The plan includes: goals and objectives for a national IVHS program; challenges to deployment and ways to resolve them; suggested roles for public, private, and academic participants; a course of action; and cost estimates. STRATEGIC PLAN FOR IVHS IN THE UNITED STATES This Strategic Plan was developed through a consensus-building process Acknowledgements that involved the entire IVHS community, including the public and private sectors and academia. Literally hundreds of people have participated, too many to acknowledge individually. The Board of Directors, Coordinating Council, and 14 technical committees of IVHS AMERICA all provided substantial guidance and input. Two groups were responsible for supervising the development of the Strategic Plan. The Strategic Planning Subcommittee, a subcommittee of the Coordinating Council of IVHS AMERICA, assumed overall respon- sibility. It was chaired by Thomas Deen, Executive Director of the Transportation Research Board. In addition, an ad hoc group, the Jefferson Group, provided guidance on the plan structure and early content. Some members served on both groups; rosters appear on the following page. A Writing Group, charged with responsibility for developing and drafting the plan, worked from July 1991 to May 1992 on this project. The group was managed by John Vostrez, Director, Program and Plans, IVHS AMERICA. That group was composed of Thomas Deen; Dr. James Costantino, Executive Director, IVHS AMERICA; Lyle Saxton, Chief, Advanced Systems Division, FHWA; and William Spreitzer, Technical Director, IVHS Program Office, General Motors Corporation. Several people played an active role in the early stages of the writing process. They were: Gary Euler, FHWA; Franz Gimmler, FTA; Tom Marchessault, OST; Kerry Manos, General Motors Corporation; and George Terrill, FAA. Organizations that made major contributions of staff to the effort were: Battelle Memorial Institute, Etak, Inc., Ford Motor Company, General Motors Corporation, Navigation Technologies Corporation, and MIT. The Strategic Plan was edited by Margaret Schulte, MEPS Graphics. Graphics were provided by Douglas Hillgren, IVHS AMERICA, and Diane Arthur, Battelle. The illustrations in Chapter III were done by Dan Muko, Battelle. Administrative support was provided by Bonnie Jessup of IVHS AMERICA. This was a major effort by the IVHS community, with a multiplicity of inputs reflecting the broad base of interest in IVHS in the U.S. Although many people contributed to this report, responsibility for errors of fact or emphasis lies with the Writing Group.
