Mobility, as the ability among newcomers and citizens to move temporarily and circularly across international borders and between states, has become a pervasive norm for a significant portion of Canada’s population. Despite its pervasive nature and the growing public interest, however, current research has been limited in how Canadian policies are reacting to the ability of citizens and newcomers to move. This thesis seeks to fill that gap by analyzing Canada’s treatment of mobility within and across policies of immigration, citizenship and foreign affairs. An analytical mobility framework is developed to incorporate interdisciplinary work on human migration and these policy domains. Using this framework, an examination of policy developments in each domain in the last decade reveals that they diverge in isolation and from a whole-of-government perspective around the treatment of mobility. In some instances policy accommodates or even embraces mobility, and in others it restricts it. Attachment A Report Prepared by External Planning Consultant 3 Recommendation It is resolved that consent be granted to Development Application D/2017/1652, subject to the following: (A) the variation sought to Clause 6.19 Overshadowing of certain public places in accordance with Clause 4.6 'Exceptions to development standards' of the Sydney Local Environmental Plan 2012 be supported in this instance; and (B) the requirement under Clause 6.21 of the Sydney Local Environmental Plan 2012 requiring a competitive design process be waived in this instance; and (C) the requirement under Clause 7.20 of the Sydney Local Environmental Plan 2012 requiring the preparation of a development control plan be waived in this instance; Reasons for Recommendation The reasons for the recommendation are as follows: (A) The proposal, subject to recommended conditions, is consistent with the objectives of the planning controls for the site and is compatible with the character of the area into which it will be inserted. It will provide a new unique element in the public domain which has been specifically designed to highlight Sydney’s main boulevard and the important civic precinct of Town Hall and the Queen Victoria Building. (B) The proposed artwork is permissible on the subject land and complies with all relevant planning controls with the exception of overshadowing of Sydney Town Hall steps. While the proposal will result in some additional shadowing of the steps this impact will be minor and is outweighed by the positive impacts of the proposal. (C) The proposal is of a nature compatible with the overall function of the locality as a civic precinct in the heart of the Sydney CBD. -

File Ref.: MA 60/1(2002) Pt.4 LEGISLATIVE COUNCIL BRIEF SHIPPING AND PORT CONTROL (AMENDMENT) REGULATION 2002 INTRODUCTION At the meeting of the Executive Council on 25 June 2002, the Council ADVISED and the Chief Executive ORDERED that the A Shipping and Port Control (Amendment) Regulation 2002, at Annex A, should be made under section 80(1) of the Shipping and Port Control Ordinance to impose a designated area in the Kap Shui Mun water area and require all vessels to tender pre-arrival notification (PAN). BACKGROUND AND ARGUMENT Imposing a Special Area in the Kap Shui Mun area 2. At present, through traffic to and from the northwestern approaches of Hong Kong waters are free to be conducted in either the Kap Shui Mun Fairway or Ma Wan Fairway. Such traffic can be both southeast-bound and northwest-bound. The average navigational width of the Kap Shui Mun Fairway and Ma Wan Fairway are 210 metres and 680 metres respectively. 3. In view of the collision incidents that happened in the Kap Shui Mun area, Marine Department conducted an in-house study in the year 2000 on the traffic using the area with a view to developing measures to improve navigational safety there. The study recommends, inter alia, that a single direction traffic scheme should be introduced to the Kap Shui Mun area. Under the scheme, through traffic in the northern part of the much narrower Kap Shui Mun Fairway should be limited to southeast-bound only. The two-way bound traffic arrangement in both the southern part of the Kap Shui Mun Fairway and the entire Ma Wan Fairway can remain unchanged. -

LC Paper No. CB(4)830/20-21(05) For discussion on 26 April 2021 Legislative Council Panel on Economic Development Upgrading of Facilities of the Hong Kong Wetland Park PURPOSE This paper aims to consult Members on the proposal for upgrading the facilities of the Hong Kong Wetland Park (HKWP) with a view to enhancing its appeal as an eco-tourism attraction and seek Members’ support to seek funding approval from the Finance Committee (FC). BACKGROUND 2. HKWP is located at the northern part of Tin Shui Wai. It comprises a 10 000m2 Visitor Centre and a 60-hectare Wetland Reserve. The Visitor Centre has themed exhibition galleries, a theatre, a souvenir shop, a cafeteria and an indoor play area. The themed exhibition galleries showcase the importance of wetland on biodiversity, civilisation and conservation. HKWP has attracted over 7.2 million visitors as at March 2021 since its opening in 2006. It is a world-class eco-tourism attraction and has obtained various architectural and landscaping awards from local and overseas professional groups. HKWP is also an important wetland ecological education and green tourism facility in the territory. A total of 8 000 educational and promotional activities were held in 2019. 3. Located next to the Mai Po Inner Deep Bay Ramsar Site and being a member of the Wetland Links International (Asia), HKWP presents a beautiful wetland landscape, which is home to more than 270 species of birds, 58 species of dragonflies, 10 species of amphibians, 33 species of reptiles, 18 species of crabs, 27 species of fishes and 181 species of butterflies. -
