Consultative Meeting with MLGOO, Tayum, ABRA On August 6, 2018, Atty. Joseph Calulut together with IAV Julius Paderes, PO, PDEA-Abra attended the meeting with MLGOO at Tayum, Abra. b. Guest Speakership On August 6, 2018, IAV Julius Paderes PO, PDEA-Abra attended the Graduation Rites and served as the Guest Speaker to the 56 clients who underwent the six (6) months Community Based Drug Rehabilitation held at Langiden, Abra. c. Lecture on RA 9165 On August 6, 2018, Atty. Joseph Calulut, PIO, PDEA-CAR conducted lecture on RA 9165 to 311 participants including 56 members who graduated in the six (6) months Community Based Drug Rehabilitation held at Langiden, Abra. Page 1 of 8 d. Graduation Rites On August 6, 2018, Atty. Joseph Calulut, PIO, PDEA-CAR together with IAV Julius Paderes PO, PDEA-Abra attended the Graduation Rites of the 56 clients who underwent the Community Based Drug Rehabilation in Langiden, Abra. The said activity was attended by 255 participants from different LGU’s of Abra Province. e. Dialogue at Tayum, Abra On August 6, 2018, Atty. Joseph Calulut together with IAV Julius Paderes, PO, PDEA-Abra attended a meeting held at Tayum, Abra. The said meeting was attended by 33 participants from different Barangays in Abra. f. Consultative Meeting with DILG Provincial Director On August 6, 2018, Atty. Joseph Calulut together with IAV Julius Paderes, PO, PDEA ABRA attended the Consultative meeting with Director Millicent Cariño, DILG-ABRA, Provincial Director held at DILG-ABRA Office. Lecture to Surrenderees On August 7, 2018, IAV Julius Paderes, PO, PDEA-Abra conducted lecture on the Salient Provisions of RA 9165 to the surrenderees and Barangay Officials at Bucay, Abra.. h. MADAC Meeting On August 7, 2018, Atty. Joseph Calulut attended the MADAC meeting at Bucay, Abra and had a dialogue with Barangay Officials. i. BOSH Lecture On August 7, 2018, Atty. Joseph Calulut conducted lecture on the Salient Provisions of RA 9165 to 81 personnel from BOSH that was held at the Hotel 45, Baguio City. j. Crime Prevention Week On August 10, 2018, Atty. Joseph Calulut and AAVI Danny Visaya attended the National Crime Prevention Week ( NCPW ) meeting held NAPOLCOM Conference Room, Teachers Camp, Baguio City. The discussion is Page 3 of 8 about the proposed activity for the upcoming NCPW celebration on September 1-7, 2018 at NAPOLCOM-CAR, Teachers Camp, Baguio City. k. RLECC Meeting On August 15, 2018, Atty. Joseph Calulut and AAVI Danny Visaya attended the RLECC meeting held at Baguio City Police Office Conference Hall, Abanao St., Baguio City. Atty. Calulut discussed and presented the procedures on the implementation of Balay Silangan. l. the Boy Scout of the Philippines On August 16, 2018, Atty. Joseph Calulut conducted lecture on the salient provisions of RA 9165 to 76 participants from the Boy Scout of the Philippines at BENECO Conference Hall, South Drive, Baguio City. m. BPOAC Meeting On August 17, 2018, Atty. Joseph Calulut, PIO of PDEA-CAR and IAV Charlton Carame CO, PDEA Baguio-Benguet SEU and AAVI Danny Visaya, also of this RO attended the BPOAC meeting at Barangay Aurora Hill, Baguio City. n. Lecture and Workshop Page 4 of 8 DDRO Rosel G. Sarmiento conducted lecture and workshop on Board Regulation 1 series 2014 and R.A 9165 at Benguet General Hospital Pharmacy, Km 5, La Trinidad, Benguet on August 18, 2018.Fifteen (15) Pharmacy students from the Internship Program of Saint Louis University attended the said lecture and workshop. o. North Luzon Teens Camp On August 18, 2018, AAVI Danny Visaya attended the activity of the North Luzon Teens Camp ( NLTC ) held at Elegant Hotel, Baguio City. Mr. Visaya, representative of PDEA-CAR, handed the guitar to Miss Grace Lawa as a donation to the NLTC. p. BJMP 27th Anniversary Celebration (Photo courtesy of PIA-CAR) On August 22, 2018, Atty. Joseph Calulut attended the 27th Anniversary Celebration of Bureau of Jail and Management Penology ( BJMP ) held at Venus Parkview Hotel, Kisad Rd., Baguio City. The activity was led by BJMP-CAR Director Atty. Edgar Bolcio with guest Baguio City Congressman Mark Go and Jail Director Deogracias Carreon Tapayan. q. RDC-DEVAD Meeting On August 23, 2018, Atty. Joseph Calulut attended the RDC-DEVAD meeting held at the DILG-CAR Nene Pimentel Conference Room. The meeting was attended by 38 participants from other agencies. r. Lecture on Drug Free Workplace (1) Page 5 of 8 On August 24, 2018, Atty. Joseph Calulut conducted lecture on Ill Effects of Dangerous Drugs to 26 employees of Venus Hotel , Kisad Rd., Baguio City. Atty. Calulut was assisted during the lecture by AAVI Danny Visaya, also of this RO. s. Lecture on Drug Free Workplace (2) On August 24, 2018, Atty. Ernesto Marzo conducted lecture on Drug Free Workplace to 26 employees of Venus Hotel, Kisad Rd., Baguio City. Atty. Marzo was assisted by AAVI Danny Visaya, also of this RO. t. Seminar on Anti-drug Abuse Page 6 of 8 DDRO Rosel G. Sarmiento conducted a seminar on anti-drug abuse to thirty (30) participants from the Sanguniang Kabataan (SK) members of Barangay Pico at Puerto de San Juan, Ili Sur, San Juan, La Union on August 27, 2018. During the seminar, the topics discussed were the effects of drugs, R.A 9165 and role of SK in the Barangay Drug Clearing Operations. The seminar ended successfully when all topics were discussed. u. Balay Silangan Program in Bucay, Abra August 28, 2018, PO IAV Julis Paderes of PDEA-CAR Abra Provincial Office together with the LGU of Bucay, Abra opened the first day of screening for the prospect beneficiaries of the Balay Silangan Program. Prior to enrollment to the program, thorough screening will be conducted to the prospect beneficiaries/ enrollees. Among the tests to be done will be medical check-up; drug test; and Alcohol, Smoking, Substance Involvement Screening Test (ASSIST), to ensure that the beneficiary is fit to finish the three phases of the program. The Local Government Unit of Bucay together with the PNP-Abra jointly assisted the enrollees in filling –out their voluntary waiver in entering the Balay Silangan Program. On August 15, 2018, the Balay Silangan infrastructure founded by Mayor Bernadette Baroña was inaugurated. This Program hopes to reform those who have been drug law offenders to overcome their former selves and start over again. v. Regional Action Plan on Women, Peace and Security (RAPWPS) Page 7 of 8 On August 29-30, 2018, SAO Emely Fama and Miss Rea Lisa Benito of PDEA-CAR attended the consultation workshop for the Regional Action Plan on Women, Peace and Security for the CAR held at the Burham Suites, Kisad Rd., Baguio City. The activity was attended by 104 participants. w. PPOC Meeting On August 30, 2018, DDRO Rosel Sarmiento and IAV Charlto Carame, CO/PO PDEA Baguio-Benguet SEU attended the PPOC meeting held at Ben Palispis hall, Capitol Bldg., La Trinidad, Benguet. Miss Sarmiento discussed the DDB Reg. 2, Series of 2018 (Balay Silangan). The meeting was attended by 50 participants from different government agencies. Page 8 of 8 .

They do not create avenues for the Abrenians to speak their thoughts, much less consult them even in matters that affect their lives. But this picture has slowly altered, thanks to pro-development organizations which organize, enable and empower them. Many Abrenians now know their rights and even claim them. They have grown in their self-esteem, have become vigilant, and participative in community undertakings. They have realized that their elected officials are answerable to citizens, hence, have learned to exact accountability and responsibility.

Two (2) Drug Pushers Fall in Separate Operation On July 3, 2017 at around 6:45 PM, joint elements of PDEA-CAR, Baguio SEU, BCPO Station 3 and BCPO- DEU conducted a buy-bust operation at waiting shed along Leonard Wood Road., and Jungle Town Road, Baguio City which resulted in the arrest of Edgardo Covacha y Divina, male, Filipino, 52 years old, married, watch listed, newly identified member of UNO DRUG GROUP and presently residing at # 19 Irisan, Baguio City. Confiscated during the said operation were three (3) pieces heat sealed transparent plastic sachets containing white crystalline substance suspected to be shabu weighing MOL 0.5 grams with estimated market value of MOL Two Thousand Six Hundred ( Php 2,600.00) pesos. Six (6) pieces Five Hundred boodle money and one (1) Nokia cellular phone. A case for violation of RA 9165 is being prepared for filing in the court against the suspect. After seven (7) hours on the same day, joint elements of PDEA-CAR, Benguet SEU and BCPO Staion 1, conducted a buy-bust operation at Campo Filipino, Baguio City which resulted in the arrest of Christian Louie Lapitan y Refugio a.k.a “LOUIE”, male, single, 26 years old, and resident of # 33 Upper Fairview, Baguio City. Confiscated during the said operation were; one (1) heat sealed transparent plastic sachet containing white crystalline substance suspected to be shabu weighing MOL 5 grams with an estimated market value of twenty six thousand ( Php 26,000.00 ) pesos; one ( 1 ) piece genuine one thousand peso ( 1,000.00 ); and fourteen ( Page 1 of 5 14 ) pieces one thousand boodle money used as a buy-bust money.

Demetrio Lubigis, Elder from Tubo THETINGGIANS: APROBLEM OF NUMBERS 'The Tinggians of Abra are a distinctive national cultural community • with their own dialects, cultural traditions and political systems based on communal decision-making led by village elders and an intricate system of peace pacts governing intertribal relations. They are closely related to the other cultural communities indigenous to the Cordilleras of Northern Luzon. They live in largely self-sufficient, valley-bottom villages, and their economy is based primarily on irrigated wet-rice cultivation, some kaingin-making, hunting, river fishing, livestock rearing, and handicrafts. Faulty Census Figures The most recent national population census (1975) records 38,348 • Tinggians (recorded in the census as "mother tongues"), but a closer examina­ tion of census data reveals disturbing inconsistencies. For example, in the 1960 census the Tinggians comprised only 21.8 percent of the province's pop­ ulation (the rest being mostly Ilokanos) whereas in 1975 their proportion was 26.09 percent which was slightly lower compared with the 1970 figure of 27.87 percent. Research conducted by a resident anthropologist in Abra has mote realistically estimated the 1975 Tinggian population at 54, 254 (36.9%). The official census data is in error by as much as 41.48 percent. Tinggians now form the majority ethnic group in 16 of Abra's 27 municipalities (see Appen­ dix 1) and Tinggian municipalities (defmed as those having at least 66.7 per­ • cent Tinggian population) comprise 79.11 percent of Abra while Ilokanos occupy 14.4 percent.

    Helping Communities by Monitoring Infrastructure: A Case Study of the CCAGG in the Philippines by Luz Rimban for the Concerned Citizens of Abra for Good Government 1 (CCAGG) October 2012 Summary Since1986 the Concerned Citizens of Abra for Good Government (CCAGG), a civil society organization in the Philippines, has engaged in monitoring and auditing public infrastructure projects. Because of its extensive experience, CCAGG had established a reputation as the go-to group for complaints on government infrastructure projects in the region. Although CCAGG’s core activity is participatory monitoring and auditing, it is also involved in community organizing; working with indigenous cultural communities; development programs; conducting research; and engaging in activities related to ecology, peace-building, and media outreach. CCAGG has adopted an approach of constructive engagement, and at times critical collaboration, toward government. Introduction March 2004 was supposed to be an auspicious month for farmers in Sitio Lagaoisan, a small community in the village of Callao in Villaviciosa, a town on the southwestern edge of the province of Abra, Philippines. Construction had started on a P5 million (US$116,000) communal irrigation system that would water 45 hectares of rice fields, potentially increasing harvests from three tons per hectare to 4.25 tons. This project was part of a number of efforts to support farmers who, as beneficiaries of a national government agrarian reform program, had just graduated from being tenants on a wealthy landowner‘s estate to finally owning the land themselves.
