Current Open Calls South Dublin County Council is currently inviting artists to submit Stage 1 proposals for commissions in the District Centre Enhancement Programme at locations: Rosemount Shopping Centre (Rathfarnham) and Castletymon Centre (Tallaght). South Dublin County Council would like to invite expressions of interest from artists with experience of community collaboration, for the commissioning of artworks that creatively explore public spaces. The outcomes of these public art commissions may take the form of Street Art, Art Installation or event. A willingness to enter into a working partnership with the community and key stakeholders in the process of creating the commission is a core consideration in this brief. These commissions at Rosemount Shopping Centre (Rathfarnham) and Castletymon Centre (Tallaght) will be the first in the District Centre Enhancement Programme. Led by South Dublin County Council Roads Ser- vices, the programme will celebrate the importance of the District Centres and will involve ten commissions in total. 2. District Programme South Dublin County Council is proposing to undertake a programme of ten commissions over a five-year period beginning in 2021. The commissions may involve Street Art murals on commercial units if feasible, or installations in other media. The programme will provide a platform for artists to respond creatively to public space and increase public engagement with the arts. The vision for the District Centre Enhancement Programme is that South Dublin’s Villages & Centres are important contributors to the success of our County’s economy. Our Villages & Centres should be welcoming, distinctive and resilient places that encourage community cohesion and support the good growth of retail, enterprise and housing. The District Centre Enhancement Programme commissions are intended to bring flashes of colour and creativity to everyday spaces in District Centres in South Dublin County. The programme aims to take a ‘tired’ commercial centre and transform it into a canvas to help brighten up the district centre, making it a more attractive place to live, work and visit. They are also intended to provide opportunities for collaboration and participation with the local community. Commission Process Commissions for Rosemount Shopping Centre (Rathfarnham) and Castletymon Centre (Tallaght) will be selected using a two stage commission process. Stage 1 is open to all artists. It is an initial expression of interest process that will result in the shortlisting of a maximum of 3 artists for each commission who will progress to Stage 2. At Stage 2 artists will be required to provide a detailed project proposal to include site location, analysis of the concept, visuals, methodology, technical information, time frame and budget breakdown. A panel may also be formed from Stage 1 artists for other artwork commissions under the District Centre Enhancement Programme. If a panel is formed, a Development Stage will follow with the panel and South Dublin County Council to consider proposals for additional artworks/projects. 4. Finance The value of each of the commissions at Rosemount Shopping Centre (Rathfarnham) and Castletymon Centre (Tallaght) is €13,000 including VAT. This amount is fully inclusive of all costs including fees to the artist, any necessary research, production/realisation, installations, insurance, documentation and maintenance file. Artists shortlisted to Stage 2 will be paid a fee of €500 for development of proposals. 5. Site Location The site for artworks at Rosemount Shopping Centre (Rathfarnham) and Castletymon Centre (Tallaght) will be determined by the artist at Stage 2. The artist is encouraged to think creatively about public space. Potential sites might include the side or rear of buildings maintained by the council or privately owned commercial properties. The artworks may also be sited in the areas surrounding the District Centres. The Council will provide a map of each District Centre showing the areas maintained by the council. The council will provide a list of commercial properties that have expressed interest in the District Centre Enhancement Programme. Written permission will be required from the property or site owner and should be submitted by the artist with the Stage 2 proposal. Further information on each District Centre in Appendix 1. 6. Briefing An online briefing will be arranged for artists who are interested in the commission to meet with the Project Manager of the Scheme. There will be a Question and Answer session. This will take place on Monday April 26th at 11am. Email [email protected] by Friday April 24th to attend. 2 7. Stage 1 Applications Artists should provide the following information as part of their submission: • CV: please submit an up-to-date curriculum vitae and contact information • Documentation of work: please submit up to 5 examples of relevant, previous work, including written descriptions, photographs, and where relevant links to videos hosted on Vimeo • A statement that outlines how you will approach this commission (500 words maximum). Please indicate why you are interested in this commission, and why you feel your practice is best suited to this particular brief (150 words maximum). The proposal should also demonstrate your experience of creating original, high quality artworks and of working through consultation-based / engagement-based / collaborative processes. Stage 1 expressions of interest will be assessed using the following criteria: • Experience of creating original, high quality artwork (40/100); • Previous experience of managing/working on projects (20/100); • Approach to consultation and/or collaboration with key stakeholders – namely (1.) local community, and (2.) commissioning department (40/100). Closing date for submissions is Wednesday, May 26th, 4pm. Applications can be made via the online platform at: www.submit.link/4e Late submissions will not be accepted. 8. Stage 2 Shortlisting Up to three artists will be invited to develop Stage 2 proposals. A Stage 2 Artist Brief will be provided to the shortlisted artists. A project development fee of €500 will be paid to artists on completing the Stage 2 submission/application process. Artists will be asked to submit a proposal with relevant supporting material. The proposal should include: • Summary of your proposal (50 words) • Provide a detailed description of the concept and proposed process of community engagement (500 words) • Outline why you have applied for this opportunity and how you feel this proposal will best suit the Scheme. (150 words) • Proposed location of artwork with written permission from the property or site owner • Visuals of potential outcomes for the artwork in situ – digital images or scaled drawings • Analysis of logistics and technical issues • A detailed budget breakdown, to include fees, materials and any other costs. • Detailed installation plan • Detail of maintenance requirements for the completed commission • Timescale for realisation and projected completion date, inclusive of any research period Deadline for submissions: Summer 2021, to be confirmed following Stage 1. 3 9. Selection Panel The Selection Panel for the commission will include: • Representative(s) of the project team; • Representative(s) of the Arts Office; • External expert (independent artist/curator); • Local area public representative; • Local community representative; • Commercial Units representatives. 10. Queries Applicants are welcome to make enquiries regarding the commission. Answers to questions of a factual nature and not relating to conceptual or aesthetic questions will be circulated all artists. Closing date for submissions is Wednesday May 26th at 4pm. 4 Appendix 1: The Sites Rosemount Shopping Centre (Rathfarnham) Rosemount Shopping Centre is located in the residential suburb of Rathfarnham Dublin 14 approximately 7.2km from Dublin City Centre. The immediate area is predominantly residential in nature with spread of high density neighbourhoods including Ballyboden, Ballyroan, Butterfield and Old Orchard. The centre is very much integrated into the local community. Adjoining services include the parish church, Ballyroan community & youth centre and the public library. The centre comprises a two level scheme with 8 retail units situated at ground floor and a further 4 commercial and offices units at first floor. The scheme extends to 2,215.4 sq m (23,846 sq ft) with 112 surface car parking spaces. The parking spaces are in charge to South Dublin Co. Council. The centre is fully occupied and is anchored by Supervalu. Tenants within the parade include a pharmacy, café, takeaway, butchers and a fishmonger amongst other complimentary

    © Journal of Mediation and Applied Conflict Analysis, 2014, Vol. 1, No. 1 RESTORATIVE PRACTICES IN ACTION: Tallaght West Childhood Development Initiatives’ Restorative Practices Programme Claire Casey Abstract This article describes CDI’s Restorative Practices (RP) programme in Tallaght West by discussing the origins, implementation and independent evaluation of the programme. A definition and explanation of RP based on existing literature and research is offered and the findings of the evaluation of CDI’s RP programme are presented along with testimonies from users of RP in Tallaght West. CDI was one of three Prevention and Early Intervention Programme sites and is now funded under the Government’s Area Based Childhood Programme which supports the delivery of a range of services to improve outcomes for children and young people in Tallaght. The article concludes with the key learning to date about the use and impact of RP in a community setting along with a discussion of possible areas for further research, or investigation.     BRIEFING DOCUMENT RE:PROPOSED CLOSURE OF SUBURBAN DISTRICT COURTS IN DUBLIN. The Dublin Solicitors Bar Association which represents almost 3000 solicitors in Dublin oppose the closure of the District Courts in Dublin because: a. the closures do not achieve a financial benefit for the state and they will, we believe result in increased expenditure for a poorer service when you consider the increased costs for the Gardai, loss of Garda time and the increased costs and inconvenience for court users. b. In addition the closures will reduce access to justice for the users of the District Court system, many of whom are the most vulnerable in society such as single mothers seeking maintenance for their children who will have to attend the court office in the city centre to apply for legal aid and then appear in court on at least one more occasion. Very often these mothers have been directed by social welfare to apply for maintenance and if the fathers do not turn up as the court then a bench warrant will issue which causes further costs to mount up for the courts system and ultimately the exchequer. ‘ c. It is not clear whether the courts service have fully costed the effects of the closure of the District Courts in Dun Laoghaire, Tallaght, Balbriggan and Swords to Garda resources nor have they examined the wider social costs associated with the closure of the District Court in Tallaght, Dun Laoghaire, Balbriggan and Swords. ‘ Closure of the Dublin District Courts does not make economic sense nor is the public’s access to justice protected by the closures of District Courts in Swords, Balbriggan, Tallaght and Dun Laoghaire The Courts Service recently notified the Dublin Solicitors Bar Association that following a review of courts services in the greater Dublin areas they propose closing the remaining District Courts currently serving Dun Laoghaire (pop.
