Chapter 1: Project Description A. PROJECT IDENTIFICATION The City of New York Department of Parks and Recreation (DPR), in coordination with USTA National Tennis Center, Incorporated (USTA)1, is seeking a number of discretionary actions in connection with proposed improvements and an expansion to the facilities at the USTA Billie Jean King National Tennis Center (NTC), located in Flushing Meadows Corona Park in Queens (see Figure 1-1). These improvements collectively are known as the NTC Strategic Vision (the proposed project). The NTC is located on a portion of Queens Block 2018, Lot 1, on park land leased by DPR to USTA. The leased site is bounded to the north by the railway tracks of the Long Island Rail Road (LIRR)’s Port Washington line; United Nations Avenue North to the south; the Passerelle Building (connects LIRR’s Mets-Willets Point station to the Metropolitan Transportation Authority (MTA)’s 7 train station, and Citi Field, the New York Mets baseball stadium) and Path of the Americas to the east2; and Grand Central Parkway to the west.3 The 42-acre NTC is one of the world’s largest public recreational tennis facilities. For 11 months of the year, its facilities are open to the public for indoor and outdoor tennis; USTA maintains the facilities year-round. The NTC is also host to the US Open, one of the sport’s four Grand Slam championship tennis tournaments. The event is staged during a two-week period around the beginning of September, is attended by approximately 700,000 spectators, and is broadcast worldwide.

September 24, 2021 NEW YORK FORWARD/REOPENING GUIDANCE & INFORMATIONi FEDERAL UPDATES: • On August 3, 2021, the Centers for Disease Control and Prevention (CDC) issued an extension of the nationwide residential eviction pause in areas experiencing substantial and high levels of community transmission levels of SARS-CoV-2, which is aligned with the mask order. The moratorium order, that expires on October 3, 2021, allows additional time for rent relief to reach renters and to further increase vaccination rates. See: Press Release ; Signed Order • On July 27, 2021, the Centers for Disease Control and Prevention (CDC) updated its guidance for mask wearing in public indoor settings for fully vaccinated people in areas where coronavirus transmission is high, in response to the spread of the Delta Variant. The CDC also included a recommendation for fully vaccinated people who have a known exposure to someone with suspected or confirmed COVID-19 to be tested 3-5 days after exposure, and to wear a mask in public indoor settings for 14 days or until they receive a negative test result. Further, the CDC recommends universal indoor masking for all teachers, staff, students, and visitors to schools, regardless of vaccination status See: https://www.cdc.gov/coronavirus/2019- ncov/vaccines/fully-vaccinated-guidance.html • The CDC on Thursday, June 24, 2021 announced a one-month extension to its nationwide pause on evictions that was executed in response to the pandemic. The arena has a capac- ity of 1,200 seats. It is home to the St. Francis Terriers basketball teams. The basketball court, Peter Aquilone Court, is named after Peter Aquilone, the son of former Athletic Director and St. Francis alumnus Edward Aquilone, ’60. Belmont Park Redevelopment Project Final Scope for Preparation of a Draft Environmental Impact Statement A. INTRODUCTION This document is the final scope of work (“Final Scope”) for a Draft Environmental Impact Statement (DEIS) to inform the environmental review process for the proposed redevelopment of two underutilized parcels (the “Project Sites”) located within Belmont Park in the unincorporated hamlet of Elmont, Town of Hempstead, Nassau County, NY. This Final Scope has been prepared to describe the Proposed Project (as defined below), present the proposed framework and methodologies for the DEIS analysis, and discuss the procedures to be followed in the preparation of the DEIS. The DEIS will be prepared pursuant to the State Environmental Quality Review Act (SEQRA) and its implementing regulations at 6 NYCRR Part 617. Empire State Development (ESD) is serving as the lead agency under SEQRA. A Draft Scope for the project was issued on February 27, 2018. Oral and written comments were received during the scoping meetings held by ESD on March 22, 2018 at Elmont Memorial Library at 700 Hempstead Turnpike, Elmont, NY 11003. Written comments were accepted from the issuance of the Draft Scope through the public comment period, which ended April 12, 2018. The majority of the comments relevant to the Draft Scope focused on: (1) potential health and safety concerns related to the proposed siting of a new electrical substation to serve the Proposed Project; (2) traffic generated by the proposed uses and associated pedestrian safety; (3) the adequacy of parking for the proposed uses; (4) infrastructure and community services capacity concerns; (5) buffers between the Project Sites, North Lot, and adjacent communities (6) visual and safety concerns related to the proposed height of the hotel; and (7) concerns about whether the hotel could include a casino.
