Child Protection The Kent Hockey Association recognises that issues around child protection are paramount in sport and follows the EHB recommendations to be found on their website. Therefore, it is our intention to invest in the development and active dissemination of policy and procedures which ensure that the child’s interests and protection are to the fore in all our policies, procedures, activities and events within hockey. In addition, we will ensure that the policy and procedures will provide volunteers with protection whether they are coaching, umpiring or involved in any other capacity. Child Protection has a high priority in the Association and and we ensure that coaches and managers involved in working with children at County level hold a current Criminal Records Bureau check. KENT CUP FINALS: SUNDAY 14th MAY 2017 at FOLKESTONE HC CODE OF BEHAVIOUR FOR PLAYERS Terms of reference The content of this Code of Behaviour applies to all Players involved in hockey in England. Clauses in bold are from the Generic Code of Behaviour. In order to protect the reputation of hockey in England, the code also applies to all those associated with England Hockey who are involved in hockey whilst outside England. Expected Minimum Standards of Behaviour and Conduct All such individuals involved in hockey will, at all times: Respect the spirit of fair play in hockey. This is more than playing within the rules. It also incorporates the concepts of friendship, respect for others and always participating with the right spirit. Respect the rights, dignity and worth of others. Respect umpires, officials, coaches, players and spectators. Conduct themselves in a manner that takes all reasonable measures to protect their own safety and the safety of others. Never participate when under the influence of alcohol or drugs. Promote the reputation of the sport and take all possible steps to prevent it from being brought into disrepute. Accept success and failure, victory and defeat, with dignity. Set a positive example for others, particularly young participants and spectators. Protect others involved in the game from verbal or physical abuse and threatening or intimidating behaviour. Never use inappropriate language or gestures. Abide by the England Hockey Safeguarding and Protecting Young People in Hockey Policy and Procedures and Good Practice Guidelines. Abide by the England Hockey Equity Policy. Abide by the England Hockey Anti-doping Rules. Take personal responsibility to ensure that they are suitably insured for their activities. GUIDANCE TO CODE OF ETHICS & BEHAVIOUR FOR CLUBS, PLAYERS & UMPIRES 1.Matchday Misconduct Offences 2.Red Cards 3.Disrepute Offences In basic terms Red Cards are issued by the umpires during a match whilst Matchday Misconduct relates to incidents before and after matches that would have resulted in a Red Card being issued if the incident had occurred during the match. Similar to Red Cards it is the umpires who report Matchday Misconduct Offences. Disrepute Offences arise when a Club or individual wish to report an incident that they consider has brought the Sport into disrepute. A Club can report incidents but if an individual wishes to report an incident it has to be supported by an affiliated body ie a Club. In all of these situations there are official England Hockey Forms that will need to be completed and emailed to the County Discipline Administrator of the County for which the player was playing. In the case of Kent players that would be Alan Sargent, whose details are shown on page 1 of this handbook. The appropriate Forms can be downloaded directly from the England Hockey website under the Code of Ethics and Behaviour section along with a copy of the full Code at www.englandhockey.co.uk (http://www.englandhockey.co.uk). As soon as possible after the match has finished or the incident occurred Alan Sargent should be contacted and he will be able to provide guidance on what to do. It is strongly recommended that both umpires, in the event of a Red Card or Matchday Misconduct Offence, and the person wishing to put in a complaint under the Disrepute Offence category write down details of what happened as soon as possible. That should include when the incident happened, what happened at the time, were any players or officials injured as a result of the incident in which case details of the severity of the injuries, if anything happened before or after the incident, the weather conditions, whether any other cards had been issued to the player or other players before the incident plus the score at the time of the incident and the final score. In addition the name of the player involved should be obtained and if it is thought that anyone involved is under the age of 18 their names and ages. The umpires must not discuss the incident with any of the players at the end of the match but, in the case of a Red Card, they should advise the captain of the team whose player received the card under which of three categories the offence was being reported. These categories are:- a) where physical violence is not used, attempted or threatened b) where physical violence is used/attempted or threatened to a player or any other person c) where physical violence is used/attempted or threatened on an umpire or properly appointed tournament or match official. The Code provides details of minimum penalties under each of these categories but these must be treated as a starting point and significantly higher penalties are likely to be imposed in cases of actual violence. If a Red Card is shown the player involved is immediately suspended for an initial period of 16 days for which there is no right of appeal, except in the case of mistaken identity. There is, however, an England Hockey Appeals Procedure in place, which applies once the Club has been advised of the full penalty imposed. There is an official Appeals Notice Form, which can also be downloaded via the England Hockey website. In conclusion it is strongly recommended that if any Clubs, player, umpires or officials have any questions relating to the Code they should contact Alan Sargent. ENGLAND HOCKEY Guidance Notes for Pitch Side Conduct It is the responsibility of clubs to ensure that good manners and courtesy prevail towards the opposition, umpires and other officials before, during and after the game. Once the pitch is available the Match Delegate (if appointed) or home Captain shall assume authority for the pitch and its surrounding area. Clubs are advised to ensure that they have adequate insurance cover and that they are aware of local health and safety regulations regarding the pitch and their facilities. Captains, Umpires and Match Delegates (if appointed) should: a) Agree the location of managers, coaches, substitutes and suspended players during the suspension and from where substitutions will take place. b) Satisfy themselves as to the quality and safety of the pitch and its facilities and ensure that other pitch side furniture is removed to the safest location. c) Check the availability and location of an emergency telephone and first aid. d) Agree with home team officials the location and allowed proximity of spectators. e) Substitutes should warm up in clothing of a colour other than the participating teams in the agreed area of the pitch side. f) Coaches and managers must remain in their designated areas. g) Vocal communication by team officials and players on the bench must not, in any way, be directed at the umpires or players of the opposing team. h) Players not taking part in the game, or those in subsequent of previous matches, must not knock up or cool down on or near the pitch whilst the match is in progress. i) Post match inquests should be held away from the pitch.
