The Energy Law also determines that the Annual Report of the Energy and Water Services Regulatory Commission needs to be submitted to the Government of the Republic of North Macedonia and the Ministry competent for the performance of the assignments within the energy area, so that they could be informed, as well as to the Energy Community Secretariat.     North Macedonia: Fires Information Bulletin, 09.08.2021 Summary: Starting from July 30, 2021 Republic of North Macedonia was hit by tremendous heat wave that resulted with severe fires in several regions in the country that are raging for 6 days and they are still not under control despite the enormous efforts of the state institutions responsible for crisis management as well as the local population. The most affected regions are as follows: Strumica region, Kochani region, Kumanovo region, Gevgelija region, Valandovo region, Bitola and Prilep region, Shtip region, Berovo and Pehchevo region, Skopje region, Tetovo region, Radovish region, Ohrid region, Kriva Palanka region. In the past week the Red Cross of the Republic of North Macedonia is in constant communication and coordination with the state institutions on central and local level. At the moment, the Red Cross of the Republic of North Macedonia is in process of providing immediate support to the state emergency response teams in putting down the fires and the national society is making field assessment and collecting and processing information obtained from the Red Cross branches and the state institutions and will subsequently develop a plan of action to assist the affected population. The situation Republic of North Macedonia has been struck by tremendous heat wave that resulted with numerous fires country wide. The heat wave started in the last days of July and the extremely hot weather is expected to continue until August 15. The hot weather and high temperatures resulted with intensive recurring fires in many regions in the country in the last 10 days.

National and Demographic Data • Almost 60% Macedonian population lives in the urban areas, while the rest 40% lives in the rural areas. • The most densly populated areas are the northwestern parts (Skopje, and the neighbouring cities Tetovo, Kumanovo), then southwestern part (Kichevo, Ohrid, Bitola), and respectibly the region of Povardarie (Veles, Stip, Strumica). • The least populated areas are: the eastern part of Macedonia (Maleshevo), and Mariovo and Demir Hisar area (south-central part of Macedonia). Geography and Climate • Macedonia is geographically clearly defined by a central valley formed by the Vardar river and framed along its borders by mountain ranges. • Mount Korab of the Šar Mountains on the Albanian border, at 2,764 m is the tallest mountain in Macedonia. • Republic of Macedonia has a a rich geology depositions, dating from the lower cambrian to the modern cenozoic era.     CPT/Inf (2021) 8 - Part EXECUTIVE SUMMARY In the course of the 2019 periodic visit, the CPT’s delegation reviewed the treatment and conditions of detention of remand and sentenced prisoners in the country’s main prison establishments. It also paid particular attention to juveniles sentenced to imprisonment or to an educational measure at Ohrid Prison. In addition, the delegation examined the situation of persons deprived of their liberty by the police. Further, it carried out follow-up visits to the psychiatric hospitals in Demir Hisar and Negorci, as well as to Demir Kapija Special Institution for Mentally Disabled Persons. The facilitation of the visit by the authorities of North Macedonia was excellent. However, due to their persistent failure to address numerous longstanding recommendations regarding the treatment and conditions of detention of persons held in penitentiary establishments, notably at Idrizovo Prison, the CPT decided, at its March 2020 plenary meeting, to re-open the procedure under Article 10, paragraph 2, of the Convention establishing the Committee. A list of areas requiring the authorities of North Macedonia to demonstrate, as a matter of priority, verifiable progress is set out paragraph 8 of this report. Police custody In the course of the 2019 visit, in contrast to the improvements observed in 2010 and 2014, the CPT’s delegation received many allegations of physical ill-treatment by police officers. The alleged ill- treatment consisted of slaps, punches, kicks and blows with truncheons or other objects, and occurred in the context of apprehension after a suspect had been brought under control or inside a police establishment for the purpose of extracting a confession.
