Legalbrief | your legal news hub Thursday 23 September 2021 Media storm over Malema's tender excesses A picture of unrestrained excess and cronyism is painted in three Sunday newspaper reports claiming ANC Youth League president Julius Malema's millionaire lifestyle is being bank-rolled by lucrative government contracts awarded to his companies, writes Legalbrief. The Sunday Times, City Press and Rapport all allege Malema has benefited substantially from several tenders - and that most of them stem from his home province Limpopo, where he wields significant influence. According to the Sunday Times, official tender and government documents show Malema was involved in more than 20 contracts, each worth between R500 000 and R39m between 2007 and 2008. One of Malema's businesses, SGL Engineering Projects, has profited from more than R130m worth of tenders in just two years. Among the tenders awarded to SGL, notes the report, was one by Roads Agency Limpopo, which has a budget of over R2bn, and which is headed by Sello Rasethaba, a close friend of Malema. Rasethaba was appointed last year shortly after Malema's ally, Limpopo Premier Cassel Mathale, took office. Biography: Trevor Manuel
Biography: Trevor Manuel Trevor Manuel served as a Cabinet Minister from 1994 to 2014 under the first four Presidents of democratic South Africa: Mandela, Mbeki, Motlanthe and Zuma. He was first appointed to Cabinet as Minister of Trade and Industry in May 1994, a portfolio he held for two years. In April 1996, he became the Minister of Finance, steering the South African economy for 13 years as one of the world’s longest-serving finance ministers. During his last term in office, he served as Minister in the Presidency responsible for the National Planning Commission, a position he held from May 2009 to May 2014. During his two decades as a Cabinet Minister he also served as a Member of Parliament, representing the African National Congress in a system of proportional representation. His ministerial career highlights have tracked two decades of major social and economic development in the South African economy. As Minister of Trade and Industry, he led the process of reintegrating South Africa into the global economy after decades of sanctions and disinvestment. Domestically, he introduced extensive support measures for small, medium and micro-enterprises to boost local economic development and grow business enterprise. During his lengthy tenure as Minister of Finance he stabilised the macro-economy, returning the economy to growth, significantly transformed the fiscal system in respect of taxation and public spending, reduced South Africa’s fiscal deficit and debt, and introduced an intergovernmental system to manage expenditure efficiently across the three spheres of government. He spearheaded the Financial Sector Charter, a first of its kind in the country, aimed at transforming the financial sector and providing financial services to the majority of South Africans previously excluded from the formal economy. -

TREKKING OUTWARD A CHRONOLOGY OF MEETINGS BETWEEN SOUTH AFRICANS AND THE ANC IN EXILE 1983–2000 Michael Savage University of Cape Town May 2014 PREFACE In the decade preceding the dramatic February 1990 unbanning of South Africa’s black liberatory movements, many hundreds of concerned South Africans undertook to make contact with exile leaders of these organisations, travelling long distances to hold meetings in Europe or in independent African countries. Some of these “treks”, as they came to be called, were secret while others were highly publicised. The great majority of treks brought together South Africans from within South Africa and exile leaders of the African National Congress, and its close ally the South African Communist Party. Other treks involved meetings with the Pan Africanist Congress, the black consciousness movement, and the remnants of the Non-European Unity Movement in exile. This account focuses solely on the meetings involving the ANC alliance, which after February 1990 played a central role in negotiating with the white government of F.W. de Klerk and his National Party regime to bring about a new democratic order. Without the foundation of understanding established by the treks and thousands of hours of discussion and debate that they entailed, it seems unlikely that South Africa’s transition to democracy could have been as successfully negotiated as it was between 1990 and the first democratic election of April 1994. The following chronology focuses only on the meetings of internally based South Africans with the African National Congress (ANC) when in exile over the period 1983–1990. Well over 1 200 diverse South Africans drawn from a wide range of different groups in the non- governmental sector and cross-cutting political parties, language, educational, religious and community groups went on an outward mission to enter dialogue with the ANC in exile in a search to overcome the escalating conflict inside South Africa. -

It is envisaged that this will be a strategy by which Thulamela heritage resources (including natural and cultural elements) will be identified, their significance assessed, and interpretations constructed to guide their conservation and presentation in a manner that is consistent with their availability for public appreciation or enjoyment. Thulamela Project involves the process of locating, assessing, and dealing appropriately with the Thulamela heritage resources which are represented by the physical manifestation of humanity’s interaction with the natural world around the site and surrounding landscape of Thulamela. This thesis will serve as a guideline towards designing a CRM plan for Thulamela Heritage Site that will be practical. Most of the issues here are management plan issues that the KNP should start implementing iii in order to preserve and conserve the site for future generations. -

He has been described by different groups as the next Mandela and the next Mugabe. He is a former goatherd from what is now called KwaZulu-Natal (KZN) with no formal education and a long career in the ANC, which included a 10 year spell at Robben Island and 14 years of exile in Mozambique, Swaziland and Zambia. Like most ANC leaders, his record is not a clean one and his role in identifying and eliminating government spies within the ranks of the ANC is well documented. -

That all Departments/Portfolios of the EMM USE the Intergovernmental Relations Policy Framework to develop and implement mechanisms, processes and procedures to ensure sound intergovernmental relations and TO SUBMIT a policy and programme in this regard to the Speaker for purposes of co-ordination and approval by the Mayoral Committee. 3. 1. GENERAL INFORMATION 1.2 Foreword by the Minister of Arts and Culture During the first year of its existence, the Department of Arts and Culture has enjoyed considerable success. Being Minister of Arts and Culture has provided me with the opportunity to interact with the ever-burgeoning arts sector on both formal and informal occasions. Throughout the past year a number of projects have highlighted the broad spectrum of the work covered by this annual report and the new steps we are taking as the Department of Arts and Culture. During the course of the past 12 months, the Deputy Minister and I undertook visits to most of our associated institutions, which deal with performing arts, heritage, film and language services. I was encouraged by the good work they are engaged in. Discussions centred on good governance, particularly the implementation of the Public Finance Management Act, which Government had passed to ensure accountability. It was also a fact-finding exercise to interact more directly Dr Z Pallo Jordan with the people doing the work. These consultations, along with our Minister interaction with the broader arts community during the izimbizo, informed our interaction with Parliament, especially during the Budget Vote presentation. Izimbizo were a successful platform during which I witnessed first hand the talent of the youth throughout South Africa. The message from the grassroots was that though there are still immense challenges, the policies government is following are sound and are improving access to the arts and culture for the ordinary citizen. In the area of literature, possibly the largest corpus of African literature in English was unveiled at the Pietermaritzburg campus of the University of KwaZulu-Natal, when the Centre of African Literary Studies was opened there last year. -
