  • Arts 13 Amgueddfa Cymru
    Background Amgueddfa Cymru – National Museum Wales was established by Royal Charter in 1907. The Museum receives its core funding through grant-in-aid from the Welsh Government as a Welsh Government Sponsored Body. Its Charter objective is ‘the advancement of the education of the public’ involving developing, caring for, studying and sustaining access to Wales’s national museum collections for the benefit of society in perpetuity. Amgueddfa Cymru’s Vision, published following significant internal and external discussion and consultation, is to become ‘a world class museum of learning’ and we believe that we are well on our way to delivering this ambitious commitment. For the context of this submission, it is important to note that Amgueddfa Cymru is a provider of a broad range of arts and cultural activities relating to art, history, science, music, drama, creative- writing, dance, photography and these all include elements of active participation. Through the leading role the Museum plays in this cultural and heritage provision, education, skills and tourism, we make a positive contribution to the social and economic life of Wales. With over 450,000 formal and informal education visits, Amgueddfa Cymru also provides many routes into life-long learning and training - all of which are crucial at a time of financial constraint. Introduction 1.1 The Museum of Speed The Museum of Speed in Pendine is under-going a major redevelopment, which includes a new building and completely new exhibition. Scheduled to open in spring of 2020, the new museum will be a major visitor attraction and will seek to engage with school pupils from local schools and those using the nearby outdoor centre. This development is part of the larger Pendine Attractor project which includes the creation of an eco-hostel, events space, sand dune gardens and play area. The project is funded by Carmarthenshire County Council, Visit Wales and the European Development Fund. Architects and exhibition designers were appointed by the Economic Development department in Carmarthenshire County Council. The plans are now well developed and work to demolish the old museum is about to start. Carmarthenshire Museum Service will run the museum when it opens and have appointed a Project Curator to oversee the development of the interpretation, content and collections in the new museum. Although the designs for the museum were well established and various reports produced that describe the heritage stories, collections and assets, there was a gap in the interpretive planning and a lack of understanding about the audiences for the museum, the collections available and how the story would be told.

These were originally developed from the Landscapes Working for the Vale of Glamorgan study published in 1999. This study has been carried out in response to two factors namely:- i) LANDMAP methodology - the original study was carried out using the then, emerging newly developed LANDMAP methodology. Since then much of the Welsh landscape has been assessed using LANDMAP and this resulted in a review and updating of the methodology in 2003. In addition, the Countryside Council for Wales (CCW) introduced a quality assessment programme whereby all LANDMAP studies have been reviewed against the 2003 methodology. The Council has recently updated its LANDMAP Information System against this method which has resulted in some instances in amendment to aspect areas, a revision of boundaries and amended evaluation levels. ii) The Council have also commenced the preparations of the Local Development Plan which will replace the current Unitary Development Plan.

Indeed, the Vale of Glamorgan has over 100 Scheduled Ancient Monuments, over 700 Listed Buildings and 38 Conservation Areas that are afforded statutory protection by legislation. However, this system of statutory recognition, by its nature, only takes account of items of exceptional significance. Often there are locally important buildings that although acknowledged not to be of ‘national’ or ‘exceptional’ importance, are considered key examples of vernacular architecture or buildings, which have an important local history. It is these buildings which are often the main contributors to local distinctiveness, but which have to date, remained un-surveyed and afforded little recognition or protection. The original County Treasures project was published by the then South Glamorgan County Council in the late 1970’s. It was conceived as a locally adopted inventory of ‘special features’ in the former County area. However, as a result of local government restructuring, the changes to local authority boundaries, as well as changes in responsibilities and funding mechanisms the survey was never completed, and as a consequence was not comprehensive in its coverage.
