AFL NORTH EAST BORDER REGION INTRODUCTION:

The AFL North East Border Commission has been established to accept responsibility for Game and Club Development, League Management and is the highest authority in the Region. Growing participation in our game encompasses a range of existing and new programs which engage all sectors of our Communities.

The strategic approach of the Commission is to: - Build the capacity of the Region to contribute more significantly to the growth and sustainability of the game. - Enhance competition structures to meet growth demands of the local areas, promote competition equalisation, increase pathways effectiveness and better consider geographic and economic factors burdening country football - Consolidate the administration and management activities of many leagues - Promote the image of the game whilst respecting the history and traditions of the local leagues and clubs to produce a stronger community connection

Seven (7) AFL Game Development Objectives have been established which shall guide Regions in both planning and delivering outcomes for the game.

Under the new Regional Governance model, League executives shall retain their existing jurisdictions over their respective Constitutions and By Laws.

With a Regional Administration Centre (RAC) the cornerstone to the overall management of football within the Region, each league is managed in accordance with league directives. In time, further efficiencies will be identified for the betterment of individual leagues and football in the Region.

As Auskick remains a key participation program, others can enter and participate in AFL9's, a non contact social form of the game whilst Youth Girls teams will provide a level of competition for girls U18. All programs are designed to be inclusive and broaden the appeal of the game but as we look to growing new segments, a key responsibility will be to support our existing clubs.

The Commission is established under the auspice of AFL as the Governing body for the game and whilst a specific Netball portfolio exists on the Commission, AFL North East Border has no governance jurisdiction over Netball. Netball Victoria shall remain the sport’s governing body and where individual league governance structures constituted.

The relationships between football and netball is acknowledged and will be considered in strategies developed, however, existing responsibility for Netball shall lay with NV, however, further opportunities will be explored between the 2 Governing bodies and Region Commissions.

LEAGUE STRUCTURES:

AFL North East Border is the highest authority in the Region with membership including leagues, their respective clubs and the umpiring association. Specifically, the leagues are the Ovens & Murray Football Netball League, the Tallangatta Football League, the Ovens & King Football Netball League, the Upper Murray Football Netball League, the Albury Wodonga Junior Football League, the Wangaratta District Junior Football League, the District Junior Football League and the North East Umpires Board.

Through management, all Auskick centres within the Region are the responsibility of the Region structure.

COMMISSIONER PROFILES:

AFL North East Borders inaugural 8 person Commission has been established to oversee the strategic direction of football with an extremely diligent process undertaken to ensure the best possible people would be appointed to the Commission and have identified high calibre independent candidates who had the specific skills sought.

The inaugural AFL North East Commissions are:

- John Byrne (Chairman) - Mark Florence - Stephen Clarke - David Koschitzke - Jason Dudenas - Kath Evans - Geoff Lowcock - Phil Nolan

All Commissioners are independent Commissioners in that they do not hold a current governance position within the region with any other local football League or Club.

Each member brings with them significant community sport and professional experiences, along with the strategic ability to grow the game of Australian Football throughout the region. The governance and management skills of the selected Commissioners are of the highest order.

The Commissioners Degree in Primary School teaching. Former Councillor Shire of Wangaratta. Murray Bushrangers TAC Regional Manager 12 years, John Byrne VFL Development Manager. Chairman North Premiership player, O&MFL interleague coach, coached VCFL State Teams. Former President Wangaratta WDJFL. Chairman of NEB Working Party Masters in Financial Planning Jason Dudenas Senior Financial Planner, WHK. 8 time OMFNL Grand Final Umpire (retired) All Australian Umpire at ACFC on the Gold Coast 2008 Current North East Umpires Board Chairman. Partner with Johnson MME Chartered Accountants (Albury). Stephen Clarke 210 games Wodonga Raiders (OMFNL) and President 4 years 2012 OMFNL Hall of Fame inductee. Played reserves and U19 North Melbourne/Richmond, Brunswick in VFA, Burnie in TAS. Senior Partner, Harris Lieberman Solicitors. Director for Football League for 9 years David Koschitzke Director for Ovens & Murray FNL 5 years. Current Chair for Albury Northside Chamber of Commerce President Albury & District Law Society Chair Hothouse Theatre and Board Member for Flying Fruit Fly Circus. Mark Florence Worked in Local Government for past 14 years. Currently General Manager, Sustainable Communities, Indigo Shire. Previously Manager, Recreation and Youth Services (facility development and participation programs) at Wodonga Council.

Long family association with local football and netball Director of Nolan Media and Events 30 years as Editor of Wangaratta Chronicle Philip Nolan Ovens & Murray Board Member 15 years Wangaratta FNC Premiership Coach & Life Member. OAM recipient Teacher and Principal, Geelong 8 and Tallangatta 25 years, retired 2012. Geoff Lowcock Played for Myrtleford FC, Monash Uni FC, Geelong Amateur FC, Bethanga FC, Tallangatta Valley FC, also coached various clubs. Chairman of Selectors Wodonga Raiders FC and member of AUL Small Business Operator (vealer breeding) in the Mitta Valley.

JUNIOR LEAGUES

ALBURY WODONGA JUNIOR FOOTBALL LEAGUE

The Albury Wodonga Junior Football League clubs are located in Albury and Wodonga with both Corowa and Yarrawonga making up the 9 club competition. Over the years, the age groups have changed regularly to suit clubs as opposed to local conditions which has created instability. In 2012, an Independent Board was introduced which has been for the betterment of all stakeholders.

The AWJFL introduced a Divisional structure in 2013 with the plan to implement an U12, 2 U14’s and 2 at U16 grades. Due to numbers, only 1 U16 division was possible in 2013 however, it is anticipated that this will expand in time.

Since 2012, the AWJFL have had the OMFNL act as the league administration and from a Regional perspective, both leagues sit outside the RAC however, plans are to integrate them in time.

With a greater focus on transition from Auskick into junior grades, the relationship with the Region and the AWJFL will be benefitted under the RAC model.

Priorities - Consolidate the Divisional structure in the AWJFL - Encourage clubs to field more teams in a divisional structure - Maintain the independence of Board members, ensure willing Board members - Integrate the league administration into the RAC

WANGARTTA DISTRICT JUNIOR FOOTBALL LEAGUE

The Wangaratta District Junior Football League is predominately a Wangaratta based U14 and U16 competition with 6 Wangaratta clubs, Bright and Myrtleford. Playing numbers have improved over the past few years after several seasons where teams were vulnerable across all clubs. Through planning and an investment in this competition, players have been retained in the WDJFL, playing in their appropriate age group.

Whilst governed by a Board, the executive comprises club aligned individuals which is not ideal. Since 2008, the WDJFL has been administered by NEFN which has rolled into the AFL NEB Regional Administration Centre. Current RAC/WDJFL areas of responsibility are blurred by the Executive being operational due to financial constraints.

In 2013, discussion have been had about the expansion of the league to potentially include Benalla and Mansfield teams which will be determined in time once a better understanding of all influences have been considered. Further, the potential of an additional U12 grade has been proposed to be explored ahead of 2015.

Priorities - Consolidate the RAC funding model - Fully consider the leagues capacity to successfully expand with new clubs in 2015 - Identify and where possible maintain independent Board members

SENIOR LEAGUES

OVENS & MURRAY FOOTBALL NETBALL LEAGUE

The Ovens & Murray Football Netball League is the Regions only Major League and covers areas of Wangaratta, Albury, Wodonga, Myrtleford, Corowa and Yarrawonga. Dominated over recent years by both Albury and Yarrawonga, the league faces challenges around the sustainability of smaller communities continuing to compete at this level. Over the past 7 years, 5 clubs have been on the brink of financial ruin.

The OMFNL has had full time administration since late 1990’s and has successful branding and marketing structures in place and currently administer the AWJFL from their Albury offices. Governed by an independent Board, the OMFNL has a Netball Subcommittee to support the executive. Whilst embracing the Region Commission model, the OMFNL are reluctant to enter the RAC based on their current business model.

Priorities - Consolidate the OMFNL in the RAC model - Ensure the sustainability of clubs financially and operationally - Acknowledge the decline in the OMFNL reserves competition and ability of clubs to field 2 teams - Monitor the transition into the OMFNL U18’s and the current inability of some teams to compete

TALLANGATTA DISTRICT FOOTBALL LEAGUE

The Tallangatta District Football League is a 12 club competition with U14’s, U17’s, Reserves and Senior teams. Comprising predominately clubs from larger communities with populations of 500 to 1,000, the TDFL is a vibrant competition and the Regions largest participant base.

With 2 clubs situated in Albury/Wodonga, most other clubs are within a 30-60km radius of the Regional centre making player access easier at both junior and senior level.

The TDFL are governed by an Executive who sit over a delegates system which works well depending on the capacity of the executive at any time. With most executive members’ traditionalist, the league successfully operates on historical systems and processes. Currently plans are being considered to merge the Football League and the Tallanagatta District Netball Association.

Since 2011, the TDFL have been managed by the RAC (formerly NEFN) which has been well received although highly operational with the amount of football played.

Priorities - Increase revenue streams to support the TDFL via AFL NEB - Be conscious of impacts on Albury/Wodonga based clubs - Identify and where possible maintain independent Board members - Consider in our plans, concepts to better the league which may be foreign to the current processes

OVENS & KING FOOTBALL NETBALL LEAGUE

The Ovens & King Football Netball League has experienced significant change and challenges over the past 10 years. Initially loosing 3 strong clubs to the TDFL, it accepted 4 former Benalla DFNL clubs in 2010 which leaves them with 14 clubs in 2013. The U18 grade has been on decline and started 2013 with 5 teams with Bright withdrawing mid season leaving it a 4 team competition.

With the exception of Benalla and Bright, the clubs are formed around small communities of less than 500 people and rely heavily on the population of Wangaratta to provide on and off field numbers. Currently an AFL NEB Review is being conducted with the expectation the number of club shall be no more than 12 from 2014. The OKFNL also has 4 grades of Netball.

Governed by an independent Football/Netball Board, the league were the first in the Region to embrace centralised Administration and remain a key member of the RAC.

Priorities - implement the recommendations of the AFL NEB Review - Identify Board members - Transition players from junior competitions into the U18 teams - Increase revenue streams to support the OKFNL via AFL NEB

UPPER MURRAY FOOTBALL NETBALL LEAGUE

The Upper Murray Football Netball League is the Regions most remote with 6 clubs, 4 football and 4 netball grades.

3 of the 6 clubs are based in and around Corryong, 120km’s from Wodonga with Tumbarumba (a rugby town) located in NSW and Bullioh and Border Walwa. Being a remote location, clubs rely on the populations of Albury and Wodonga to access players which then necessitate travel money.

The league is always considered vulnerable based on geographic, numbers of clubs, financial resources and access to players. In stating that, the league has had less than 6 clubs in its history and could survive with less again. Border Walwa was a club in trouble 9 months ago and has an uncertain future in 2014.

Due to the leagues limitations, its culture provides for players to “double up” through the grades and from juniors into seniors. Whilst is appoints an executive annually, they are all clubs presidents and operate on a delegates system with the RAC managing all their administration.

Priorities - Continue to support the league through the RAC - Increase revenue streams to support the UMFNL via AFL NEB - Maintain open discussions to best ensure the competition remain viable

NORTH EAST UMPIRES BOARD

The current North East Umpires Board model is currently under Review with the AFL NEB Commission to implement a streamlined model in 2014. With Umpires bases in Wangaratta and Albury, the current availability of umpires is concerning which is being addressed through the Review. With the AFLNEB appointing an Umpire Development Manager to oversee coaching, management and recruitment strategies, the Umpire Department will be involved in the RAC.

Priorities - Implement Umpire Review Governance and Management Recommendations - Increase umpire recruitment and retention - Improve the match day environment for Umpires - Implement Club Umpire programs at each league - Increase revenue streams to support the Umpiring via AFL NEB

Summary

 The AFL is the most elite form of Australian Football, and the AFL Clubs provide leadership and support for development of the game at all levels. AFL Clubs are increasingly playing a role in supporting game development across , including support for provincial, rural, and remote communities.

 The AFL North East Border Region includes the following football leagues: o Ovens and Murray Football League o Ovens and King Football League o Tallangatta and District Football League o Upper Murray Football League o Albury-Wodonga Junior Football League o Wangaratta and District Junior Football League.

 The AFL North East Border region, within the AFL Victoria structure, has a very high level of participation. For example, male participation in football in the o 5 to 12 years is 39.1% (ie almost 4 in every 10 boys aged 5 to 12 participated in club, school or Auskick football) o 13 to 18 years is 51.3% o 19 to 39 years is 16.0%.

 The AFL North East Border region, in 2013, has 66 Football Clubs (20 dedicated junior clubs, 28 dedicated senior clubs and 18 combined senior/junior clubs) participating in 6 leagues. Regular participation in football (in competitions and programs of at least six weeks duration) in the 2012 was 9,163, including: o 5,425 participants in club competitions o 3,233 in Auskick o 450 in school competitions o 55 in social programs.

 Australian Football contributed an estimated $31.903 million to the North East Border regional economy in 2013.

1. INTRODUCTION

1.1 ABOUT AFL NORTH EAST BORDER REGION

AFL North East Border region is one of 94 Australian Football regions throughout the nation. Ballarat AFL Region, is shown in Figure 1.1, and AFL North East Border region encompasses part or all of the local government areas of Rural City of Albury (NSW) Corowa Shire (NSW) Indigo Shire Towong Shire Alpine Shire Rural Moira Shire.

The six football leagues that currently operate in the AFL Victoria North East Border Football Region are Ovens and Murray Football League, Ovens and King Football League, Tallangatta and District Football League, Upper Murray Football League, Albury-Wodonga Junior Football League and Wangaratta and District Junior Football League.

AFL Victoria monitors player participation and game development in a set of regions which are not yet defined with the same boundaries as those of the new Country Victorian regions. Therefore, for an interim period, the AFL Victoria North East Border region is not exactly the same as the AFL North-East region, which continues to be used for participation statistics.

Population projections prepared by DPCD (Victoria in Future 2012) suggest North East Border region’s population will experience relatively modest growth in all areas, including Towong and Alpine Shires which experienced population declines in the past decade; expected to be stemmed, and converted to modest growth over the next 15 years. Table 1.1 shows the projected population growth in North East Border between 2011 and 2026. Overall the region’s growth is expected to be 0.85% per annum over the 15 year period (0.87% per annum between 2011 and 2021 and 0.82% per annum between 2012 and 2026). The region’s population structure will experience significant ageing over the next 15 years but, and like many other Victorian country regions, North East Border Region in general is expected to record declines in younger age groups.

The local government areas in the region have a spread of socio-economic characteristics, with the urban areas of Wodonga and Wangaratta having larger employment bases and housing markets, which leads to greater investment in real estate and higher property values.

Individual, household and family incomes are below the Victorian and non-metropolitan median throughout the region. Housing costs are greater in Wodonga than in the other municipalities (and similar to the Victorian medians), while they are also above non-metropolitan medians in Indigo as indicated in Table 1.2.

1.2 AFL VICTORIA’S NORTH EAST BORDER - PARTICIPATION REGION

The North East Victorian region has traditionally had strong participation in Australian football, and participation continues to grow steadily. Over the past decade (2003-2012) participation in football in North East region has increased at the average annual rate of 1.30%. Table 1.2 summarises Ballarat region football participation since 2003.

Rates of male participation in Australian football in 2012 in the North East Victoria Region are summarised in Table 1.3 and are relatively high: - 40.6% for 5 to 12 year old boys (ie 40 of every 100 boys aged 5 – 12 years living in the region played in a formal Australian football competition or program during 2012), - 51.3% for 13 to 18 year old boys. Country Victorian and South Australian regions are the only AFL regions around Australia where the player to population rates among 13-18 year olds are higher than those in the 5-12 years age group. - 16.0% for 19 to 39 year old males. - 0.6% for females in the 5 to 39 years age ranges.

2. ESTIMATED ECONOMIC CONTRIBUTION OF FOOTBALL IN THE NORTH EAST BORDER REGION

2.1 CONTRIBUTION BY EXPENDITURE CLASSIFICATION

The contribution of Australian Football to the local economy is grouped into four categories: - Leagues and Clubs - Players, Members and Supporters - Business and Multiplier Effects - Volunteer Labour.

Table 2.1 summarises some of the characteristics for these categories for the North East Border Football Region in total.
