Two (2) Drug Pushers Fall in Separate Operation On July 3, 2017 at around 6:45 PM, joint elements of PDEA-CAR, Baguio SEU, BCPO Station 3 and BCPO- DEU conducted a buy-bust operation at waiting shed along Leonard Wood Road., and Jungle Town Road, Baguio City which resulted in the arrest of Edgardo Covacha y Divina, male, Filipino, 52 years old, married, watch listed, newly identified member of UNO DRUG GROUP and presently residing at # 19 Irisan, Baguio City. Confiscated during the said operation were three (3) pieces heat sealed transparent plastic sachets containing white crystalline substance suspected to be shabu weighing MOL 0.5 grams with estimated market value of MOL Two Thousand Six Hundred ( Php 2,600.00) pesos. Six (6) pieces Five Hundred boodle money and one (1) Nokia cellular phone. A case for violation of RA 9165 is being prepared for filing in the court against the suspect. After seven (7) hours on the same day, joint elements of PDEA-CAR, Benguet SEU and BCPO Staion 1, conducted a buy-bust operation at Campo Filipino, Baguio City which resulted in the arrest of Christian Louie Lapitan y Refugio a.k.a “LOUIE”, male, single, 26 years old, and resident of # 33 Upper Fairview, Baguio City. Confiscated during the said operation were; one (1) heat sealed transparent plastic sachet containing white crystalline substance suspected to be shabu weighing MOL 5 grams with an estimated market value of twenty six thousand ( Php 26,000.00 ) pesos; one ( 1 ) piece genuine one thousand peso ( 1,000.00 ); and fourteen ( Page 1 of 5 14 ) pieces one thousand boodle money used as a buy-bust money. A case for violation of Section 5, Art. II of RA 9165 is being prepared for filing in the court against the suspect. b. WATCH LISTED ARRESTED (HVT) GALVEZ DRUG GROUP MEMBER c. On July 10, 2017, at around 11:27 am, joint elements of PDEA-CAR, BAGUIO SEU, BCPO Station 2 and BCPO- DEU conducted a buy-bust operation at Purok Green Hills, Brgy. Sto. Niño, Baguio City which resulted in the arrest of Romeo Aglosolos y Tabo a.k.a “UMOK”, Watch Listed, Galvez Drug Group Member, 45 years old, male, Filipino, married and presently residing at # 135 Brgy. Sto. Niño, Baguio City. Confiscated during the said operation were; Three (3) pieces heat sealed transparent plastic sachet containing white crystalline substance suspected to be shabu weighing MOL 1 gram with an estimated value of five thousand ( Php 5, 000.00 ) pesos ; one (1) genuine Five Hundred peso bill, one (1) piece Five Hundred peso bill boodle money and four (4) pieces Five Hundred peso bill boodle money. A case for violation of Section 5, Art. II of RA 9165 is being prepared for filing in the court. d. Greyhound Operation at La Trinidad Municipal and District Jail Page 2 of 5 On July 14, 2017, Personnel of PDEA-CAR K9 Unit and Custodial Officers with La Trinidad BJMP personnel conducted a search and seizure (greyhound) operation at the male and female dormitories of La Trinidad District and Municipal JailSaid operation was commenced by frisking all inmates upon vacating their rooms and assembling at the jail ground for mass service activity. The BJMP searchers with the assistance of the PDEA personnel searched the rooms of the inmates starting from the District Jail located at the 1st floor of the building and proceeded afterwards to the Municipal Jai; located at the 2nd floor of jail facility building. After manual search, PDEA-CAR K9 Quincy also sniffed and searched the areas for positive scents of illegal drugs. The operation yielded NEGATIVE result for the presence of dangerous drugs. e. SEARCH WARRANT at BANGUED,ABRA Page 3 of 5 On July 14, 2017, joint personnel of PDEA-CAR ABRA PROVINCIAL OFFICE and LANGIDEN MPS served a search warrant No. 07-03-17 issued by Hon. Judge Raphiel Alzate, RTC Branch 1, Bangued, Abra for violation of RA 9165 against Noel Aguilar y Andallo, 34, years old, married, farmer and Catherine Aguilar y Andallo aka “CATHY” 32 years old, single, unemployed, both residents of Quillat, Langiden, Bangued, Abra. Confiscated during said operation were one (1) heat sealed transparent plastic sachet containing white crystalline substance suspected to be shabu weighing MOL .5 gram with an estimated market value of Two Thousand Five Hundred (P2,500.00) pesos, two (2) pieces open transparent plastic sachets containing shabu residue. A Case for violation of Sec. 5, Art. II of RA 9165 is being prepared for filing in the court against the suspects. f. OPLAN “HIDDEN GARDEN” On July 15, 2017 at 9:30 PM, joint elements of PDEA-CAR, Kibungan MPS, Bakun MPS, Alilem MPS, and PPSC conducted a marijuana eradication at Tacadang, Kibungan, Benguet which resulted in the discovery and destruction of MOL 800 pieces of fully grown marijuana plants with estimated DDB Value of One Hundred Sixty Thousand Pesos (P 160,000.00). Said illegal hemps were discovered at Sitio Pugao, Tacadang, Kibungan, Benguet in a land area of about 100 square meters. However, there were no cultivators apprehended during the said operation. g. DUMLAO DRUG GROUP MEMBERS OF ABRA ARRESTED Page 4 of 5 On July 23, 2017, personnel of PDEA-CAR Abra Provincial Office and Bangued MPS conducted a buy-bust operation at Abra River Quarry Area, Barangay Calaba, Bangued, Abra which resulted to the arrest of Eddie Mar Bayle y Donato a.k.a “ABBET”, member of the DUMLAO DRUG GROUP, male, single, 31 years of age, High School undergraduate, and a resident of Brgy. Calaba, Bangued, Abra; Regienald Acena y Bilgera, male, married, 22 years old, high school undergraduate, and resident of Sta. Rosa, Bangued, Abra; Majal Almazan y Camaddo, male, single, 20 years old, College undergraduate, a resident of Brgy. Calaba, Bagued, Abra; and a certain Jefferson B. Fariñas who eluded arrest during the said operation. Confiscated during the operation were: one (1) heat-sealed transparent plastic sachet containing white crystalline substance suspected to be shabu weighing MOL one (1) gram with an estimated market value of five thousand pesos (P 5,000.00), two (2) opened transparent plastic sachet with suspected shabu residue, four (4) used foils, two (2) lighters, one (1) Lenovo cellphone , and seven (7) pieces 0ne thousand peso boodle money. Cases for violation of Sec. 5 in relation to Sec. 26 Par. B and Sec. 12, Art. II of RA 9165 are being prepared for filing in the court against the suspects. Page 5 of 5 .

They have realized that their elected officials are answerable to citizens, hence, have learned to exact accountability and responsibility.

They live in largely self-sufficient, valley-bottom villages, and their economy is based primarily on irrigated wet-rice cultivation, some kaingin-making, hunting, river fishing, livestock rearing, and handicrafts. Faulty Census Figures The most recent national population census (1975) records 38,348 • Tinggians (recorded in the census as "mother tongues"), but a closer examina­ tion of census data reveals disturbing inconsistencies. For example, in the 1960 census the Tinggians comprised only 21.8 percent of the province's pop­ ulation (the rest being mostly Ilokanos) whereas in 1975 their proportion was 26.09 percent which was slightly lower compared with the 1970 figure of 27.87 percent. Research conducted by a resident anthropologist in Abra has mote realistically estimated the 1975 Tinggian population at 54, 254 (36.9%). The official census data is in error by as much as 41.48 percent. Tinggians now form the majority ethnic group in 16 of Abra's 27 municipalities (see Appen­ dix 1) and Tinggian municipalities (defmed as those having at least 66.7 per­ • cent Tinggian population) comprise 79.11 percent of Abra while Ilokanos occupy 14.4 percent.

    Helping Communities by Monitoring Infrastructure: A Case Study of the CCAGG in the Philippines by Luz Rimban for the Concerned Citizens of Abra for Good Government 1 (CCAGG) October 2012 Summary Since1986 the Concerned Citizens of Abra for Good Government (CCAGG), a civil society organization in the Philippines, has engaged in monitoring and auditing public infrastructure projects. Because of its extensive experience, CCAGG had established a reputation as the go-to group for complaints on government infrastructure projects in the region. Although CCAGG’s core activity is participatory monitoring and auditing, it is also involved in community organizing; working with indigenous cultural communities; development programs; conducting research; and engaging in activities related to ecology, peace-building, and media outreach. CCAGG has adopted an approach of constructive engagement, and at times critical collaboration, toward government. Introduction March 2004 was supposed to be an auspicious month for farmers in Sitio Lagaoisan, a small community in the village of Callao in Villaviciosa, a town on the southwestern edge of the province of Abra, Philippines. Construction had started on a P5 million (US$116,000) communal irrigation system that would water 45 hectares of rice fields, potentially increasing harvests from three tons per hectare to 4.25 tons. This project was part of a number of efforts to support farmers who, as beneficiaries of a national government agrarian reform program, had just graduated from being tenants on a wealthy landowner‘s estate to finally owning the land themselves.
