Public lecture In association with the RSA HOSPITALS AND HOME: Good Healthcare in Herefordshire by Richard Humphries and Martin Samuels Taking place in the Events Suite at the Hereford Campus, Herefordshire & Ludlow College, Folly Lane, Hereford on Tuesday 23 January 2018 Arrivals from 4.15pm, for a 4.30pm start, and a 6.00pm close Hospitals and care services are rarely out of the national news. Our ageing population is a cause for celebration, but the way we fund and organise the essential care and treatment most of us will need in later life hasn’t kept pace with that population. Richard Humphries, RSA Fellow and Visiting Professor at the University of Worcester will outline the national politics and policy. Martin Samuels, Director for Adults & Well-being at Herefordshire Council will describe the challenges in Herefordshire. The focus will be on sharing and comparing ideas and practical, local solutions that could improve health and social care services for Herefordshire’s citizens. ABOUT THE SPEAKER, RICHARD HUMPHRIES Senior Fellow, The King’s Fund Richard Humphries is a recognised national commentator and writer on the integration of health and social care, social care reform and the funding of long- term care. A graduate of the LSE, he trained as a social worker at the University of Manchester. Over the last 40 years he has worked in a variety of roles in fieldwork, hospital and residential settings before moving into managerial positions. He was Director of Social Services and Housing in Herefordshire between 1997 -2002 where he was also appointed as Chief Executive of Herefordshire Health Authority, the first combined post in England. In 2002 he was appointed National Director of the Health and Social Care Change Agent Team at the Department of Health, a ministerial initiative to tackle delayed hospital discharges and improve services for older people. He later became Chief Executive of the Care Services Improvement Partnership, overseeing a range of improvement programmes across the NHS and social care. Richard has been Senior Fellow at the King’s Fund, an independent health policy think tank, since 2009. He is the Fund’s principal spokesperson on social care and led the Fund’s work in supporting the Barker Commission on the future of health and social care. He is a non-executive director of the Wye Valley NHS Trust and of Housing & Care 21, a national provider of housing and care services. ABOUT THE SPEAKER, MARTIN SAMUELS Director for Adults and Well-being, Herefordshire Council Martin Samuels’ responsibilities cover adult social care, housing and public health. He is also co-chair of the West Midlands Branch of ADASS (the Association of Directors of Adult Social Services). Martin has had an unusual career to date. He began his working life as a civil servant, initially in job centres and benefits offices, before spending seven years in Whitehall, leading national public service reform projects in the Cabinet Office. Switching to the NHS, he worked at local, regional and national level, ending as Director of Commissioning for a PCT. In the wake of the Lansley Reforms, Martin moved to social care in Local Government, where he has particularly noted the positive impact of the breadth of councils’ responsibilities and the perspective of elected councillors..
