CITY OF OTTAWA PARTICIPATION IN OLG RFP PROCESS ACS2013-CMR-FED-0003 CITY WIDE Mayor Watson introduced this item by providing an overview of the background on the matter. Mr. Kent Kirkpatrick, City Manager, then provided an update with respect to communications between the City and the OLG and developments on the subject since Council’s October 2012 motion. At this juncture, Mayor Watson introduced a motion with respect to Economic and Social Impacts and Councillor Deans introduced a motion with respect to a Community Transportation Study. Committee then heard from the following public delegations: Klaus Beltzner, resident; Karen Grella, Hospitality & Service Trades Union Local 261; Alex Lawryk, Rideau Carleton Raceway; John MacMillan, Casino Choice Ottawa; Dale Harley, President, Greely Business Association; Larry Rousseau, Regional Executive Vice President for the Public Service Alliance of Canada (PSAC) in the National Capital Region; Megan Cornell, Kanata-area business owner; Eugene Melnyk, Owner of the Ottawa Senators, accompanied by Ken Villazor; Cyril Leeder, President, Senators Sports & Entertainment; Paul Webber, Bell Baker LLP; and FINANCE AND ECONOMIC DEVELOPMENT COMMITTEE 2 DRAFT MINUTES 34 Tuesday, 09 July 2013 Lisa MacLeod, MPP, for Nepea-Carleton. Committee also received the following written submissions, copies of which are held on file: Sue Warren e-mail dated 20 June 2013; Bruce and Pearl Jutzi e-mail (and supporting document) dated 20 June 2013; Frank Milito e-mail dated 5 June 2013; Bruce and Pearl Jutzi e-mail (and supporting document) dated 8 July 2013; Kanata Chamber of Commerce letter dated 8 July 2013; Linda Edwards e-mail dated 6 July 2013; Ken Holmes e-mail dated 9 July 2013; Megan Cornell submission, presented at the meeting; Senators Sports and Entertainment, presentation and submission, presented at the meeting; and Paul Webber, written submission presented at the meeting. After hearing from the public delegations, staff responded to questions from Committee members with respect to: the OLG’s position, processes, policies, procedures and timelines; the potential legal implications of moving forward with the report recommendations; the zoning implications at Rideau Carleton Raceway (RCR); potential traffic and infrastructure implications relative to RCR; decisions made by other municipalities with respect to hosting an OLG gaming facility in their respective jurisdictions; the status of the socio-economic analysis requested by Council last fall; whether the City had commissioned any polls on this subject; and previous correspondence between the City and the OLG on this subject. Fearing that Committee did not have all the information it needed to make a decision at this time, Councillor Chiarelli introduced a procedural motion to send this matter forward to Council without a Committee recommendation. Chiarelli That the Finance and Economic Development Committee send this matter forward to Council without a Committee recommendation. LOST YEAS (3): Councillors R. Chiarelli, D. Deans, K. Motion FED 34 \ 3 Moved by Mayor Watson WHEREAS, on October 10, 2012, City Council directed staff to provide an analysis of the potential benefits and impacts of an expanded gaming facility in Ottawa and to report these findings to Finance and Economic Development Committee and Council when a preferred proponent was selected by the Lottery and Gaming Corporation (OLG); and WHEREAS the selection of a specific site by City Council, namely the Rideau Carleton Raceway, prior to the Ontario Lottery and Gaming Corporation’s Request for Proposal process would enable City staff to immediately begin an economic and social impact analysis of gaming activities in Ottawa in advance of the selection of a proponent and avoid an unnecessary delay that would result from waiting until a proponent is selected; and WHEREAS the economic and social impact analysis would be based on the location and the maximum number of electronic games and table games outlined in OLG’s Request for Prequalifications for an expanded gaming facility in Ottawa; THEREFORE BE IT RESOLVED THAT staff be directed to begin an analysis FINANCE AND ECONOMIC DEVELOPMENT COMMITTEE 4 DRAFT MINUTES 34 Tuesday, 09 July 2013 of potential economic benefits and impacts and potential social impacts related to an expanded gaming facility at Rideau Carleton Raceway and report back to the Finance and Economic Development Committee and Council when it is complete. CARRIED Motion FED 34 \ 4 Moved by Councillor D. Deans WHEREAS expanding operations at the Rideau Carleton Raceway (RCR) to include a new casino would have traffic impacts on local residents; and WHEREAS the statement of work for the Transportation Master Plan (TMP) related to the South Urban area that is currently being refreshed directs staff to: • Consider transportation solutions such as an Albion Road By-Pass to accommodate projected future traffic associated with the Canada Central Exhibition (ACS2010-CMR-REP-0031); • Assess road infrastructure needs in the south urban area given the Ottawa Trade Show Centre, the Rideau Carleton Raceway and Slots operations and urban and rural growth (MOTION NO. 9/10); THEREFORE BE IT RESOLVED that, following the selection of a preferred proponent to build a new Casino at an expanded Rideau Carleton Raceway facility, the proponent be required to undertake a comprehensive Community Transportation Study (CTS) to assess the impacts to the adjacent community and propose mitigation measures as necessary as part of any potential development application, including the creation of a primary entrance to the facility from Bank Street; and BE IT FURTHER RESOLVED that the proponent funds the following as part of any potential development application: 1. Any costs to accelerate any proposed Transportation Master Plan or any other projects that are identified and deemed appropriate as a FINANCE AND ECONOMIC DEVELOPMENT COMMITTEE 5 DRAFT MINUTES 34 Tuesday, 09 July 2013 result of the CTS, including the potential timing of the O-Train extension as well as road widening projects such as Bank, Albion (south of Lester), Lester, Earl Armstrong, and the Airport Parkway; and 2. The cost to implement any Area Traffic Management plan, for Blossom Park and other potentially impacted neighbourhoods, required as a result of the Community Traffic Impact Study; and 3. The cost to maintain a free shuttle service to the Rideau Carleton Raceway from the nearest major transit hub with no decrease from the highest level of service provided in 2013; and BE IT FURTHER RESOLVED that the proponents of any proposed gaming facility be required to develop a transit service plan as part of their development application and that staff be directed to review the proposed transit service plan and review possible funding methods, including the potential for a targeted expansion of the Urban Transit Area, and report the results of their review to the Transit Commission and/or the appropriate Standing Committee and Council, as appropriate. CARRIED Motion FED 34 \ 5 Moved by Councillor M. Taylor That prior to Council considering the report recommending the Rideau Carleton Raceway as a preferred Casino site that Council be provided the following information: 1) Information on any required upgrades to water, waste water and storm water services together with a high level cost estimate. 2) Information on road networks needed, a high level estimate of the cost of implementing them including the City share of the cost of any such work. CARRIED FINANCE AND ECONOMIC DEVELOPMENT COMMITTEE 6 DRAFT MINUTES 34 Tuesday, 09 July 2013 Committee then voted on the report recommendations. 1. That the Finance and Economic Development Committee recommend that City Council direct the Mayor of the City of Ottawa to inform the Ontario Lottery Gaming Corporation that the City continues to wish to take part in the OLG’s RFP process as a "host city" for a gaming facility that will house both slots and table games; and 2. That the Ontario Lottery Gaming Corporation be informed, prior to the start of the RFP process, that the only location acceptable to the City of Ottawa for an expanded gaming facility is the current location at the Rideau Carleton Raceway.
