d, at the end of every season there shall be:

i. one promotion and two relegations from Premier Division 1 together with two promotions and three relegations from Premier Division 2

ii. one promotion and two relegations from each Regional Division 1

iii. two promotions and one relegation from each Regional Division 2

iv. one promotion from each of Hampshire, Kent, Surrey and Sussex County Divisions 1 and two from each of MBBO

v. two promotions and relegations between County Area Divisions, the lowest County Area Division relegating into the relevant county run league below it b) There shall be additional or fewer relegations in relevant divisions dependent upon the number of relegated teams received by them provided that the team finishing last in a division shall always be relegated. Teams dropping out or having their results deleted being treated as relegated teams. c) If a team decline to take promotion, such opportunity shall be offered to the next finishing team. If that tam also declines promotion then a decision as to an alternative promotion or reduced relegation shall be in the discretion of the relevant two secretaries and in default of agreement, shall be referred to the officers for decision. d) If no teams are relegated from the National League to the South League tte three teams finishing second in the three Regional Divisions 1 together with the lowest finishing otherwise non-relegated team in Premier Division 2 shall at the end of the League season compete in a play-off as directed by the League Committee. The winner of such playoff shall take the place in Premier Division 2 of that otherwise non-relegated team. The play-offs shall take place on a single day and location determined by the Committee and notified on the league website by 31st January of the relevant season. One semi- final will be between the relevant Premier Division 2 team and the relevant Regional League team having the least points or if necessary worst goal difference and the other semi-final being between the other two Regional League teams, the finalists playing twice in the same day. The team travelling furthest will play in the second semi-final. The final shall take place on the same day following the Hampshire/Surrey League play-off. e) The two teams finishing second in Divisions 1 of Hampshire and Surrey shall at the end of the League season play each other as directed by the League Committee for a place in the Hampshire/Surrey Regional and Kent/Sussex Regional League. f) Any team withdrawing or being expelled or suspended from the League before 1st May, shall be deemed to be a relegated team in its relevant division so that there shall be one less relegated team in lower divisions. g) Any team may refuse promotion provided that it gives notice to the relevant secretary before 1st April, in which event its place shall be offered to the team next qualified but not necessarily further. h) Notwithstanding the rules herein set out the Committee may in its sole discretion before the commencement of any season vary the teams in any division. 12. BREACH OF RULES a) If a team so conducts itself or its administration such that a match cannot be played or completed in accordance with these rules, the Rules of Hockey or of England Hockey, then that team shall suffer a mandatory deduction of three points and the match shall be played at a later date as directed by the relevant secretary. Additional financial penalties will normally be imposed.

b) If a match is completed but a team is subsequently found to have played an ineligible or suspended player then that team shall suffer a mandatory loss by 5-0 or the actual score if a higher or equal winning goal difference results (with the opposing team deemed to have won the match by the same score). Additional financial penalties will normally be imposed.

c) In these circumstances and all others, the Committee or relevant secretary may impose such additional penalties as are suitable including a fine of up to £250 and a liability for the costs of the opposition. Additionally the Committee may impose loss of points, relegation, suspension or expulsion from the League. 13. PROTEST AND APPEALS a) Protest or appeals may only be made by participating teams or clubs.

b) Protest or objections to the relevant secretary must be lodged within seven days of the relevant match or occurrence or of the time when the circumstances became known to the complainant. A secretary having a conflict of interest may refer the matter to another secretary.

c) A team may appeal through the Secretary to the Committee against the decision of a secretary within fourteen days of notification of such decision and upon deposit of £100 payable to the South Hockey League which may be returned in whole or in part at the discretion of the appeal committee.

d) The Committee may refer such appeal to a committee of three persons which shall act with expedition and in its own discretion may hold a written or an oral hearing. The decision of the appeal committee shall be final.

e) An appeal committee may vary in any way the decision which is the subject of an appeal. 14. FINANCIAL a) All teams shall pay a subscription as determined by the Committee by 31st October each season (currently - £25). If not paid, such subscription will increase by £10 on 1st November and a further £15 on 1st December. Any team not having paid by the commencement of the second block shall automatically be suspended from the League which will require a fee of £25 to readmit such team to membership.

b) The accounts of the League shall be independently scrutinised.

c) Cups for League winners shall remain the property of the League and if presented must be returned to the relevant league official by the end of the following season. Any damage or loss shall be the liability of the relevant club until returned to the League.

d) The League shall indemnify its committee members and any person appointed by and acting on behalf of the League against any claim which may arise from any action taken with the authority of the League.

Name The Kent Ladies League, if sponsored, shall take the name of that sponsor and whatever it’s title shall thereafter be referred to as The League. 2. Management/Liason (a) The League shall be governed by the K.H.A. A sub-committee shall be formed and comprise of The Div. Reps, League Secretary and ANO. In addition there will be a co-ordinator solely responsible for the Junior Leagues.

(b) Rules may only be altered at the AGM or a special meeting convened for that purpose, and any club having an item for the agenda must advise the K.H.A. League Secretary 14 days before the meeting. All clubs shall be entitled to have access to an agenda.

(c) All Senior teams must have a cancellation telephone number printed in the handbook. Each team will be responsible for notifying their umpire and Div. Rep. of the postponement and the re-arranged date. All Junior teams MUST supply a contact name and telephone number to the Junior League Secretary immediately on receipt of the League Schedule for the current season. 3. Membership All clubs participating in The League must be affiliated to the K.H.A. and have paid their League subscription before the first game is scheduled to be eligible to play in the League. Any District Team participating in the Junior League must notify K.H.A. of their intention to partake. 4. Fee All clubs participating in The Senior League shall pay an entry fee by the 1st weekend in September in each year. The entry fee shall be reviewed annually. 5. Structure (a) The League shall be divided into divisions, each with its own winner’s Trophy. At the conclusion of the season promotions and relegations for the Senior League shall normally be 2 teams promoted and relegated from ALL Divisions. (Except for Premier Division which is normally only one team promoted to the East League).

(b) The League reserves the right to disqualify those teams who continually fail to honour fixtures, or fail to score 3 points in a season, and they may be replaced by new applicants the following season.

(c) At the conclusion of each season the top 2 teams in Division One will be promoted to the Premier Division of the U18 League and the bottom 2 teams of the Premier Division will be relegated to Division One. No U18 Divisions will have more than 10 teams. The U14 and U16 Leagues shall follow Rule (c) if appropriate, otherwise they shall play a round robin. The K.H.A. reserve the right to change this format should too few teams enter. (d) In the case of a tie, in either the Junior and Senior League Divisional placings the club with the better goal difference shall be in the higher position. In the event of a further tie, the club with the most goals for shall be deemed to be the higher. If teams still equal, leave position as a tie, unless the position is one for promotion or relegation, in which case the following, in order, should be considered (i) the result of the game between the teams concerned, (ii) a re-match, (iii) penalty stroke competition.

(e) Any club wishing to resign shall send their resignation to their Divisional Representative, or U14/U16/U18 Co-ordinator and all results so far will be declared null and void. This club shall be deemed to be a relegated club in its relevant division and there shall consequently be one less relegation in each lower division.

(f) The Senior Premier Division winners as at the Final published League game of the season will be eligible to be promoted to the East League Div. 2 (S) or East League Play-offs. 6. Scoring System Points will be awarded as follows: 3 points for a WIN. 1 point for a DRAW, 0 points for a LOSE. See 5d. 7. Umpires (a) Each team must register and use a qualified Umpire for all league games as follows:

(i) Premier, Division One - Umpires must normally hold Level One or above in order to umpire in the

(ii) Divisions Two to Bottom Division - Umpires holding Level One or above or Men’s Graded Umpire (Level One or above).

(iii) League umpires shall register themselves initially each season and through the Umpires Association if so required. Failure to register and use a qualified umpire will result in the loss of one point for each occasion. The Kent Umpire Appointments Co-ordinator Secretary may appoint umpires for any league fixture and those appointed umpires MUST umpire in preference to the clubs own umpire. Appointed umpires to be paid per appointed game by the Club concerned, the sum as approved by the Kent Umpires Association at their AGM.

(b) The League reserves the right to ask the Umpires Association to approve the standards of all pool umpires by a watching and grading session. All umpires attached to clubs gaining promotion to the Divs in Rule 7(a)(I) must make themselves available for assessment prior to the next league season.

(c) The League reserve the right to disqualify any team who persistently fail to register and use a qualified Umpire with the League.

(d) Junior teams should use a Level One or above, and avoid the Team Coach or Manager doubling up as an umpire at a match. 8. Players (a) All clubs must register those members intending to play in the Senior League with the Divisional Representative by the agreed date. (There is no upper limit to the number of players who can be registered). All players MUST have a registered number. Failure to do so will incur a £25 penalty per team.

(b) When a club enters 2 or more squads:- All but the lowest squad must include a minimum of 12 names. Separate registration lists must be completed for each squad. No player can be registered on more than one Kent League Division Registration sheet. (c) In addition to playing for her nominated team, a player may only play for a higher team in any league fixture taking place on the same day. This includes National and East League fixtures and players. A League game (including National and East on parallel dates) originally scheduled to be played on a published League or Reserve date and subsequently cancelled, shall be deemed to have been played for the purpose of this rule.

(d) For a player registered in the National or East League to play in the Kent League the following will apply: At the beginning of the season players playing in National or East Teams shall be registered on the Kent Registration Sheet (along with the other Club Teams in the Kent League). Eight of these players shall be starred and cannot be dropped to a Kent side, unless for injury or team selection and then only with the agreement of the League Secretary. The other players can move up and down to the Kent League as long as they only play for one Kent Team on any Saturday. Any changes to starred players can be made during the Christmas break.

(e) Players in County 1st Senior Squad will automatically be included in the 1st Club Squad but at anytime any named player who has not played more than twice in that County Squad, may be relegated to a lower Club Squad.

(f) No player shall play League Matches for more than one Club at any one time.

(g) Any player first joining a club or gaining promotion from another of the club’s teams, once the League is underway, can be registered with the League Secretary or Divisional Representative. Once registered, the player will be eligible to play at once.

(h) Any player changing clubs once the League has commenced can be registered with the League Secretary or Divisional Representative, and once registered, is eligible to play immediately but see Rule 8 (f).

(i) Any club found playing a member who has not registered fully in accordance with the fore-going rules will lose the match and 3 points will be awarded to their opponents. In the event of the offending team losing the match 3 points will be deducted from their total. Players involved, i.e. any not properly registered, may be suspended for the two league games following the incident.

(j) Date of Birth for U14/U16/U18 League shall be 1st January of the year the new season commences. 9. Conduct If any player receives a red card or there is any dispute a report must be sent within 24 hours, by the umpires and captains to Alan Sargent, Kent Disciplinary Officer who will instigate any disciplinary action within five days of receiving the report. 10. Uniform (a) Teams playing in the League must wear a proper Club strip at all times consisting of skirt numbered shirt and socks. Cycle shorts may only be worn under a skirt and must be of an appropriate colour to match the skirt. Goal Keepers to be dressed appropriately.

(b) In the event of a colour clash, shirt or socks, the Away Team MUST change their strip otherwise the game cannot commence unless both umpires agree. 11. Matches (a) All games will be arranged by the League Secretary on the dates decided by the K.H.A., including reserve league dates which MUST be used for postponed games, unless a mid-week fixture is played, BEFORE the next available reserve date, is mutually agreed by both teams, both umpires and the League Div. Rep. If all of the reserve dates have been used POSTPONED games, a date agreed by both clubs and the League Sub-Committee will be used. However, Fixture Secretaries will be responsible for the final arrangements necessary to play each fixture on these dates. All senior league games to be completed by last week-end in March.

(b) Junior matches are scheduled to be played on Sunday with a starting time between 10.00 a.m. and 4.30 p.m. Postponed games must be played on the allocated reserve dates and must be completed by (date to be advised).

(c) If the Home pitch is known to be unfit or unavailable by Thursday p.m. preceding the game and the away team can provide suitable facilities, clubs should switch venues.

(i) A synthetic surface must be used for all games.

(ii) Any games to be played on a synthetic pitch should be booked with a starting time between 10.30 and 4.30 p.m. or anytime mutually agreed between the 2 teams.

(d) Pitches used for League games must be properly marked, have corner flags and goals must have 18” backboards. The pitch should comply with the EH specifications and markings per the Rules for the game of hockey.

(e) The League reserve the right to insist that a team whose pitch does not comply with 11(e) plays all home fixtures away. 12. Postponement or cancellation (i) Any game not played will be declared null and void. In the event of adverse weather over a prolonged period, the completion date for games could be extended at the discretion of the K.H.A. No Senior, U18, U16 or U14 League game shall be postponed excepting:

(a) When the ground is not available owing to circumstances beyond the control of the home team.

(b) In the opinion of the team official, groundsman or Umpire for the match, ground conditions would make play impossible. However Clubs/Teams should ensure that the pitches are inspected in good time in the event of inclement weather and the opposition teams notified as soon as possible to avoid unnecessary travel.

(c) Where an U14, U16 or U18 League game falls on a half term holiday permission to re-arrange the fixture may be sought from the appropriate organiser.

(ii) Dispensation for postponements other than (a), (b) or (c) must be sought from the Div. Reps, or League Sec. or Junior Co-ordinator by the club concerned and in normal circumstances at least 7 days in advance of the fixture.

(iii) See Rule 14.

(iv) Divisional Representatives must be notified on the day of the original fixture of any cancellations or postponements together with the date of the re-arranged game. Failure to do so may result in the loss of up to 3 points.

(v) When League matches have to be re-arranged, friendly matches must be cancelled if necessary 13. Abandonments In normal circumstances the away team/teams must be notified at least two hours before the agreed matchtime of any cancellation or in the case of the Junior League no later than 2 hours before the match, but preferably the evening before. In the event of both teams being on the field and the conditions becoming bad, the umpires only shall decide whether play shall commence or continue. No points will be awarded unless a game has been in progress 20 minutes each way or at least 20 minutes into the 2nd half. 14. Failure to Honour a Fixture It shall be illegal to postpone a game by reason of either side being unable to field a full team. 3 points and 4 goals shall be awarded to the opposing team. However, any Senior League team having two or more regular players not available by reason of either officiating or being a member of a JAC U17 Team or above may apply to the League Secretary or Divisional Representative for a postponement. Otherwise 3 or more County players who have a regular place in the Club’s League team must be unavailable. Educational establishments still on vacation 2nd weekend in January may re-arrange this fixture, preferably earlier than mid-December. 15. Notification of Results For Senior League, the HOME team must TEXT in the result by 8.00 p.m. on the Saturday after the match and the AWAY team must send a League Form with the match result, team list and signatures to the appropriate Divisional Representative to arrive by Wednesday following the match. Failure by either team to complete and/or send in the form or text the result to Fixtures Live by 8.00 p.m. on the Saturday WILL incur a loss of 1 point and up to 3 points at the discretion of the Div. Rep. Note: phoning IS acceptable in the event of a technical problem.

For Junior League games played on Sundays, the result must be phoned in by 8.00 p.m. on the Sunday. 16. Hospitality First named clubs are expected to offer hospitality before and after the match to visiting clubs and umpires, and should ensure that guests are met on arrival and looked after for the duration of their visit. Visiting teams who do not intend to go back to the oppositions Club house for hospitality must ensure their Hosts are aware before the date of the fixture. 17. Binding Force of Rules Each club by its entry into the League shall be deemed to have given its consent to the Rules of the League, and to any amendments which may from time to time be adopted in proper form, and shall be deemed to have agreed to abide by the decisions of the K.H.A. Committee in accordance with Rules 2 and 3.

The K.H.A. shall have the right to discipline any club found to act in any way contrary to the spirit or letter of these rules or who has acted in a way thought likely to bring the game into disrepute, and these may include suspension from the League. 18. Disputes/Appeals Any player or club shall have the right to appeal on any disputed point through the Sub-Committee to the K.H.A. whose decision is final. RULES FOR PENALTY STROKE COMPETITION 1. Five players from each of the 2 teams, chosen by their respective captain or manager from the players in the squad, but excluding any player who has been suspended, shall take a penalty stroke alternatively against one and the same goalkeeper of the other team, unless the latter has been incapacitated and replaced, making a total of 10 penalty strokes, 5 for each team. The players must take the penalty strokes in the sequence nominated by the team captains or manager. If during a penalty stroke competition a player (either a stroke player or a goalkeeper) is suspended then that player shall take no further part in that penalty stroke competition and cannot be substituted. If a stroke taken, any stroke the player should have been entitled to take will be counted as no goal. If a goalkeeper, the replacement may be only from one of the nominated stroke takers. The player replacing the goalkeeper may continue to take penalty strokes but, when required to defend penalty strokes, must wear protective headgear. This player may also wear other approved goalkeeping equipment. 2. The umpires shall choose the goal to be used, and they shall toss a coin with the captains to decide which team shall take the first penalty stroke. The team having been awarded the highest number of goals shall be the winner and the competition will cease once an outright winner has been established. 3. In the event of an equal number of goals having been awarded, another series of penalty strokes shall be started with the same players, subject to incapacitated players being replaced, and shall feature “sudden death,” which shall mean that the winner shall be the first team to have been awarded more goals than the opposing team after an equal number of strokes (no minimum) have been taken by each team. If necessary, this “sudden death” series may exceed 10 penalty strokes. The sequence does not need to be the same as in the previous series and the team captain or manager has freedom of choice at the time of each stroke using all 5 nominated players per round. 4. The team whose player has taken the first penalty stroke of the first series shall not take the first penalty stroke of the “sudden death” series. The team managers, goalkeepers and nominated stroke takers may only enter the pitch during the penalty stroke competition. All those persons will remain outside the 25 yds area unless a player is directed by an umpire or tech. table official to take or defend a penalty stroke. 5. To progress from Grade 3 to 2, Umpires should normally umpire:

(i) Junior County games, one of which must be the U18 A team or the U21 team.

(ii) Umpire regularly in the Kent Premier Division and be watched. To obtain Junior games, contact either of the Junior Reps. at the beginning of the season.

Umpires may request, or be selected, for further assessment, coaching and re-grading as deemed appropriate by the respective Development Officers.
