CAPITALIST ONLY FOURTH ON COMEBACK FIRST FOOTING FOR THE Last season=s G1 Golden Slipper winner and >TDN Rising Star= Capitalist (Aus) (Written Tycoon {Aus}) suffered a shock defeat ARQANA FRESHMEN when finishing only fourth in the G3 San Domenico S. at Rosehill on Saturday. Making his seasonal debut after pleasing in recent barrier trials Capitalist was well placed throughout in the 1100m contest under Blake Shinn but straightening up it was clear that Star Turn (Aus) (Star Witness {Aus}) was traveling ominously well under Tommy Berry. As soon as Berry pushed the button the Hawkes= 3-year-old stretched out nicely for a cosy 1 1/4- length win over Tango Rain (Aus) (Manhattan Rain {Aus}), who had made much of the running, with another three-parts of a length back to Kentucky Miss (Aus) (Foxwedge {Aus}) in third. AHe couldn=t be going any better this horse, look at him he=s a monster, he has plenty of improvement in him,@ Tommy Berry told Racing.com. AI know Capitalist has an amazing turn of foot so I didn=t want to be caught napping and in the end I would love to have held on a little longer,@ the rider added. Cont. p15

As regards numbers here in Deauville, with 19 yearlings apiece Intello shares top billing with Coolmore=s Camelot (Ire) ( {Ire}), the colt who has come closer to winning Britain=s Triple Crown than any other in the last 45 years. In attempting--and only narrowly failing--to grasp that holy grail in the St Leger, Camelot lost nothing in defeat and, though these be very early days, his stud career appears to be picking up from where his brilliant racing career left off. A consistent collection of foals with elegance and substance impressed many at the sales last year and hopes will be high among the Coolmore camp that he can pick up the baton from his late sire to become a Classic sire as well as a Classic winner. Haras des Capucines offers four yearlings by Camelot, including colts out of the G2 Prix Corrida winner Grace Lady (Fr) (Muthathir {Fr}) (lot 23) and the G3 Prix Vanteaux winner Just Little (Fr) (Grand Slam) (lot 233). WEATHER KO=S SARATOGA CARD >GLOBE= TROTTER GETS IT By Mike Kane DONE IN MILLION Citing unsafe conditions caused by a severe thunderstorm, jockeys at Saratoga Race Course refused to continue riding Saturday afternoon and the final six races of the program were cancelled. The six races cancelled Saturday included the Grade I $500,000 Fourstardave H. for older turf males and the Grade II $200,000 Adirondack S. for 2-year-old fillies. The Fourstardave has been rescheduled for next Saturday, Aug. 20, while the Adirondack has been rescheduled for Friday, Aug. 19. The races will be redrawn and are open to the original nominees. It was the 11th time in the last 30 years that all or part of a card at Saratoga was cancelled. The last time that a program ended early was on Sept. 4, 2011. Cont. p12

ASheldon Adelson has decided that he is morally opposed to internet gambling,@ Means said. AIt=s OK to come into the Sands and bet, but betting on-line is morally reprehensible.@ Means said that parimutel racing had been excluded from the first draft of the bill, but the version that was introduced was not acceptable to the industry. He said the bill will not pass during this election year, but that the issue won=t go away. AThey probably will try again and we=ll push back again. I=ve seen this movie. I think I know how it ends,@ he said. AIt=s still an issue and it=s going to be an issue again next year because Mr. Adelson has a stack of money bigger than most stacks of money, and his morals are not going to change between now and January. That=s an issue out there that we=re perpetually involved in and perpetually just neck-deep in all negotiations that go on.@ Uniform depreciation and the wagering question are important tax issues. Means said that depreciation regulation, like many other tax provisions, will expire at the end of the year and will have to be address in a post-election lame-duck session of Congress. AThe goal is to get those renewed or extended in December in a lame duck,@ he said. AThe problem with a lame duck is we=re not going to have a feel for the lame duck until after the election of who=s in charge. In addition, there are some of these tax provisions that impact solar energy and other things things that Republicans really don=t like.@ Still, Means termed it Aa small-cost item@ and said he expected it to be renewed. The NTRA has been lobbying the federal government about its antiquated taxing and withholding rules. The standards were put in place when there were few and very basic exotic bets and are not appropriate in the age of multi-horse and multi-race wagers. Means said the original approach would require changes in tax law, but noted that Congress is not passing tax bills. AWe decided we=ve got to skin this cat another way,@ he said. AWe decided to go to the IRS and Department of Treasury and see if they would redefine the definition of a bet or a wager.@ The IRS still uses $1 as the base bet and any return of or over $602--300-1--requires a visit to the tax window. Means used what he called his favorite wager, a $1, five-horse trifecta bet, to illustrate his point, noting that he invested far more than $1. AWhat we are pushing for is to change the definition of a bet or a wager to calculate that based on my total amount wagered into that pool,@ he said. AIf I have a $60 trifecta bet, the cost of my wager is $60. It=s not $1. Treasury can make that change from a regulatory perspective. We don=t have to change the law Click here to download to do that. This rule was put in in the 1970s. The only exotic wager in 1970 was the daily double.
