Neither Kha, Tai, nor Lao: Language, Myth, Histories, and the Title Position of the Phong in Houaphan Author(s) Tappe, Oliver; Badenoch, Nathan Japan-ASEAN Transdisciplinary Studies Working Paper Series Citation (TDWPS) (2021), 12: 1-62 Issue Date 2021-07 URL https://doi.org/10.14989/TDWPS_12 Right Type Research Paper Textversion publisher Kyoto University "Neither "Neither Kha, Tai, nor Lao": Language, Myth, Histories, and the Position of the Phong in Houaphan Oliver Oliver Tappe Nathan Badenoch Japan-ASEAN Transdisciplinary Studies Working Paper Series No.12 July July 2021 Neither Kha, Tai, nor Lao: Language, Myth, Histories, and the Position of the Phong in Houaphan Oliver Tappe1 Nathan Badenoch2 Abstract In this paper we explore the intersections between oral and colonial history to re-examine the formation and interethnic relations in the uplands of Northern Laos. We unpack the historical and contemporary dynamics between “majority” Tai, “minority” Kha groups and the imagined cultural influence of “Lao” to draw out a more nuanced set of narratives about ethnicity, linguistic diversity, cultural contact, historical intimacy, and regional imaginings to inform our understanding of upland society. The paper brings together fieldwork and archival research, drawing on previous theoretical and areal analysis of both authors. 1. Introduction The Phong of Laos are a small group of 30,000 people with historical strongholds in the Sam Neua and Houamuang districts of Houaphan province (northeastern Laos). They stand out among the various members of the Austroasiatic language family – which encompass 33 out of the 50 ethnic groups in Laos – as one of the few completely Buddhicized groups.

Big news this month is the passing of Dr. Bruce Elving. We’ve devoted our cover this month to Bruce and you’ll read more about Bruce in this issue. One item that I’ve not seen reported anywhere is the fact that Brucey not only edited an FM column for DX Horizons magazine, but for many years was FM News editor for the WTFDA, and if you look at his old columns in the VUD you will see that he carried on the format into his FMedia newsletter.

  • Communications Status Report for Areas Impacted by Tropical Storm Lane August 25, 2018
Communications Status Report for Areas Impacted by Tropical Storm Lane August 25, 2018 The following is a report on the status of communications services in geographic areas impacted by Tropical Storm Lane as of August 25, 2018 by 1:30 PM EDT. (The hurricane has been downgraded to a tropical storm.) This report incorporates network outage data submitted by communications providers to the Federal Communications Commission’s Disaster Information Reporting System (DIRS). DIRS is currently activated for all counties in Hawaii. Note that the operational status of communications services during a disaster may evolve rapidly, and this report represents a snapshot in time. Thus far, however, it appears as though Tropical Storm Lane has had minimal effect on communications. For example, 99.4% of the cell sites in Hawaii remain operational. Counties of interest for this DIRS activation (the “disaster area”) include all five counties in the State of Hawaii: • Hawaii • Honolulu • Kalawao • Kauai • Maui 911 Services The Public Safety and Homeland Security Bureau (PSHSB) learns the status of each Public Safety Answering Point (PSAP) through the filings of 911 Service Providers in DIRS, reporting to the FCC’s Public Safety Support Center (PSSC), coordination with state 911 Administrators, and, if necessary, from individual PSAPs. Thirteen PSAPs in Hawaii are currently functioning normally according to the primary service provider. The PSAP at Maui County Police is reported as being rerouted without ALI. Wireless Services The following section describes the status of wireless communications services and restoration in the disaster area, including the percentage of cell sites out of service for each county.
