Council President’s Corner Dear Scouters, I am honored to serve as President of the Rio Grande Council and look forward to working with the volunteers and staff that make our program successful. The COUNCIL program has been celebrating its first centennial. I do not know what scouting will be like for the next one hundred years. But I do know it is important that the scouting CALENDAR program adapt to the changing world to keep the youth of the Valley engaged in scout- ing. Scouting has been and continues to be a part of my life. Growing up, I enjoyed all

the programs and activities that scouting provided. But as I look back, I think the most September important contribution to my life that scouting provided was a solid foundation to live my life by. This foundation was built through the scout oath and law that were inter- 1 Popcorn Kickoff-Lower Valley twined within those programs that I participated some years ago. Sporting Clays

The Rio Grande Councils first Skeet and Trap shoot was a successful event for Scouting and for the shooters that participated. There were 5 teams that represented different companies. Rio Bank provided a great lunch for everyone that was at the range.

Special thanks to the Steering Committee that consisted of John Herrera, Sean Osborn, Julio Gon- zalez, Joe Parades, Eddie Campirano Jr., and Jason Gates. Another great Thank you goes to Loma Alta Skeet and Trap inc. for allowing us to hold the event at their range.

Our First Place team (Pictured Left), was put together by Narcisoco Cortez, Second Place team was from Sean Osborn of Rio Grande Underwriters in Los Fresno's, and Third Place was Ruben Pena’s Team. The Top Shooter for the event was Joe Parades, the top shooter for Under 18 was RJ Cor- tez of Troop 11 and the top shooter for the Women's Category was Ruth Gates from Team LT Boswell.

Summer and Winter Camp Requirements

Effective May 16, 2010 there are new adult leader requirements for Adult Leaders staying at a camp that lasts longer than 3 nights. Please refer to the website at http://www.dshs.state.tx.us/ youthcamp/ for the entire revision to the Texas Codes on Youth Camps. To be in accordance to these new codes all adult leaders must fill out a new adult leader application and have a criminal background check performed annually if they are going to be attending long term camps where

2010 NATIONAL SCOUT JAMBOREE

A contingent of 72 Scouts and 8 leaders represented the Rio Grande Council at the 100 th Anniversary Jam- boree at Fort A.P. Hill, Virginia. The troops were lead by Scoutmasters Mike Key (Troop 1621) and Harsha Puttagunta (Troop 1622), and Assistant Scoutmasters Chris Boswell, Sam Boswell, Ron Dunagan, Mark Free- land, Ben H, and Ryan W. This once in a lifetime activ- ity was an experience that the boys (and their leaders) will never forget. Boarding a plane in McAllen for the trip to the Jamboree, the two troops lived in luxury, staying in a hotel while visiting the sites in and around Washington DC. Side trips included the monuments on the , the Smithsonian exhibits, an Ori- oles game, and the Gettysburg battlefield. Also visited was the historic Fort McHenry National Park where the Scouts participated in the biggest flag retirement ceremony.

Setting up camp at the jamboree was easy because the troops had practiced during a shake-down session at Camp Perry. The jamboree became the 14th largest city in Virginia during its 10 day run, about 45,000 Scouts and Scouters. There was everything to do at the jamboree: mountain board- ing, kayaking, boating, confidence course, shotgun range pioneering, buckskin games, rappelling, archery, fishing, scuba & snorkeling, a merit badge midway, and much more. Regional stage shows and sub camp activities kept everyone busy in the evenings, the highlight being the “100 th Anniver- sary” Arena Show. Everyone had a “hot” time at the jamboree. It was fun, but good to get back home.

The 2010 Jamboree was the last Jamboree to be held at Fort A.P. Hill, Virginia as the 2013 National Jamboree will be held at the new Summit, Bechtel Family Scout Reservation in West Virginia. The new site is currently under development and plans are being made to make the next Jamboree the best ever. Now is the time for scouts and scout leaders to mark your calendars and begin making perpetrations to attend the 2013 National Jamboree at the new Boy Scout owned and operated fa- cility in West Virginia in July/August 2013. Planning for the 2010 Jamboree took nearly 2 years so it

THE NATIONAL SCOUT JAMBOREE IN 1960

It was 50 years ago that two Scouts packed-up and boarded the bus to attend the Golden Jubilee National Scout Jamboree at Colorado Springs, Colorado. They were in Rio Grande Coun- cil’s Jamboree Troop 52 under Scoutmaster Erwin W. Scott with Assistant Scoutmasters Richard O. Cook and Raymond Ferrell. Six of their fellow Scouts from Troop 45 in Lyford, Texas were also in the jamboree troop, a total of 37 Scouts and 3 adult leaders. The Rio Grande Council sent 4 troops to the 50 th Anniver- sary Jamboree in 1960, 147 boys and 15 adult leaders. The trip out to the jamboree and back included plentiful and tasty meals and overnights at air force bases, and side trips to Carlsbad Caverns, Royal Gorge, Pike’s Peak, Garden of the Gods, , White Sands Proving Grounds, and The Plainview Museum of the old west. There were 56,000 Scouts the jamboree, which was, during its 7 days, the third largest city in Colorado at the time. The jamboree site, just across from the new US Air Force Academy in the shadow of Pike’s Peak, provided a wonderful view of the Rocky Mountains. Among those visiting the jamboree were James Arness (Matt Dillon in the Gunsmoke TV series), the Lennon Sisters, the US Navy Blue Angles (a precision fly-over show), and President Eisenhower. Activities included Scoutcrafts, skill-0-rama, field sports, rifle range orienteering, a rodeo, shotgun range, pioneering, patch trading, and many more activities. The jamboree had its own daily newspa- per. A special post office on-site allowed Scouts to send letters and cards back home, and a bank of phones was available by Scouts to call home.

Fifty years later, Stephen Vassberg and William Heins, MD, visited the 100 th Anniversary Na- tional Scout Jamboree at Fort A.P. Hill, Virginia. They had decided several years ago that they would visit a Scout Jamboree every fifty years, and thought that they had better make this one! Vassberg said that although he and his buddy saw many of the same activities as 50 years ago, such as pioneering, shooting ranges, archery, and patch trading, now there were many new ones, such as mountain boarding, rap- pelling, fishing, sailing, and active exhibits. Heins said that the enthusiasm of the Scouts has not changed, that today’s Scouts still hold the same, traditional values ex- emplified through the Scout Oath and Law. Both Vass- berg and Heins are Eagle Scouts. They both feel a debt to those men and women who gave of their time and resources to guide them through Scouting. They want youngsters of today to have the same Scouting opportu- nities. Page 8

WINTER CAMP

Back by popular demand, Camp Perry will open for a long-term winter camp December 26th—31st, 2010. Winter Camp is the opportunity for Boy Scouts to work on Merit Badge not normally offered at Summer Camp. Registration will be on-line soon, keep a look at the Council Website.

JAMES E. WEST AWARD

This award is presented to individuals based on a contribution of $1,000 or more to the local Coun- cil's West Fellowship Fund. Only registered Scouters or youth members receive and wear the square knot. The money may be given by a group of Scouters or individual Scouter to honor a fellow Scou- ter, as a memorial on the death of a Scouter, or to recognize an achievement. The award can also be given to an individual who makes a contribution on his/her own behalf. Regardless of the source of funding, the award is used by BSA to generate funds to support critical local Council and national pro- grams.

Contributors receive special invitations to local Council and National West Fellowship Dinners, spe- cial publications, and a certificate in addition to some local Council plaques and other items. Electronic Issue 1 Page 9

IMPORTANT!!!

Important changes have been made to the Boy Scouts of America’s Youth Protection Training Poli- cies . Effective June 1, 2010:

Youth Protection Training is required for all BSA registered volunteers, Regardless of their position. New leaders are required to take Youth Protection training before submitting an application for registration. The certificate of com- pletion for this training must be submitted at the time the applica- tion is made and before volunteer service with youth begins. Youth Protection training must be taken every two years. If a vol- unteer’s Youth Protection training record is not current at the time of re-charter, the Volunteer will not be reregistered.

A Message From the Order of the Arrow

The Ordeal Weekend held the 13-15 th of August at Camp Perry was very successful as some 39 new candidates completed their ordeal to become new members of the Order of the Arrow. Another 15 ordeal members sealed their obligation in the Order to become Brotherhood Mem- bers. The closing ceremony included a meeting of the Vigil during which 4 new candidates for the Vigil Honor were called out. They were: Ronald Camacho, Andy Lerma, Cherie Camacho and Roseanne Martinez.

Ronald Camacho has been elected as Chief of Wewanoma Lodge. He succeeds Joseph Martinez. Ronald is an Eagle Scout who has been a constant and driving force as a youth leader in the OA.

The officers of Wewanoma Lodge encourage all active and inactive members to pay their 2011 dues on-line. Our goal is to into reach an active membership of 200 plus member by December 1 st 2010 as our membership must be submitted to national by December 31 st , 2010. See you soon

TIGER SCOUTS FUN DAY Saturday, October 2, 2010 8AM-2PM. A day filled with archery fun, bb gun shooting range, field sports, and loads of fun for Tiger age Cubs.

CUB ADVENTURE WEEKEND 8:00 am Saturday, October 23rd to Sunday noon October 24 th , at Camp Perry. A day and a half full of activities such as bb gun shooting range, field sports, archery, and loads of fun for Cub Scouts. Make sure your unit signs up early because this activity is limited to 600 participants.

Pow-Wow Weekend December 3-5, 2010

POW WOW is an event which is open to Arrowmen of Wewanoma Lodge and other lodges. It in- troduces Scouts to the Native American cultures of the southwest. An Indian village showcases many of the crafts and skills needed for everyday living, and provides hands-on opportunities for Scouts and visitors to experience how things were made.

POW WOW also provides a Webelos event which is an integral part of many Scout troop’s Webe- los To Scout Transition. Webelos have enjoyed this activity for many years. Cub Scouts and Girl Scouts of all ages are also invited for day visits to the Indian village. Long term camping in the Rio Grande Council Labor Day - September 6th was enjoyed by 230 Scouts and leaders at Thanksgiving - November 25th - 27th Camp Perry and Laguna Station. Twelve Christmas - December 24th - 26th troops were represented at Perry where Year End Inventory - December 27th - January 3rd Scouts worked on advancement and enjoyed swimming, canoeing, hiking, shooting sports, archery, and earned hundreds of merit badges.

Seven units from Iowa, Kansas, and Texas camped at Laguna Station where they spent their time learning and having fun in scuba, island adventure, and sailing.

PHILMONT SCOUT RANCH

Among the Rio Grande Council units which went to Philmont this year was Troop 11, sponsored by St. Mary’s Church in Brownsville. Nine Scouts and 3 adults made the12 day trek in June, which took them across the south country of the 138,000 acre Philmont Scout Ranch in northern New Mexico. The highlight of their trek was climbing to the top of 11,711 ft. high Mount Phillips.

The Scouts trained for the trek for 6 months, working their way up to carrying a fifty pound pack up and down steps at various stadiums in Brownsville. For most of the Scouts it was their first time at Philmont, but for Kyle Grayson it was his second trip. All Scouts agreed that it was a “trip of a Scout’s lifetime.” When asked which he liked the most, and which he would be most likely to go again, one Scout, who had attended both the Jamboree and Philmont, said “Philmont.” Unit leaders wanting more information on Philmont should go to www.philmontscoutranch , or contact leaders of Troops 11, 68, or 83 who made the trip this sum- mer .

Raimond Scout Service Center The Scout Shop recently under went new renovations with a new paint job and new inven- tory.
