BAKER III INSTITUTE FOR PUBLIC POLICY RICE UNIVERSITY – APRIL 1998 CENTRAL ASIA: CONFRONTING INDEPENDENCE Introduction After the euphoria of gaining independence settles down, the elites of each new sovereign country inevitably stumble upon the challenges of building a viable state. The inexperienced governments soon venture into unfamiliar territory when they have to formulate foreign policy or when they try to forge beneficial economic ties with foreign investors. What often proves especially difficult is the process of redefining the new country's relationship with its old colonial ruler or federation partners. In addition to these often-encountered hurdles, the newly independent states of Central Asia-- Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan-- have faced a host of particular challenges. Some of these emanate from the Soviet legacy, others--from the ethnic and social fabric of each individual polity. Yet another group stems from the peculiarities of intra- regional dynamics. Finally, the fledgling states have been struggling to step out of their traditional isolation and build relations with states outside of their neighborhood. This paper seeks to offer an overview of all the challenges that the Central Asian countries have confronted in the process of consolidating their sovereignty. The Soviet Legacy and the Ensuing Internal Challenges What best distinguishes the birth of the Central Asian states from that of any other sovereign country is the incredible weakness of pro-independence movements throughout the region. -

In general, currents are limited in the bay (inside the spit) and they do not hamper the navigation of vessels in the channel. It should be noted that these currents do not refer to the channel cut through the Turkmenbashi spit. In the area of the cut through the Turkmenbashi spit, currents run parallel to the axis of the channel and can reach values up to 1 – 2.5 knots. The following tables present the distribution of the wind and wave in Turkmenbashi per sector and per speed class. Although the wind in Turkmenbashi is not so strong, the access channel of the port is closed very frequently due to wind because the width and depth of the channel are not 2 - 76 JICA Study on the Turkmenistan March 2010 sufficient under windy condition. Regarding channel closure, details will be described later in this section. The feasibility study on the modernization of Turkmenbashi Port (MLTM 2009) describes that the maximum wave height in the Caspian Sea outside the spit is 2.6m and wave height may reach 2.0m in the cut through section of the channel. The annual maximum wave height in the area of the port is 0.5m on average and at maximum 0.7m. -

Thus, this study is significant because it sheds light on the main embedded aims that the United States of America never stated behind its invasion in the aftermath of the 9/11 events. Although the United States of America claimed that the fundamental reason behind the invasion of Afghanistan in 2001 is the 9/11 attacks, there are many other reasons that were overlooked. Afghanistan has a very important geo-strategic location in the world; thereby, this feature allows the United States government to accomplish its economic and political interests within Afghanistan and Central Asia. This study has come to the conclusion that the United States of America used 9/11 attacks as a pretext to invade Afghanistan and serve its imperialistic interests in the area. UNECE ESCAP United Nations Economic United Nations Economic and Social Commission for Europe Commission for Asia and the Pacific UNITED NATIONS SPECIAL PROGRAMME FOR THE ECONOMIES OF CENTRAL ASIA (SPECA) FOURTEENTH SESSION OF THE SPECA GOVERNING COUNCIL (Ashgabat, Turkmenistan, 21 November 2019) ASHGABAT INITIATIVE on Reducing barriers to trade and transport using United Nations legal instruments, norms, standards and recommendations while bolstering connectivity in the SPECA region The countries participating in the United Nations Special Programme for the Economies of Central Asia (SPECA), represented by their delegates at the 2019 SPECA Economic Forum in Ashgabat, discussed and launched this Initiative on reducing barriers to trade and transport using United Nations international legal instruments, norms, standards, and best practice recommendations to strengthen the regional market and cross-border supply chains and to enhance connectivity of the SPECA countries with Europe and Asia, with the objective of attracting new investment, technologies and innovation in the SPECA region. These joint measures will contribute to sustainable and inclusive growth in the region and ultimately will support the efforts of the SPECA countries in the implementation of the 2030 Agenda for Sustainable Development. Special attention will be paid to reducing non-tariff barriers to trade, removal of physical and non-physical barriers to transport, and to fostering sustainable transport and trade facilitation. Embarking on a path of inclusive and sustainable development calls for a change in the pattern of economic performance in the region from resource-based towards broad-based and export-oriented growth which can only be achieved through economic diversification and productive investment in new technologies. -

A leading legal specialist in the energy sector, he has represented governments and oil and gas companies in the United States, Latin America, Europe, and numerous countries of the former Soviet Union. His government service has included positions at the U.S. Department of the Treasury, Federal Energy Administration, and the President’s Foreign Intelligence Advisory Board, which he chaired in 2005. He is a co-creator and founding board member of the Robert S. Strauss Center for International Security and Law and an alum of the University of Texas-Austin as well as its School of Law. This interview provides an overview of Mr. Langdon’s experience working in Azerbaijan, Russia, and Kazakhstan throughout the 1990s.
