HARBLEDOWN AND ROUGH COMMON PARISH COUNCIL Minutes of Parish Council at Rough Common Village Hall On Monday 25th November 2013 All Planning Applications received since the last Parish Council meeting were on display from 7.35 p.m. Meeting commenced at 7.40 p.m. Present Councillors J Larkinson (Chairman), W Gregory (Vice Chairman), A Cain, S Denham, B Golding, R Perham, B Shire, G Wright, Canterbury City Councillor Michael Dixey. Mr D Frost (Clerk) and 1 member of the public present. 88/13 Confirmation of Summons All Councillors had received their summons to attend this meeting and the public notices had been served correctly. 89/13 Alterations to the Register of Councillors’ Interests and Declaration of Interest on Items on the Agenda There were no alterations to the Register of Councillors’ Interests. 90/13 Apologies for Absence. Councillor Edis (Illness), Councillor Conway (Holiday). 91/13 Approval of Minutes It was proposed by Councillor Gregory and seconded by Councillor Cain that the Minutes of the meeting held on 28th October 2013 be signed as correct. 92/13 Matters Arising. There were no matters arising. At this point the Chairman asked whether any resident of the Parish wished to address the Council or ask any question about any agenda item. 93/13 Planning applications. The following planning application was received. CA/13/02143/LUP. 22 Lanfranc Gardens Harbledown. Erection of rear dormer and three roof lights to front roof slope. This is a proposal only and not an application. Therefore there are no plans available and no decision necessary. 1 Committee Reports Finance There was no report. Open Spaces and Allotments Open Spaces There was a detailed discussion amongst the Committee regarding the draft lease of Neal’s Place Meadow, received from Canterbury City Council. Because there was not a consensus of opinion to sign the draft lease, Councillor Perham proposed that a further look at the financial implications for the Parish Council should be looked at and that negotiations should continue with Canterbury City Council, with a view to obtain a more satisfactory leasing arrangement with the City Council. The proposal was carried with 5 votes in favour, no votes against the proposal, but with 2 abstentions. There was a question from the one member of the public regarding The National Trust providing direction signage to Golden Hill. The Clerk said that he would look into this further and report his findings. Allotments Councillor Perham said that there has been interest from a resident in renting a plot at Hillside Allotments. Councillor Perham said that he would pass the details of the resident to the Clerk, for inclusion on the waiting list for plots. 94/13 Reports of Councillors with Portfolios Footpaths: Councillor Golding reported that the recent high wind has led to some obstructions to footpaths, and these have been removed with the help of a chain saw. A heavy mature tree partially blocking footpath CB505 will need some careful attention as it is resting on a garden fence. An orchard with a central footpath will be pruned. The potential danger by a fallen fence remains on the east- bound A2. The Highways Agency has advised the responsibility is the landowners. Councillor Golding is setting out to confirm which this is in order to see the fence repaired. Tree Matters: Councillor Shire reported that work has been proposed at The Burrow Faulkner’s Lane Harbledown. The work involved felling a leaning holm oak. Crown raise the tree line overhanging the road to give 5m clearance. Reduce the crown of a holm oak to give 3m clearance from the street lamp. 2 Work has been proposed at The Walnuts, Harbledown Park, Harbledown to remove the larger of 2 walnut trees located closest to the house, in the front garden. Councillor Shire has suggested that any replacement tree should be planted further from the house. Replacement oak trees at Oaks Park, Rough Common (Item 82/13) 28th October 2013 minutes. The Clerk reported that he had received an invoice for £626.57 from Kent County Council for the provision and planting of 4 oak trees. The planting is set for the 5th December 2013. There was a discussion amongst the committee regarding this and Councillor Perham said that a costing for this should have been provided before any decision was taken before a commitment to proceed was given to Canterbury City Council. Councillor Denham said that the Clerk should look at the amount available in the tree element of the Open Spaces Budget, and report this to the members of the Open Spaces Committee. Councillor Larkinson asked the committee to vote whether the Parish Council should go ahead or delay the planting of the 4 oaks. The Committee voted to delay the planting with 3 members in favour of delay, 3 abstentions and I against delay. Councillor Larkinson asked the Clerk to speak to the Senior Countryside Officer at Canterbury City Council to discuss the possibility of delaying the planting of the 4 oaks or reducing the amount payable by the Parish Council. In the meantime the Clerk was instructed not to pay the invoice received from Kent County Council. Highways: Councillor Gregory reported as no proof of ownership of The Green, at Rough Common has been received, Highways have not made any changes to their map showing The Green as public highways. The bollards in Church Hill should be installed within the next 6 weeks. The new pavement in Rough Common Road has gone to local consultation and all going well it will be ready to be built around Easter. A retrospective planning application has been made for the unauthorised access into Mill Lane. Works outstanding: The broken light on the footpath of Palmar’s Cross Hill have been inspected by Highways and we have been advised that the light is owned by Canterbury City Council. This fault has been reported to them. The moving of the HGV sign on the A2050, and a number of problems with wrongly positioned and missing HGV signs around Rough Common have been reported. The temporary NO Entry signs at the junction of the A2050 and Wingate Hill in Upper Harbledown are there because permanent signs have been damaged and there is no date for when new permanent signs will be available. A resident has complained of HGV’s using Rough Common Road. Councillor Shire said that these vehicles couldn’t be reported until the correct signage is in place. Councillor Perham said that damage to a streetlight outside of 115 Rough Common Road, during the recent high winds, has still not been repaired. 3 Councillor Gregory said that she has reported this. Park and Ride: There was no report. Newsletter: There was no report. 95/13 Reports of Councillor representatives No Man’s Orchard: Councillor Larkinson said that the next meeting of the No Mans Orchard Committee would now take place in January 2014. Police Liaison: There was no report. Rough Common Village Hall: Councillor Cain reported that the new lighting recently installed had doubled the lighting capacity in the hall and that a new electronic fan heater had also been installed. Quotations are being sought for work to the front porch, emergency exit and kitchen extension. KALC: There was no report. 96/13 Update status on other items: Canterbury Ward boundary changes. 97/13 Correspondence: The digest had been circulated and was available for Councillors to read. Councillor Larkinson reported that contact has been made by Hackington and Blean regarding the proposed Canterbury Ward boundary changes. They have suggested that the Parish Council support the idea that Harbledown Ward should join with Hackington and Blean under the proposed new arrangements. Councillor Larkinson said that it would be better to wait until the consultation starts before we decide how to respond to these approaches. The Committee agreed this. 98/13 Finance and Accounts for Payment: It was resolved to accept the accounts for payment. Proposed by Councillor Denham and seconded by Councillor Perham. 99/13 Future Issues: Ward boundary changes Park & Ride Parish Assembly Talk by Councillor Tony Austin on local bus services St Dunstan`s consultation. The next meeting will take place on 27h January 2014 at St Mary’s Hall Upper Harbledown. Planning Applications will be on display from 7.15 pm.
