Dear Chief Anyaoku,

The General Assembly has requested the United Nations system to support the New Partnership for Africa's Development (NEPAD), which was designed to spur growth, reduce poverty, and promote good governance and democracy. An important element of this initiative is to foster international partnerships in support of Africa's development, and it is in this connection that I have decided to establish the Advisory Panel on International Support for the New Partnership for Africa's Development.

I am grateful that you have agreed to serve as Chairperson of the Panel. Mr. Jan Pronk has accepted to be the Vice Chairperson.

The terms of reference of the Panel are as follows:

• to Fevicv; and assess the scop^and^atkqaaey of international support for NEPAD; • to conduct a dialogue with Africa's development partners, including the United Nations system with a view to promoting support for NEPAD; • to make recommendations to the Secretary-General on actions to be taken by the international community to enhance support for the implementation of NEPAD and for the development of Africa.

It is envisaged that each year the Panel will invite a number of Africa's development partners for a discussion on the nature and scope of support that they are providing to Africa and, in particular, in support of NEPAD. Prior to the dialogue, they will be requested to provide written overviews of their assistance to Africa. The Panel will provide me with its conclusions and recommendations, ahead of the submission of my annual report on Africa's development to the General Assembly.

Africa, Mr. Ibrahim Gambari, will provide secretariat support for the Panel. Mr. Gambari will be contacting you in due course to provide you with additional information, including the list of confirmed members and the dates for its first meeting.
