Transportation of hazardous substances in Connecticut waters (a) No vessel, regardless of tonnage size, or manner of propulsion, and whether self- propelled or not, transporting oil or other hazardous substance in bulk shall navigate in Connecticut waters in Long Island Sound north of a “Shore Clearance Line” except when, in the judgment of the master, the safety of the vessel, cargo or crew would be jeopardized and except further that a course not less than sixty degrees north of the Shore Clearance Line may be taken when making an approach to the channel entrance at a port of call or in departing from same and except further that a vessel may navigate north of the Shore Clearance Line at Long Sand Shoal when making an approach to the Connecticut River. McKinney National Wildlife Refuge (NWR) Manager Bill Kolodnicki. and NWR staff Kevin Allen. Jennifer Brown, Patrick Comins, and Deb Trantor visited Falkner Island on 2~ April (4-20) to assess the overwinter damage and survey the island for waterfowl nests. They also boated past Goose Island where they saw both a Harbor Seal and a Gray Seal. Falkner Island Tern Project (FITP) Director Jeff Spendelow and PWRC Biological Technician Peter Osenton arrived in Guilford on 4-26, but didn't make it out until the next day to begin pre-season preparations, put a new line across the harbor, clear net lanes, and set up some nets. UMass/Amherst M.Sc. student Corey Grinnell joined us that night. The next morning we did some banding, set up the 2m-X-2m grid on the north end gravel spit, _remarked the baseline for the beach plots~ finished taking tires and nestboxes out of storage, and placed the boxes on the beach for the habitat enhancement project. Bill Kolodnicki, Kevin Allen and Pam Denmon brought five volunteers out on 4-29 to help move the tires to the spit, set them in place. and load them with gravel, and Jeff,,-Peter. and Corey flagged the top plots that evening. A calm dawn allowed some netting, but increasing winds on 4-30 forced our departure before finishing the nestboxes and beach plot system.

    Substitute Senate Bill No. 124 Public Act No. 10-106 AN ACT CONCERNING LONG ISLAND SOUND, COASTAL PERMITTING AND CERTAIN GROUP FISHING LICENSES AND PERMITS FOR SOLID WASTE FACILITIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective October 1, 2010) (a) Any recipient of a permit, certificate or other authorization issued pursuant to sections 22a-32, 22a-361, 22a-363b and 22a-363d of the general statutes, as amended by this act, on or after October 1, 2010, shall file on the land records of the municipality in which the subject property is located a certified copy or notice of such permit, certificate or authorization not later than thirty days after the issuance of such permit, certificate or authorization. (b) Prior to transferring any real property on which an activity regulated pursuant to sections 22a-32, 22a-361, 22a-363b and 22a-363d of the general statutes, as amended by this act, exists, the owner of such property shall file a certified copy or notice of the most recent permit, certificate or authorization issued under said sections on the land records of the municipality in which such property is located. Sec. 2. Any use of trade, product, or firm names is for descriptive purposes only and does not imply endorsement by the U.S. Government. 1 Coastal and Marine Geology Program, USGS, Quissett Laboratories, Woods Hole, MA 02543 2 Long Island Sound Resource Center, Connecticut Geological and Natural Survey, Avery Point Groton, CT 06340 ABSTRACT Grain-size analyses were performed on 38 samples from the vicinity of Falkner Island in eastern Long Island Sound. The relative grain-size frequency distributions and related statistics are reported herein. Descriptions of the benthic character from video tapes and still camera photographs of the bottom at these stations, and 12 others, are also presented. Gravelly sediments and bouldery outcrops, which reflect environments of erosion or nondeposition, occur adjacent to Falkner and Goose Islands, over shoals extending northward and southward from the islands, and on isolated bathymetric highs in the northern part of the study area. Sands surround these gravelly deposits and dominate the remainder of the study area. Silty sands, which are the finest-grained sediments in the study area, occur in lower- energy, more-protected environments, such as in small patches just west and southeast of Goose Island.

    HARBOR MANAGEMENT PLAN TOWN OF OLD LYME, CONNECTICUT REVISED JANUARY 2012 PREPARED BY: HARBOR MANAGEMENT COMMISSION PREFACE OLD LYME HARBOR MANAGEMENT PLAN In 1984 Connecticut enacted pioneering legislation that authorizes municipalities having navigable waters to establish harbor management commissions and prepare harbor management plans. The plan may be understood as a "wet side" application of more traditional land use planning theories and techniques. The Harbor Management Commission may be regarded as the planning and zoning commission of the water but without the clearly established legal basis of landside zoning. Its geographic jurisdiction starts at the mean high water mark (including navigable rivers and streams) and extends outward. The Old Lyme Harbor Management Plan consists of six parts as follows: A. EXISTING CONDITIONS: The geographic extent and nature of the adjacent water, current waterfront, and water use. B. HARBOR MANAGEMENT ISSUE IDENTIFICATION: Water-related issues, problems, and needs. C. HARBOR MANAGEMENT GOALS: Using the information of A and B, identification of the goals for the preservation, use, and development of the waters.
