Every effort has been taken to estimate the severity of flooding and inundation areas likely to be affected due to the failure of Sholayar Main/Flanking/Saddle Dams. These estimates are based on available primary and secondary data. Every effort has been made to foresee varied emergency possibilities and develop appropriate notification procedures for timely rescue and relief operations. However, implementation of the Emergency Action Plan (EAP) involves many agencies, who are required to work in a coordinated manner to reduce the consequences of the emergency triggered by the dam site condition. Effectiveness of the rescue and relief operations depend on many factors including the adequacy and accuracy of the estimation of the severity of flooding, coordinated efforts of all the agencies involved in rescue and relief efforts and availability of facilities like power, telephones, road communications, etc. EAP Developer may therefore, not be held responsible for the efficacy of the EAP. Dam safety Organization, Pallom Ph. +91 9496018719 Page 1 Emergency Action Plan for SHOLAYAR MAIN/FLANKING/SADDLE DAMS MAY 2020 PREFACE Sholayar Reservoir is created as part of Sholayar Hydro Electric Project owned by KSEBL. The project is located in Thrissur District of Kerala State. There are three dams viz. Sholayar Main, Flanking & Saddle which impound a single reservoir. Theses dams come under single project and the operation and maintenance of these dams are carried out from the same office. Emergency Planning Manager remains the same for all the three dams. The inundation area consequent to breach/large control releases of these dams falls in same Panchayats and the authorities responsible for Relief and Rescue operation for all the three dams, in case of occurrence of an emergency event are also the same. Hence Tier I EAP for Sholayar Main, Flanking & Saddle dams is prepared as a single document with separate notification charts for each dam for Thrissur and Ernakulam Districts. The BMCs of Kerala has also been declared as Environmental watch groups by the Government of Kerala vide GO No 04/13/Envt dated 13.05.2013. In Kerala after the devastating natural disasters of August 2018 Post Disaster Needs Assessment ( PDNA) has been conducted officially by international organizations. The present report of Rapid Impact Assessment of flood/ landslides on Biodiversity focus on community perspectives of the affect on Biodiversity and Ecosystems. It is for the first time in India that such an assessment of impact of natural disasters on Biodiversity was conducted at LSG level and it is a collaborative effort of BMC and Kerala State Biodiversity Board (KSBB). More importantly each of the 187 BMCs who were involved had also outlined the major causes for such an impact as perceived by them and suggested strategies for biodiversity conservation at local level. Being a study conducted by local community all efforts has been made to incorporate practical approaches for prioritizing areas for biodiversity conservation which can be implemented at local level.
