It contains interviews with some of the most distinguished Albanian women in politics including Ms Mimi Kodheli, the first female Albanian Minister of Defence and Ms Voltana Ademi, the first female major of Shkodra. Both Minister Kodheli and Major Ademi made their leap into politics from successful professional careers. Two distinguished women parliamentarians, Ms Evis Kushi and Ms AlbanaVokshi, are also given the chance to talk about their experiences and the challenges of gender equality. The mayor of Patos, Ms Rajmonda Balili, who won her second mandate in 2015, talks about her achievements and future plans. Ms Nushe Hoxhaj, Ms Felek Ibrahimi, Ms Sanije Batku and Ms Arjana Pupa, strong women from different regions of the country who have been part of local government, civil society and political life share their experiences also on how the National Platform for Women changed their lives. -

Abstract This paper will explore bilateral relations between Turkey and Albania during the post-Ottoman period. The aim of the paper is to explore reasons for the revival and establishment of relations since the creation of both nation states at the beginning of the twentieth century. In the 21st century, Turkish foreign policy shifts in the Balkans, along with the rise of the Turkish economy and military capability are in line with Albanian needs politically and economically. More importantly, the Turkey’s repeated assurances to protect the Albanian people has been paramount for Albanians who live in the five surrounding states, that is Albania, Kosovo, Macedonia, Montenegro and Serbia. Introduction This paper will explore bilateral relations between Turkey and Albania since the creation of the Albanian state in 1912. I examine the economic, security and geopolitical context of Albanian/Turkish interactions since the end of the Cold War. It was established as a unitary parliamentary republic in 1991 after 46 years of Communist rule. This review of the budget process of the Republic of Albania was carried out as part of the work programme of the OECD Working Party of Senior Budget Officials. In preparation for the review, a team for the OECD Secretariat led by Knut Klepsvik undertook a mission to Tirana from 29 October to 2 November 2012. The substance of this review is divided into 4 sections which details the budgeting process in Albania and includes an Annex summarising recent budget reviews that have taken place in the country. -

Execuve Summary Since 2005 Albanian authories have been able to use digital technology to conduct lawful intercepon of mulple targets and mulple communicaon devices. This trend has been driven by the need to keep up with effecve invesgaon of crime, as the technology in the field of telecommunicaons has constantly developed. However, the effecveness of such policy remains quesonable as pointed out on several reports of the Prosecutor General to the parliament. While the law has been amended several mes to allow for the increased effecveness of the intercepons, the system for the control and oversight of the adequacy of the implementaon of the legislaon that regulates the electronic surveillance regime has remained underdeveloped. Over the last decade there have been a number of allegaons on unlawful intercepons conducted by different instuons but no acon has been taken to improve the exisng accountability mechanisms. The lack of effecve control and oversight has seriously damaged the legimacy of the use of such invesgave procedure, as evidenced by the lack of trust displayed publically by the highest public and polical figures of the country. The latest amendments of the law on intercepon and the Code of Penal Procedure in 2017 provide for an expansion of the intercepon competences and the increased use of such procedure through the development of mulple intercepng capabilies. -
