Purpose and Significance of the Census The agricultural census is a major survey of national conditions and power in order to understand the development of Agriculture, Rural Areas and Farmers ("three agricultures" for short) in an all-round way. It is of great significance to scientifically formulate the policy on "three agricultures" , promote the modernization of agriculture and build a well-off society in an all-round way by organizing the Third National Agricultural Census to find out the basic situation of China's agriculture, rural areas and farmers, understand the new situation of rural land circulation, agricultural production, new agricultural operational entities, agricultural scale management and agricultural industrialization, reflect the new outlook of rural development as well as new changes of farmers' life. II. Objects of the Census The census will cover agricultural households, agricultural corporate, rural residential households with confirmed (contracted) tenure of land in the territory of PRC; the reporting objects are villager (resident) committees as well as towns and townships (streets) that are within the scope of the agricultural census; the remote sensing measurement objects are mainly crop farming plots, and also include other related land covering elements. III. Coverage of the Census The Third National Agricultural Census covers such industries as crop farming, forestry, livestock, aquaculture and fisheries and services for agriculture. IV. Contents of the Census The Third National Agricultural Census mainly focuses on following aspects: (I) Agricultural practitioners; (II) Land utilization and circulation; (III) New agricultural operational entities; (IV) Progress of agricultural modernization; (V) Agricultural productive capacity and structure; (VI) Food production and safety; (VII) Agricultural product sales and rural market construction; (VIII) Village-level collective economy and assets; (IX) The situation of rural governance; (X) Town and township situation of social and economic development; (XI) Living conditions of farmers; (XII) The situation of tracked impoverished villages and impoverished households; (XIII) Spatial distribution of the planting of main crops. V. Types of Questionnaires and Enumeration Principles During the Third National Agricultural Census, a total of six census enumeration forms are formulated, including the Household Questionnaire, Large Scale Household Questionnaire, Corporate Questionnaire, Administrative Village Questionnaire, Town and Township Questionnaire, and Crop Field Survey Questionnaire. (I) Household Questionnaire is used for enumeration of agricultural households, and households living in rural areas with confirmed (contracted) tenure of land. For households living within the enumeration area of towns and townships, the enumeration is conducted based on the place of 1 residence; for households not living within the enumeration area of towns and townships but engaging in agricultural operation in the enumeration area, the enumeration is conducted based on the place of production; (II) Large Scale Household Questionnaire is used for enumeration of households meeting certain criteria of agricultural scale management. The enumeration principles of Large Scale Household Questionnaire are the same as those of Household Questionnaire. (III) Corporate Questionnaire is used for enumeration of corporate. The enumeration is conducted based on the principle of locality, and the territorial scope is based on county. The corporates and their subordinate entities engaging in agricultural activities within a county are registered as one object in the enumeration area; in case that subordinate entities engaging in agricultural activities are outside of the county, such subordinate entities are registered in the enumeration area where they operate. (IV) Administrative Village Questionnaire is used for enumeration of all villager committees, resident committees engaging in agricultural operations, as well as management organizations with village-level administrative functions. The Administrative Village Questionnaire is completed directly by the working group on agricultural census in the enumeration area after relevant information is collected. (V) Town and Township Questionnaire is used for enumeration of all people's governments at town and township levels, street committees engaging in agricultural operations, as well as management organizations with town and township-level administrative functions. The Town and Township Questionnaire is completed directly by the agricultural census offices at town and township level through information collection. (VI) Crop Field Survey Questionnaire is used for field verification and field survey on crops with the aid of remote sensing images. VI. Organization of the Census The Third National Agricultural Census needs to be carried out with adherence to the principle of "unified leadership of the country, division and cooperation of departments, graded responsibility of local governments, and joint participation of all parties." The national agricultural census is implemented under the leadership of the State Council and the local people's governments at various levels. The State Council, provinces (autonomous regions, municipalities, and Xinjiang Production and Construction Corps), prefectures (cities, states and leagues), counties (cities, districts and banners) establish steering groups and offices of agricultural census. At town and township level, agricultural census offices are established in towns and townships, streets included in agricultural enumeration areas, and farms (forest farm, pasture, and aquaculture and fisheries) with administration functions of management. Agricultural census working groups are established in administrative villages, resident committees included in agricultural enumeration areas, and farms (forest farm, pasture, and aquaculture and fisheries) with administration functions. The main tasks of the provincial, regional and county-level leading organizations on agricultural census are to formulate plans, organize and lead the local agricultural census. The main tasks of town and township agricultural census offices and village-level agricultural census working groups are to earnestly organize and implement the agricultural census. The Chinese People's Liberation Army and the Chinese People's Armed Police Force separately establish agricultural census organizations, which are responsible for formulating work plans and concrete implementation schemes for the agricultural census of the system
