The Chair made reference to the return to The Green at Wembdon and emergency arrangements in place at the venue. 2 Minutes and Matters Arising 2.1 The Chair made reference to the meeting note of 1 August 2019 and invited any further comment on the draft note. 2.2 The Afternote provided for 3.1 regarding stockpiles heights was noted as resolved. Rob Morgan (RM) extended his thanks to Somerset County Council for the work that had been successfully undertaken at Greenway Garage. The Afternote provided for 5.3 was also noted as resolved. The meeting note was then approved and is available to view along with the respective papers and presentations on the website www.edfenergy.com/hpccommunity (Transport Forum section under 21 November 2019) 3 Project Progress 3.1 Ross Edwards (RE) gave a presentation running through recent project highlights. The slides are available on the website: www.edfenergy.com/hpccommunity (Transport Forum section under 21 November 2019) 3.2 Follow up questions / discussion topics included: • Staff numbers and shift patterns • Apprenticeship numbers • Use to the jetty • Sea wall design • When will more information be available regarding plans for Combwich Wharf? RE confirmed that a briefing was currently being organised to liaise with Otterhampton Parish Council about the wharf plans in the first instance • Forum members welcomed that the EDF service to commemorate Armistice Day on site could be heard in the local area. 4 Update from Transport Review Group (TRG) 4.1 Rachel Lister (RL) presented the TRG Quarterly Report Summary for Q3 – a copy of which was made available on the website ahead of the meeting: www.edfenergy.com/hpccommunity Follow up questions / discussion topics included: 4.2 • Sue Goss (SG) requested the fly parking figures for Q3 to be provided broken AFTERNOTE down by location. AFTERNOTE: Provided. • It was reported that number of parked vehicles in both Nether Stowey and Combwich respectively was becoming an issue. Andrew Darch (AD) asked about the policy of driving and parking near bus stops. It was confirmed that workers can only use their allocated bus stop and that there are rules regarding distances between parking and bus stop use. If anyone feels workers are not complying then please report it to the hotline so it can be investigated. • SG reported that in Stogursey there was not so much an issue with fly parking and congratulated the team on the work they are doing. However, the number of vehicles parked belonging to residents of HMOs was an issue. Stogursey were looking into creating new car park facilities to deal with this issue. 4.3 Further to previous updates provided to the Transport Forum, Brian Buckingham (BB) then gave an update HPC Delivery Management System (DMS) Replacement; the new booking system, which goes live on Friday 6 December 2019, uses GPS technology instead of the ANPR camera system previously employed allowing real-time mapping and route compliance with the whole journey tracked. A copy of this presentation is available on the website www.edfenergy.com/hpccommunity Andy Coupé (AC) noted that the changes sought by EDF Energy to the DMS required amendments to the Construction Traffic Management Plan (CTMP) and Appendix A1 – Traffic Management and Monitoring System (TMMS), being one of the Development Consent Order management plans. In accordance with the Development Consent Order S106, the determination of proposed changes the CTMP is the responsibility of the Transport Review Group. Transport Review Group had received a full briefing on the DMS and had, at a special meeting on 18 November, approved proposed amendments to the CTMP that would enable the new arrangements to be put in place in early December. 5 Updated information on Transport Matters (including Bristol Road / Wylds Road scheme) 5.1 Update on transport matters: AC reported that: • C182 haunching works are now complete • The safety schemes on Taunton Road and Broadway had been completed and undertaken mostly during the school summer holidays. • Quantock Road roundabout – work has started and is going well – due for completion Spring 2020. • Cannington Traffic Calming – Phase 1 of the scheme had been completed. 5.2 Follow up questions / discussion topics included: • Gary Perrett (GP) complimented the work undertaken to the C182 and the traffic calming in Cannington, commenting that Rodway was now a much safer environment for cycling. • SG welcomed the haunching works to the C182, but raised concerns about the state of the layby at Claylands Corner subsequent to its use by the contractors. AC to investigate. ➢ AFTERNOTE: Claylands Corner Layby. It is still a working site and the layby AFTERNOTE is still under a temporary TTRO for use by Skanska. Any remedial repairs will be made once the site is cleared. Once the layby is clear of spoil we will be able to fully assess the current state but the team believe that the remainder of the layby appears to be structurally sound. • Bolham Road Layby was still without signage to prevent use by HGVs and is already being damaged as a result – Alastair Higton (AH) confirmed signs will be installed soon. AFTERNOTE ➢ AFTERNOTE: Bolham Road Layby. We are awaiting delivery of signage and hope to be able to programme installation before the end of 2019. • AC reminded the Forum of the discussion at the August meeting of the Forum in 5.3 relation to the Bristol Road / Wylds Road improvement works which noted in particular as follows: ➢ “EDF Energy proposed to delay conducting the works until the peak transport period was over. ➢ AC clarified that EDF had initiated this formally through the due process with local authorities detailed in the S106 agreement in connection with a change to the HPC Implementation Plan. This involved providing technical details to Sedgemoor District Council, Somerset West and Taunton Council and Somerset County Council. ➢ EDF Energy would then have to take into account any reasonable representations from those Councils before determining the appropriate course of action. AC noted that EDF had latterly provided details of the proposal also to Bridgwater Town Council and invited comments to be submitted directly to EDF Energy and through the District/ County Councils. In the meanwhile, Sedgemoor District Council and Somerset County Council had submitted a joint interim response to request further information from EDF Energy before they could provide their reasonable representations. ➢ EDF Energy had replied to advise that it would pause the period for the provision of the Councils reasonable representations which would be restarted after its response to the request for further information had been provided, thereby ensuring that all parties had sufficient time to make any representations as per the Section 106 agreement.” • RL updated that assessments of traffic flows at the junction were planned shortly that would be used in an assessment to be provided to the Councils in due course. It was further noted that the detail of the scheme had previously been considered by the Forum at a workshop. • Rob Morgan was happy to hear this as he felt previously there had been a lack of clarity. • An undertaking was given to further discuss Bristol Road / Wylds Road at the Transport Forum when the timing is right for an update. 5.4 Mark Walton (MW) raised safety issues on the A39 at Kilve where he highlighted that the road narrows; wing mirrors are often lost but as there have been no fatalities so the location has not attracted safety improvements as a result. Discussion ensued about the potential for the Parish Council to submit a bid to the Community Fund. Esther Lawson (EL) requested that a link to the Road Safety Fund be shared with MW directly (actioned 22 / 11/ 19) and members of the Forum in the meeting note. Link: https://www.avonandsomerset.police.uk/apply/police-community-trust/road-safety-fund/ • It was confirmed that the size of the buses used along the route served were appropriate to the road they were using. 6 Any other business 6.1 Liz Leyshon, requested by email that it should be recorded that that there is a much improved situation in Glastonbury since the opening of the jetty. 7 Dates of futures meetings The chair highlighted the letter sent to all forum members on 27 September 2019 from David Eccles regarding the review of the frequency and times of the forums in 2020. Copies of the letter was available to anyone who was new to the forum or may need one. Final comments were invited within a week of the meeting; these should be sent to: [email protected] In the coming months, the proposal and any feedback received will be discussed with the local authorities.
