Connecticut — Walk Bridge Replacement Up to $79,700,000 Connecticut Department of Transportation & Amtrak Replaces the Connecticut-owned movable Norwalk River Bridge, built in 1896, with two, independent, two-track, vertical lift rail bridges in Norwalk, Connecticut. Includes associated embankment and retaining wall improvements on the bridge approaches, new catenary structures, and signal system upgrades. The existing bridge is beyond its useful life and prone to malfunctions, especially during opening or closing. The replacement will reduce slow orders, reduce the risk of service disruptions, and improve resiliency to extreme weather events. -

The cost estimates will follow the methodology discussed below to the maximum extent practical given that no conceptual engineering has been completed to date. Where no detail for cost estimating is available, unit costs on a major level such as route track mile, complete station, or other lump sum will be utilized. 1.2 General The cost estimates for the MAG System Study Update are based upon: Conceptual level design or less. Recent costs experienced or estimated for the commuter rail and freight railroad industries. Costs experienced on recent commuter rail projects. Unit costs obtained from major vendors, as appropriate. Federal funding sources and will follow Federal Transit Administration and Federal Highway Administration procedures. In addition, the following will be included with the cost estimates: A comprehensive list of assumptions and all supporting documents supporting line item costs. -

Northeast Corridor Capital Investment Plan Fiscal Years 2017-2021 April 2016 Congress established the Northeast Corridor Commission (the Commission) to develop coordinated strategies for improving the Northeast’s core rail network in recognition of the inherent challenges of planning, financing, and implementing major infrastructure improvements that cross multiple jurisdictions. The expectation is that by coming together to take collective responsibility for the NEC, these disparate stakeholders will achieve a level of success that far exceeds the potential reach of any individual organization. The Commission is governed by a board comprised of one member from each of the NEC states (Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Delaware, and Maryland) and the District of Columbia; four members from Amtrak; and five members from the U.S. Department of Transportation (DOT). The Commission also includes non-voting representatives from four freight railroads, states with connecting corridors and several commuter operators in the Region. Metropolitan Transportation Plan (MTP) 2040 4.5 RAIL TRANSPORTATION The North Carolina Railroad between Greensboro and Raleigh is an important transportation link. The communities along the corridor and their economies are growing. Improvements to the railroad are important for mobility, freight movement, and safety. Much of the corridor remains on the alignment laid out in the mid-1800s, which envisioned maximum train speeds of 45 mph. As part of the federally- designated Southeast High Speed Rail Corridor, this segment of railroad will need significant improvements for capacity and speed (NCDOT). Passenger Rail Three AMTRAK trains operate through the historic passenger rail terminal in High Point (Carolinian-Piedmont Schedule, 2012) (Crescent Schedule, 2012). Table 4.5-1 shows the trains, scheduled departure time, route and direction of the trains. To support passenger rail service, the Piedmont Authority for Regional Transportation provides connector service from the AMTRAK station to Winston-Salem for trains 73, 74, and 76.
